Hi Jo,
Here is my two cents worth:
The conference was enjoyable, informative and conducive for the exchange of ideas. I have come to appreciate
and expect this venue to be a good place to address regional and local issues. There were wonderful
opportunities to share local problems and solutions, as well as to form alliances and strengthen the support for
common good for the region. EVWD management was gracious and welcoming, as were all the volunteers and
program staff. There seems very little to improve on the logistics of the events. An area mature for advancement
could be that given the increased popularity of this event, to make the sessions work as inter - related themes, with
etch theme having a general, local perspective and then a truly interactive discussion set up with the audience as
full participants. There could be several themes per track. I heard that the folks who did manage to hang around
for the Friday sessions, were very pleased with the outcome, but wished that there were more attendees..
something to think about...
Anyhow Jo, that is I in a nutshell... thanks for inviting me to suggest ideas, and I hope this was a good business
success for you and the girls !
Hope to see you all much sooner than 2 years from now !

On behalf of the Advisory Board for the Water ResourcesJnstitute "WRI), at California State University
San Bernardino, I am honored to invite East Valley Water District to join the WRI in sponsoring a series
of water conservation questions for the 12th Annual Inland Empire Annual Survey.
The Annual Survey is scheduled to be conducted in January 2009 as a telephone survey of 1,000
Riverside County residents and 1,000 San Bernardino County residents. The Institute of Applied
Research and Policy Analysis (IAR), a full- service consulting and applied research organization (see
http: iar csusb.edo led by two members of the Cal State faculty, Dr. Shel Bockman, Ph.D. and Dr.
Barbara Sirotnik, Ph.D.
The LAR has been conducting this survey for eleven years providing an opportunity for the university to
tract: a series of important quality -of -life issues over time. These questions will be followed by specific
questions posed by public and private entities sponsor to cover costs.
By joining the WRI and one another, public water agencies in the Inland Empire will not only save
limited resources but also benefit from asking the same questions to people we serve throughout the
region regarding water conservation attitudes and behaviors. Furthermore, the WRI will sort survey
results for residents in the service area of each water agency that participates. One choice includes:
Platinum Sponsorship ($20,000) for 15 questions on the survey
Geld Sponsorship ($15,000) for questions on the survey
Silver Sponsorship ($10,000) for 7 questions on the survey
Bronze SponsorsEp ($5,000) for 3 que -tions rr t?+c survey)
Time is limited so I will be contacting each one of you individually ever the next two weeks to foster this
partnership. Better yet, respond directly to me at slonevilCa)csusb.edu or at the number listed below.
Participating agencies will meet in December to draft our survey questions. I look forward to hearing
from you.

Environmental Youth Leadership Conference
The Highland
Environmental Learning
Center will host the
annual Environmental
Youth Leadership
Conference (EYLC). The
theme this year is Water
and Energyand we will
be joined by a very
special guest, Bill Nye
the Science Guy!
The Conference is FREE
and includes lunch.
Middle School and High
School students were
encouraged to apply. It
will take place on
Saturday, December 6,
from gam to Spm at
the Highland Sam J.
Racadio Library and
Environmental Learning
Center.
The conference will
feature a wide range of
speakers and workshops.
Students will gain the
knowledge and tools they
need to get active on
environmental issues in
the community. Bill

About Our Organization
The Highland Environmental Education Coalition
The Highland Environmental Coalition seeks to support the Highland Environmental Learning Center, a part of
the new Highland Sam J. Racadio Library. Our mission is to support the County Library mission by providing
resources, activities, materials, and programs to help improve environmental literacy throughout the community.
HEEC gladly accepts financial and nonfinancial donations. Please contact us for additional information about
becoming a part of our rooftop garden donor wall.
The Highland Environmental Learning Center
The Highland Environmental Learning Center is a resource for all environmental education needs. Our new
county - operated 30,000 square foot facility features animal exhibits, educational and interactive exhibits, great
programs and a beautiful rooftop garden.

DISCUSSION REGARDING EAST VALLEY WATER DISTRICT'S 2006 -2007
PUBLIC INFORMATION OUTREACH PROGRAM AND BUDGET
The Committee discussed various issues regarding the District's Public Outreach Program,
including the District's Calendar Program. The Board is concerned on how to raise public
awareness and involvement regarding District tours; that the bottled water donation program
is very successful with local organizations within our District; that the District newsletters and
brochures should have a majority of information regarding the District as well as District
policies and procedures; that the message the Board would like promote is to how conserve
water and protect our water supply.

DISCUSSION REGARDING SPONSORSHIP LEVELS FOR THE HIGHLAND
LIBRARY & ENVIRONMENTAL LEARNING CENTER
The Committee discussed the possibility of supporting the Environmental Learning Center
and deferred this item to the next Board meeting for further discussion due to the lack of
representation from the City of Highland.
DISCUSSION REGARDING EAST VALLEY WATER DISTRICT FACILITIES &
EDISON TOURS
The Committee discussed the District's Facility and Edison Tours; that the tours promote
public awareness; that each tour should be held once a year.
Director Goodin stated that he had attended the Solar- Powered Boat Races sponsored by the
Metropolitan Water District, and that High School Students use science to develop solar
powered boats. Each High School Team is sponsored by local organizations. Director Goodin
requested that this item be added to the next Board agenda.

DISCUSSION REGARDING THE DISTRICT'S PARTICIPATION IN THE CITY OF
SAN BERNARDINO'S ROUTE 66 RENDEZVOUS ON SEPTEMBER 14-17,2006
The Committee discussed at length the District's possible participation in the City of San
Bernardino's Route 66 Rendezvous on September 14 -17, 2006.
The Committee will recommend to the Board, that the District not participate in this years
Route 66 Rendezvous on September 14 -17, 2006.

PRESENTATION FROM PETE DEYO REGARDING THE HIGHLAND LIBRARY
AND ENVIRONMENTAL LEARNING CENTER
Mr. Deyo provided a presentation of the future Highland Library and Environmental Learning
Center; that the project is part of the redevelopment program; that they are looking for
technical, financial, promotional support and publicity assistance.
The committee recommends a $10,000 commitment to the Highland Library and
Environmental Learning Center.
DISCUSSION REGARDING THE SCHEDULING OF DISTRICT TOURS
The committee recommends that the District continue the current tour schedule; one facilities
tour and one Santa Ana River tour per year.
DISCUSSION REGARDING THE CALIFORNIA WATER AWARENESS
CAMPAIGN
The committee recommends that the Board not support the California Water Awareness
Campaign at this time.
DISCUSSIION REGARDING PURCHASE OF SHIRTS FOR THE SOLAR CUP BOAT
RACES
The committee recommends a $2000 promotional budget for the Solar Cup Boat Races.
DISCUSSION REGARDING THE DISTRICT HOSTING A 2008 WATER QUALITY
CONFERENCE
The committee recommends that the District host a 2008 Water Quality Conference.
DISCUSSION REGARDING THE STEVE HALL SCHOLARSHIP FUND
The committee recommends a $5000 commitment to the Steve Hall Scholarship Fund.
DISCUSSION REGARDING THE DISTRICT'S BOTTLED WATER POLICY &
PROGRAM
The committee will prepare a comprehensive Bottled Water Program Policy and present this
item to the Board at a later date.
DISCUSSION REGARDING THE DISTRICT'S PARTICIPATION IN THE SAN
BERNARDINO COUNTY WATER CONFERENCE ON AUGUST 9, 2007 (FUTURE
WATER .'SUPPLY)
The committee will recommend that the District not participate in the San Bernardino County
Water Conference.

DISCUSSION REGARDING A REQUEST FROM THE CITY OF HIGHLAND TO
PLACE A. MESSAGE ON THE DISTRICT'S WATER/SEWER BILLS REMINDING
RESIDENTS THAT FIREWORKS ARE ILLEGAL IN THE CITY OF HIGHLAND
The Committee discussed the request from the City of Highland and recommend that a
message be placed on the District's water /sewer bills reminding residents that fireworks are
illegal. in the City of Highland.

Director Wilson called the meeting to order at 10:35 a.m. Charles Roberts led the flag salute.

DISCUSSION REGARDING THE DISTRICT'S PARTICIPATION AND /OR
SPONSORSHIP LEVEL IN THE SAN BERNARDINO COUNTY WATER
CONFERENCE ON AUGUST 9, 2007
The committee discussed the San Bernardino County Water Conference at length; the
committee will recommend that the District support the conference and commit to a $1250
table sponsorship.
DISCUSSION REGARDING PUBLIC AWARENESS/INFORMATION CAMPAIGN
The committee discussed a number of items relating to public awareness and information
campaigns including, power point presentations, community programs, renderings of future
capitol projects and speaking engagements. Ms Mc Andrews will work with the committee
and provide information and implementation processes related to public awareness programs
that are conducive to East Valley Water District.
DISCUSSION REGARDING OPPORTUNITIES FOR GRANT FUNDING
Ms Mc Andrews will research and screen programs related to grant funding for the District.
DISCUSSION REGARDING DISTRICT MEMBERSHIPS AND ASSOCIATIONS
The General Manager reviewed a list of memberships and associations that the District is
associated with.

MINUTES
Director Wilson called the meeting to order at 9:05 a.m.. Justine Hendricksen led the flag
salute.

DISCUSSION AND REVIEW OF THE INLAND EMPIRE SOLAR CHALLENGE
Ms. McAndrews stated that the Inland Empire Solar Challenge was a success and she is
looking forward to next year's event.
The General Manager reviewed the solar challenge sponsors, donations and overall expenses
with the committee.
Director Sturgeon stated that he was quite impressed with the overall event. Director
Sturgeon inquired as to whether EVWD should be the lead sponsor for fixture events of this
nature or whether agencies such as San Bernardino Valley Municipal Water District, Yucaipa
Water District, the Water Resource Institute or the Water Education Foundation should be the
lead sponsor(s) in the future.
DISCUSSION REGARDING THE DISTRICT'S WATER QUALITY CONFERENCE
The General Manger reviewed the District's upcoming Water Quality Conference with the
committee. Topics included: sponsorships, income and expense projections, proposed
agendas and donation letters.
DISCUSSION REGARDING ACWA's OUTREACH PROGRAMS
Director Wilson would like to know what types of collaborative efforts the District is
undertaking with agencies such as AC WA.
DISCUSSION REGARDING THE HIGHLAND LIBRARY AND ENVIRONMENTAI.
LEARNING CENTER
Director Sturgeon would like a status update regarding the Highland Library and
Environmental Learning Center as it relates to East Valley Water District (contributions and
exhibits).
DISCUSSION REGARDING DISTRICT HOLIDAY CARDS
Director Sturgeon suggested that a unified card (from the Directors and General Manager) be
sent to employees, vendors etc. during the holiday season.
SCHEDULE THE NEXT PUBLIC OUTREACH COMMITTEE MEETING
The next Public Outreach committee meeting has been scheduled for September 10'h at 9:00
a.m.

DISCUSSIION REGARDING THE DISTRICT'S DRESS CODE FOR FIELD
PERSONNEL
Director Sturgeon is concerned with field employees' uniforms, body piercing, hair length,
and tattoos. He suggests that this be addressed at the next union contract.
DISCUSSION REGARDING THE DISTRICT'S FALL FACILITIES TOUR
Director Wilson stated that he received great reviews regarding the fall tour on October 24,
2008.
Director Sturgeon also stated that he received good reviews regarding the tour and forwarded
comments to Ms Hendricksen he received by e -mail.
DISCUSSION REGARDING THE WATER EDUCATION FOUNDATION'S
WATER LEADERS CLASS"
Director Sturgeon would like to see the District sponsor an employee to participate in the
program; that there is a one -year commitment to complete the program; that possibly new
hires, or engineering personnel would be interested in participating.
DISCUSSION REGARDING THE JANUARY 29, 2009, "STATE OF THE SANTA
ANA RIVER WATERSHED, OVERCOMING BOUNDARIES" EVENT
Director Sturgeon stated that SAWPA would like the District to be a sponsor for the event.
Ms McAndrews will research information regarding the event and provide follow -up at the
next Public Outreach Committee meeting.
DISCUSSION REGARDING THE DISTRICT'S POSTER/CALENDAR
EDUCATIONAL PROGRAM
Ms. McAndrews stated that the calendars have been printed and are ready to be distributed;
that she needs clarification from the committee for next year's theme. The committee would
like to continue the "Water Conservation" theme for next year's calendars.
Director Wilson would like calendars delivered to the Highland library, the schools that
participated in the program, and the superintendent of schools.
DISCUSSION REGARDING THE DISTRICT'S WATER QUALITY AND
REGULATORY CONFERENCE
Director Wilson stated that the conference was a success and he has received many
compliments regarding the format of the conference.
Director Sturgeon has requested that the final financial summary of the conference be
available at the next public outreach committee for review; that the District should research
alternative locations for hosting the event in the future.
DISCUSSION REGARDING THE 2009 INLAND EMPIRE SOLAR CHALLENGE
Director Wilson stated that he had spoken to Pat Milligan regarding the solar event and the
possibility of San Bernardino Valley Municipal Water District being the lead agency for
future events. The Water Resources Institute was also discussed as being a possible lead
agency for this event.
The committee has scheduled the next meeting for December 8, 2008 at 8:30 a.m.
