Ms. Van Meter called the meeting to order at 2:30 p.m., Director Coats led the flag salute.

APPROVE THE MAY 23, 2022 ENGINEERING AND OPERATIONS COMMITTEE
MEETING MINUTES
Chairman Goodrich motioned, Chairman Coats second that the minutes for May 23, 2022, be
approved as submitted.
PLANT 39 UPDATE
Patrick Milroy provided an update for plant 39’s site and security improvements. The plant is
located north of the 210 freeway, north of Date Street, south of Citrus Street, and east of
Arden Ave. Sand Creek wash is located on the far east end of the property. The plant
includes a blending station, booster pumps and two water reservoirs. The water produced
at Plant 39 is blended with Intermediate zone water to reduce the concentration of fluoride
that is present. The property is very large and is also used to store pipe and dirt spoil.
During December 2021 and January 2022, rainfall caused mudflows resulting in a large
amount of mud and debris within the plant. Staff evaluated this issue and determined the
facility needed re-grading and a small retaining wall to protect the reservoir. In addition, the
plant’s old perimeter fence was replaced with new wrought iron fencing This project is
approximately 75% complete and is expected to be finished soon.

Source Control
Jeff Noelte introduced Rocky Welborn, who provided a report about the Source Control
Program. Rocky reported that the purpose of the Source Control program is to regulate sewer
discharges at the source to limit impacts to conveyance and treatment facilities. The program
is intended to limit physical and water quality concerns of non-residential discharges related
to fats, oils, and grease as well as abnormal discharges like pharmaceuticals, nitrates, and
toxic organics.
The District has approximately 101 dischargers that will need to be permitted and inspected.
This will require that the Sewer Use Ordinance #400 be updated to include Source Control
items. The current plan is to update the ordinance late 2022 or early 2023 and concurrently
adopt an enforcement response plan. The District will produce a request for proposal for
inspection services and make initial contact with customers to transition them from the City
of San Bernardino to EVWD permits over a three-month period. The program administration
includes annual inspections, a three-year permit renewal cycle, cloud-based program tracking
and new permit evaluations. While EVWD does not have a place at Sterling Natural Resources
Center wastes like FOG to be dumped, there is a current list of appropriate dump sites that is
available to those impacted by the ordinance.

BACKGROUND / ANALYSIS
The state of California passed two senate bills, SB9 & 10, in September 2021 that deal
with Accessory Dwelling Units (ADU’s). The goal was to create more housing units
within the State. Said bills were enacted into the government code and have overridden
zoning codes and a governing agency’s ability to charge developer fees, limited permit
fees, and limited plan review.
As a result of this legislation, the District has seen a large increase in inquiries relating
to water and sewer service for ADU’s, most of which are from established income
property owners rather than owner-occupied properties. The District is monitoring the
impact of ADU’s and will continue to update the board.

BACKGROUND / ANALYSIS
Sewer manhole repairs on Bradford Avenue and Orchid Drive
During routine inspections, crews located a damaged manhole base in the intersection
of Bradford Avenue and Orchid Drive. Repairs to the existing structure were considered,
but due to the age and nature of damage, staff determined the best course of action
was to completely remove the brick manhole and have it replaced with a new concrete
structure. Crews formulated a plan to plug and pump sewer flows and worked with a
contractor to remove the old structure to make room for pouring a new concrete base.
This work took approximately six hours to perform, and flows returned to normal the
same day. The next day crews returned to install the stackable concrete rings. This
project highlights the importance of having a proactive inspection program to prevent a
catastrophic failure.
North Fork Update
Due to the recent thunderstorms, water from the Santa Ana River is unable to be
treated at Plant 134. Typically, treatment plants are not designed to treat large
amounts of dirt and debris, however, the water can be used for other benefits such as
groundwater recharge. The untreatable water is a short-term concern since the water
usually clears up after a few days, unless another storm event occurs.
In addition, staff have installed pressurized water service lines and meters for North
Fork Water Company customers who previously received water through a weir. This
work has paid off during the recent thunderstorm events because the challenges
associated with delivering dirty water were avoided.
For the last two summers, East Valley Water District (EVWD) and San Bernardino Valley
Municipal Water District (Valley District) agreed to a short-term water trade. Valley
District requested the arrangement due to the low allocations of State water. The
arrangement entails EVWD making its Santa Ana River (SAR) water available to Valley
District for distribution to regional partners and forgo groundwater recharge. Valley
District requested EVWD send SAR water towards Redlands and Bear Valley to allow

them to meet their water needs due to low State water availability. In return, EVWD
receives a gallon-for-gallon credit for State water in the future, which has a value of
$125.80 per acre-foot. EVWD is still currently working with Valley District on this short-
term water trade.
