BACKGROUND / ANALYSIS East Valley Water District (District) is an infrastructure-based organization valuing strategic and thoughtful planning. Through a collaborative process, short-term and long-term projects have been identified that are needed to maintain the system, and subsequently incorporated into priorities for pursuing outside funding opportunities. Grant funding is a valuable resource that can be used when the District’s project priorities align with granting agencies. Offsetting large capital investments or planning document development allows for projects to progress without the need to pass costs along to ratepayers within the District’s service area. As an organization serving a largely, disadvantaged population, strategically identifying funding sources becomes even more important to help keep rates affordable, while maintaining the water and wastewater systems. The District adopted a Grant Strategy in 2012 and updated the approach in 2021 to continue aligning with East Valley Water District’s strategic vision. The maintenance of the strategy helps facilitate a ranking and intentional approach to pursuing alternative funding sources, while maintaining existing workflows. BACKGROUND / ANALYSIS With over half the State under extreme drought conditions and emergency conservation regulations in place, East Valley Water District is continuing efforts to protect and preserve our precious water resource. The District is committed to providing resources to customers, encourage efficient water use, and maintain compliance with State regulations. A new program intended to eliminate non-functional turf within the community is the Parkway Turf Replacement Program. Staff began community outreach on this effort to help assist customers in their turf removal activities. A targeted mailer was sent to eligible customers highlighting the opportunity to take advantage of the direct installation replacement. Through the Parkway Turf Replacement Program, the District will contract with a licensed landscape contractor to transform customers’ parkways with a water efficient design and installation. The new design incorporates drip irrigation, decomposed granite, boulders, and a variety of low-water use plants. In addition to rebate program administration, the District works with several lobbyists to engage legislators, monitor pending conservation regulations, and build relationships across the State. This lobbying effort provides the opportunity to directly communicate with elected officials in Sacramento to provide comments on proposed legislation impacting water conservation and other District priorities. The past legislative session saw two key bills pass which focused on drought conservation: •AB 2142 - Income tax exclusions for turf replacement rebates •SB 1157 - Urban water use objectives SB 1157 will implement new indoor residential water use standards recommended to the State Legislature by the Department of Water Resources and State Water Resources Control Board. Dr. Pamela Miller began with the East Valley Water District Conservation Commission in 2016, and continued as an active participant when the group transitioned to become the Community Advisory Commission in April 2017. Dr. Miller has brought a dynamic perspective as a long-time resident, multi-family property owner, local business owner, and active community member. The District appreciates the years of dedication shown by Dr. Miller in her role as a Community Advisory Commissioner.
