Manager pointed out the cost of aPProximately
200°00 to $300.00 for this District to enroll
in the Association. He further stated that the
By-Laws of the CSDA limits the eligibility of
Directors within the Association to only elected
Directors and Officers of Special Districts.
Director Forre'st stated that one of the reasons
the California Special District Association is
being formed is to have representation of
Special Districts on the Local Agency FozTaaticn
Commission as well as to provide necessary
legislation for all Special Districts requiring
same before the State Legislature.
MOTION Upon ~otion by Director Forrest, duly seconded
by Director Littleton, Staff is authorized to
enroll the District in the California Speciel
Districts Association and pay the annual dues
in accordance with the terms of the By-Laws of
the Association, by the foll~ing Roll Call Vote.

Noes, Directors: Disch and Stallwood

CALIFo WATER Notice was received from the California Water
P~SOURCES ASSN. MTG. Resources Association of meeting to be held at
OF FEB. 12-13, Sacramento on February 12-13, 1970. A copy of
1970 the notice and relative correspondence had been
mailed to the Directors. Some of ~e features
to be discussed will be the Special Educational
Subcommittee on Proposition 7 and 1970 Legis-
lation. This was for information only with no
action taken.
IDA DUES FOR A letter dated January 1, 1970 from the Irrigation
1970 Districts Association of California was received
regarding payment of the !970.dues. A copy of
this had been mailed to the Directors° The
General Manager said the dues in the amount of
825°00 was the same as 1969. }Te reconunen~ed that
the District retain its membership in IDA for 1970.
MOTION After considerable discussion, motion was made by
Director Littleton, duly seconded by Director
Forrest and carried unanimously, Staff is author-
ized to make the payment of $825.00 for the 1970
dues to the Irrigation Districts Association.

ATTY GREEN MEETING The General Manager read a letter to the Board
SCHEDULE Members from Attorney Denslow Green stating he
would be available to meet at our District Office
on February 3, 17, or 18, but could not meet on
February 9 as requested because of previous
committments. It was the general feeling of
the Board to set the date of February 24, 1970~
if Attorney Green is available~ to discuss
Water Pricing° The General Manager was authorized il
to arrange a'meeting at noon on that date, if
possible~
TE~.~ORARY EMPLOYEE General Manager Rick.~rt reported that the District
SA~EL W. CRAGER had hired a temporary employee, Samuel Ward Crager,
UTILITY CREWMAN Utility Crewman II, Range 27A, $2.68 an hour, due
to accidents of two fiel6 employees. Mr. Crager
was hired fzom the State Unempto~/ment Office.
FRED A. HE~qOOD The General Manager read a letter from Mro Fred
COLLECTION PRO- I~eywood addressed to the Board Of Directors. This
CEDURES OF DIST. was stating Mr. Heywood's disapproval of the
collection procedures of the District~ Mr. Hendricks
stated that Mr. He~¢ood was delinquent as he was in
SURVEY OF POTENTIAL Director Forrest brought up the discussion on
SEWER HOOK-UPS a survey of our boundaries of potential sewer
hook-ups that ~e could have with existing lines o
MOTION Upon motion by Director Disch, duly seconded
by Director Littleton-and carried unanimousiy,
staff is to bring in a list of all potential
hook-ups that could be connected to the existing
sewer lines.
WESTERN STATE MEETING General discussion came up on the Western State
AND IDA, TAHOE MTG. Meeting on Apri~ i, 1970-in Winaohee, Washington
and the meeting of the Irrigation Districts
Association at Lake Tahoe, April 7 - 10, 1970.
MOTION Upon motion by Director Forrest, duly seconded
by Director Littleton and carried by a majority
vote, authorization was given for any Board
Member and Staff Member designated by the
General Manag6r that wished to attend the
meeting of Wester State or the Irrigation
Districts Association for their April sessions.
Director Disch cast the dissenting vote.
ADJOURNMENT - There being no further business to come before
the Board, adjournment was declared at 10:45 P. M.
