HIGHLAND CITY COUNCIL January 29, 2014
SPECIAL BOARD MEETING
MINUTES
The Chairman of the Board called the meeting to order at 5:35 p.m. Vice Chairman
Coleman led the flag salute.
PRESENT: East Valley Water District Directors: Coats, Coleman, LeVesque,
Morales, Sturgeon
All Council Members from the City of Highland were present
ABSENT: Directors: None
EVWD STAFF: John Mura, General Manager/CEO; Brian Tompkins, Chief
Financial Officer; Justine Hendricksen, Administrative Manager
LEGAL COUNSEL: Steve Kennedy
GUEST (S): Members of the public
PUBLIC PARTICIPATION
The Chairman of the Board declared the public participation section of the meeting open
at 5:36 pm.
There being no verbal or written comments the public participation section was closed.
CITY OF HIGHLAND UPCOMING DEVELOPMENTS AND MAJOR CAPITAL
IMPROVEMENT PROJECTS
Mr. Mainez, Community Development Director from the City of Highland, provided a brief
presentation regarding current and future development in the City of Highland. Mr.
Zamano, Assistant Public Works Director, gave a presentation on Capital Improvement
projects.
PRESENTATION FROM MWH REGARDING EAST VALLEY WATER DISTRICT’S
WATER SYSTEM MASTER PLAN
Mr. Regal provided an overview of the District’s 2014 Water System Master Plan
Highlights which included: Goals, Master Planning Approach, Capital Improvement
Program, Study Area, Projected Population, Projected Water Demands, Hydraulic Model

Development, Pipeline Evaluation Criteria, Pressure Deficiencies and Transmission
Improvements, Pipeline Improvements for Fire Flow, Aging Pipeline Replacements,
Existing Supply Sources, Supply Facilities, Supply-Demand Comparison, Storage Tank
Analysis, Capital Costs (Near Term Improvements and Long Term Improvements and
Capital Costs for Harmony Improvements.
PRESENTATION FROM BLACK & VEATCH REGARDING EAST VALLEY WATER
DISTRICT’S SEWER SYSTEM MASTER PLAN
A representative from Black & Veatch provided a presentation regarding the District’s 2013
Wastewater Collection System Master Plan. He detailed the Master Plan Objectives, Key
Findings, Boundaries & Regional Facilities, Condition Assessment, Land Uses and Flow
Projections, Building the Model, Evaluation Process, Capacity Projects, Capital
Improvement Plan & Recommendations, CIP Summary, EVWD WRP vs. San Bernardino
Approach, San Bernardino Water Reclamation Plant Approach and Options.
EAST VALLEY WATER DISTRICT’S RECLAMATION PLANT FEASIBILITY STUDY
UPDATE
Mr. Lindel reviewed the Reclamation Plant Feasibility Study with the Board and Council.
He discussed that a District-owned Water Reclamation Plant (WRP) could provide
multiple benefits including increased control of wastewater treatment and disposal costs,
avoided sewer capacity upgrades and development of locally controlled supplemental
water supply. He also discussed that the mission is to determine whether District WRP is
technically feasible and beneficial to East Valley Water District ratepayers, the approach to
determine project feasibility, multiple opportunities for an effective WRP and that Phase 1
will be completed by June 2014.
