Engineer Rowe was requested to obtain the past revenue and operating costs of the water systems to be purchased within the District. CANVASS OF RETURNS Tho eturns of•the special bond election which was held on the OF SPECIAL BOND 31st day of August, 1954, were presented to the Board of Dirac- ELECTION 6/31/54 tors. They were examined and found to be in tact. The returns were then opened and the results of the election 'read &lead. The absentee vote was opened and canvassed by the Board. There- fore, on motion of Director Littleton, duly seconded by Director Wall, and carried unanimously, the following resolution was adopted and order made: RESOLUTION NO. 9 RESOLUTION CANVASSING RETURNS AND DECLARING RESULT OF BOND ELECTION HELD NO. 9 IN THE EAST SAN BERNARDINO COUNTY WATER DISTRICT ON AUGUST 31, 1954. RESOLVED, by the Board of Directors of the East San Bernardino County Water District, San Bernardino County, Cali- fornia, that WHEREAS, said Board by Resolution No, 6 adopted on the 16th day of July, 1954, duly called and ordered held in said District a special bond election on the 31st day of August, 1954, for the purpose of eu itting to the qualified electors thereof the proposition thofe$n not forth; WHEREAS, `said special bond election was held and con - ducted on said day, as required by law and said resolution; WHEREAS, the Board of Directors of said District not at the regular meeting place of said Board on September 10, 1954, to canvass the returns of said election and declare the result thereof; - WHEREAS said canvass was duly completed and the re- sults thereof are as hereinafter set forth; 15 SEPTEMBER 10, 1954 NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND RESOLVED, as follows: 1. That said special bond election was held and conducted_ in the East San Bernardino County Water District, County of San Bernardino, State of California, on Tuesday, August 31, 1954, in the time, form and manner as required by law. 2. That there were five voting precincts established in said District for the purpose of holding said election, which con- sisted of a consolidation of State and County Election Pre- cincts as last established by the Board of Supervisors of the County of San Bernardino and which were designated and located as follows: SPECIAL PRECINCT NO. 1, comprising Central Precincts Nos. 3, 9, Del Rosa 1, 2 and San Bernardino 136. Polling Place: Residence, Olive Mae Baker 1591 Glasgow Avenue San Bernardino, California SPECIAL PRECINCT NO. 2, comprising Central Precincts Nos. 6 and 10. Polling Place: Residence, Lucia Davis 1101 Elmo Drive San Bernardino, California SPECIAL PRECINCT NO. 3, comprising Central Precincts Nos. 4A and 7. Polling Place: Residence, Beulah A. Cain 26277 Pacific Avenue Highland, California SPECIAL PRECINCT NO. 4, comprising Central Precincts Nos. 14, 16 and 18. Polling Place: Residence, Sarah C. Brooks 1077 E. Baseline San Bernardino, California SPECIAL PRECINCT NO. 5, comprising Central Precincts Nos. 8, 11 and 13. Polling Place: Warm Springs School 937 Sterling Avenue San Bernardino, California 3. That a canvass of the votes cast in said District upon the measure thereat submitted was duly held in accordance with the order of the Board of Directors and in accordance with law. 4. That the proposition voted upon in said special bond elec- tion and the number of votes received for and against the pro- position in the precincts established therefor are as follows: PROPOSITION Shall the East San Bernardino County Water Dis- trict issue revenue bonds in the principal amount of $1,250,000.00, for the acquisition, construc- tion, improving and financing of an enterprise, including any or all expenses incidental thereto or connected therewith, said enterprise to consist of a system, plant, works and undertaking useful in obtaining, treating and disposing of water for pub- lic and private uses, including all parts of the enterprise, all appurtenances thereto, and lands, easements, rights in land, water rights, contract rights, franchises, water mains, pumping stations, water supply, storage and distribution faci- lities and quipment, pursuant to the Revenue Bond Law of 1941? 1i SEPTEMBER 10, 1954 Canvass of Returns Bond Election 8/31/54 ral ADJOURNMENT SEPTEMBER 24, 1954 1 ROLL CALL EMPLOYMENT OF MANAGER Special Precinct Absentee Precinct No Votes Fo Votes Against 1 102 11 2 126 7 3 169 12 4 75 3 5 57 23 5. That two duly registered voters, who expected to be absent from their respective election precincts on the day of the elec- tion secured ballots from the Secretary of said District. 6. That the Secretary has certified to this Board that all of said absentee ballots issued by her have been cast within the time required by law. 7. That the Board of Directors canvassed said absentee ballots and counted the same personally, whereupon it was found that the result of the ballots cast by said absentee voters, without re- gard to the precinct within which the voters are registered, were two votes for and no votes against said proposition. 8. That the total number of votes cast in said District for and against the proposition is as follows: 9. That at said election, a majority of the votes cast thereat were in favor of and authorized the issuing of said bonds in the amount and for the purpose set forth in said proposition herein stated; that said proposition has been accepted and approved by the electors of said District, and that said bonds will be issued to defray the costs of the improvement heretofore spe- cified and to the amount stated therein. 10. That the Secretary of this Board be, and she is hereby in- structed to enter this resolution, in full, in the minutes of this Board as a statement of the result of said Special District Bond Election. Directors present: Botts, Brooks, Gesler, Littleton, Wall. Also present: Manager Rickert, Secretary North, Engineer Rowe, Attorney Wilson and Mr. J. B. Hanauer. Two items discussed at the previous meeting were acted upon: RESOLUTION NO. 10 RESOLVED, by the Board of Directors of the East San Bernardino County Water District, San Bernardino County, Cali- fornia, as follows: Precinct Absentee Total For 529 2 531 Against 56 0 56 9.
