2010 CONSUMER CONFIDENCE REPORT
This hrochuxe is a summary of the duality of the water
that East valley Water District EVW provided to its
customers last year. Included are details about where the
grater comes from, what it contains, and how it compares
to State and Federal Standards. In our continuing effort
to keep our water customers informed, we are providing
you wi th updated information because well - informed
customers are our best allies. If, after reading this report,
you have any questions, please call our Engineering

East vaUey Water District currently services more than
00 residents within our 30 square mile service area
through 252 miles of water mains. We have to high
quality water sources from which we serve our customers.
Those sources include the Santa Ana River and the Bunker
Hill Groundwater Basin. During dry gears, when the
water supplies mentioned above are short, EVWD has fret
another alternative. We can obtain water from the State
Water project through the San Bernardino valley Municipal
Water District.
East valley Water District draws water from the Bunker Hill
Groundwater basin through nineteen 19 groundwater
wells. These wells are scattered throughout the District
from the wilderness east of Cone Camp Load (Plant 125) to
our Dark site at Lynwood give and Harrison Street (Plant
from the McDanielaniel Well Plant 141 on Third Street to
Mountain Avenue and Marshall Boulevard (Plant 25).
Another high quality water source is the Santa Ana River,
which originates in the San Bernardino Mountains. It
is diverted for our use at a point east of the Seven oaks
Darn, picked up at Southern California Edison`s SAR #
Hydroelectric Plant, and transported via the North Fork
Canal to our Philip A. ]isch Surface Water Treatment plant
Plant 134.
We also obtain Northern California water that is made
available to us through the State Water Project that is
managed by the State Department of Water Resources

and the San Bernardino valley Municipal Water District.
Regional water, acquired from the Santa Ana River and the
Bunker Hill Groundwater Basin, is the preferred source of
grater for the District.
Our Board of Directors meets on the second and fourth
Tuesday of ever- month at 3:00 p.m. Meetings are held at
3694 E. Highland Avenue, Suite 30, located near the main

In general, the sources of all drinking water (both tap
and bottled eater ) include rawer, lakes, streams, ponds,
reservoirs, springs and wells. As grater travels over the
surface of the land or through the ground, it dissolves
naturally occurring minerals and, in some cases, radioactive
material. It can also pick up substances resulting from the
presence of animals or from human activity.
Contaminants that may be present in source water
include:
Microbial contaminants, such as viruses and bacteria
may come from sewage treatment plants, septic systems,
agricultural livestock operations, or wildlife.
Radioactive contaminants, may be naturally occurring
or be the result of oil and gas production and mm* g
activities.
Inorganic contaminants, such as salts and metals, may
be naturally occurring or result from urban storm grater
runoff, industrial or domestic wastewater discharges, oil
and gas production, mining or farming.
Pesticides and herblid des may come from a variety of
sources, such as agriculture, urban storm water runoff, and
residential uses.
Organic chemical contaminants, includix- synthetic and
volatile organic chemicals, are by- products of industrial
processes and petroleum production, and can also come
from gas stations, urban storm rater runoff, agricultural
application and septic systems.

WATER QUALITY DATA
Drip ing outer, including bottled water, may reason-
ably be expected to contain at least small amounts
of some contaminants. The tables below list all the
drinking water contaminants that we detected in o x
water system during the 2010 calendar year. The
presence of these contaminants in the grater does not
necessarily mean that the water poses a health risk.
Unless otherwise noted, the data presented in the tables
are from testing performed from January 1- December
11 2010. The state requires all grater agencies to monitor
their grater for certain contaminants less than once per
year because the concentrations of these contaminants
are not expected to vary significantly from year to year.
Some of the data, though representative of the water
quality, is more than one year old. More information
about contandnants and potential health effects can be
obtained by calling the USEPAs Safe Drinking Water
Hotline 1- 500 - 426 -4791 or by visiting their website at
www.epa.gov/safewater/hfacts.html.

Nitrate N0 in drinking grater at levels above
parts per million ppm is a health risk for infants less
than sic months of age. Such nitrate levels in drinking
grater can interfere with the capacity of the infant's
blood to carry oxygen, resulting in a serious allness.
Symptoms include shortness of breath and blueness
of the skin. Nitrate levels above 45 ppm may also
affect the ability of the blood to carry oxygen in other
individuals, such as pregnant women and those with
certain specific enzyme deficiencies. Nitrate levels
may rise quickly for short periods of time because of
rainfall or agricultural activity. 1f you are caring for an
infant or are pregnant, you should ask for advice from
your health care provider.

Preventing contamination is the ter to keeping water
supplies safe. Once a drinking water supply becomes
contaminated, a community is faced with the difficult and

throughout the water system each year. The employees that
repair and maintain the water facilities are required to obtain
and retain State of California Water Distribution Operator
Certification. All of these employees are state certified in
various grade levels 1 -V through a combination of college -
level course work in water science, gears of work experience
and successfully passing a State admirListered e an- dnation,
We do all this to ensure that all grater we serge meets or
exceeds State and Federal standards.
SOURCE WATER ASSESSMENTS
In March 20021 EVWD completed Source Water Assessments on all of our active groundwater wells. The
report includes a section listing the vulnerability to activities associated with contaminants detected
in water supplies. To aid in your understanding that these occurrences can further contribute to
groundwater contamination, we have included the following list of potentially contaminating activities.

what is the Level Pay Plan?
The Level Pay Plan hips smooth out the ups and downs of your monthly gas bill by averaging annual gas
consumption and costs over a 12-monthth prod. You pay an average bill mo t each month instead of actual charges.
The Level Pay Dian is not a discount program; no savings, or lower rates are involved,
How does the Level ]Pad Plan work?
First, we estimate your expected monthly usage and charges, based on your past gas use and projected fature rates.
Thy result of this calculation is your beginning monthly Level Par Amount also called the Plan Amount. This is the
amo nt you will pay each month for a six month interval. Each month we will also calculate and present to you your
actual charges for gas service. The differenoe between Actual Charges and Plan Amounts billed is known as the
variance. After your sixth month one the Level Pay Plan, we will re-evaluate your Plan Amount and it may be adjusted
up or down -- to minimize, the ace -uro lation of arzan e balance on your account. Keep in mind that you may pay less

to submit it. After your request has been processed, you will receive a message confu -ming your enrollment.
What is the cancellation policy?
You may cancel this service at any time by galling 1- 800427 -2200. Wh y. you cancel Level Pair, we'll reconcile what
you paid with wbat you've actually used. Your next month's bill will show either a balance due or a credit on your
account, depeading on whether your actual charges exceed what you've already paid on the plan* Once you cancel the
Level Pay flan, the balance on your account is due and payable within 19 days.
Dogs the Level Pay Amount Change?
The Level Pay amount is adjusted every six months. In some instances, f rtber adjustment to your Level Pay Amount
may be necessary.

At the end of each six month int r d, your Level Pay Plan Amount is reviewed and may be adjusted up or down

Your variance is the difference between your Actual Charges and the mount you were billed on the Le— l Pay Plan
called Plan Amounts Billed. Your Beginning Vahance is the Ending Variance from your previous month's" bill.
Your Ending variance is the Beginning Variance plus any difference between Acwal Charges and Plan Amount billed

800-427-4400. The unpaid amounts will be sown as a previous balance on your future bills.
What happens if I no longer want to participate in the Plan or I am
removed from the flan?
Your account is eeor i ed at that time comp a ng your actual gas charges to what you've already paid on the ?hm.
You will owe the current month's plan Amount plus the Ending Variance Amount and any unpaid previous balances.
How can I re- enroll in the Plan?
If you are removed &om fh Plan for failure to pay your Level Pay Plan Amount promptly, you mustt settle are
outstanding balance before re-enrolling. Then call The Gas Company at 1- 800 - 427 --4400 to re-- enroll. You will begin a
new 6-month Level Pay Plan circle with a new monthly Level Pay Plan Amount.
