PRESENT: Directors: Goodrich, Morales ABSENT: None STAFF: Michael Moore, General Manage/CEO; Jeff Noelte, Director of Engineering and Operations: Patrick Milroy, Operations Manager; Rocky Welborn, Water Reclamation Manager; Eileen Bateman, Human Resources Coordinator GUEST(s): Wayne Brown PUBLIC COMMENTS There being no written or verbal comments, the public participation section was closed. CONSIDER APPROVAL OF THE JANUARY 23, 2023 ENGINEERING AND OPERATIONS COMMITTEE MEETING MINUTES Directors Goodrich and Morales recommended that the minutes be approved as submitted. 2013 ENERGY EFFICIENCY PROJECT UPDATE Mr. Milroy provided a detailed update on the 2013 Energy Efficiency Project. Mr. Milroy stated that the Energy Efficiency project began in November 2013 when Honeywell was contracted to identify and implement operational energy efficiency projects throughout the District. This project offered guarantees in annual energy savings to offset the $4,500,000 investment over ten years. It has been eight years and the project identified cumulative energy savings of $4,303,677 and with the recent increase in energy rates, the District will continue to see energy savings. Information only. TOTAL DISSOLVED SOLIDS AND WATER RECYCLING Mr. Noelte presented information regarding Total Dissolved Solids (TDS) and Water Recycling. This included but not limited to dissolved solids, regulatory requirements for TDS, impacts of recycled water on TDS concentrations in groundwater impacts associated with regulations, and treatment options. He stated that a feasibility study will be conducted P a g e | 2 Minutes 1/23/2023 bvm 9 1 2 to identify a sustainable and cost-effective strategy for managing the TDS in the groundwater basin. ENGINEERING UPDATE Mr. Noelte provided an update on the District water supplies which included groundwater from the Bunker Hill Basin, State Water Project, Surface Water from the Santa Ana River, Rainfall through March 2023 and the Colorado River Storage. OPERATIONS UPDATE Patrick Milroy provided an update regarding Operations activities to date. He stated that GAC project at plant 134 is in final preparations for the ribbon cutting; that tank 108 rehabilitation is near completion. He provided a detailed overview of a main break on Sterling Avenue located between Baseline and 9th Street. ADJOURN The meeting adjourned at 3:16 p.m. Phillip R. BACKGROUND / ANALYSIS The District has been working vigorously to reach the finish line and start up the new wastewater facility, the Sterling Natural Resource Center (SNRC). When SNRC comes online, it will treat approximately 6 million gallons of water per day and discharge into the Weaver Basins, replenishing the Bunker Hill groundwater basin. The District owns and operates four groundwater wells near the Weaver Basins. To comply with state regulations, wells 143, 146, 146A and 147 will need to be taken out of service due to their proximity to recharge activities involving recycled water. This will be a loss of approximately 15% of overall groundwater production. Operations staff is currently working on and plans to complete the following items before the summer months when water demand is at its highest. Increase production at Treatment Plant 134 o Replaced 3 Eaton strainer baskets with larger mesh to increase flows. o Added GAC to have the ability to remove precursors to disinfection by- products which will in turn increase overall production Build pressure-reducing valve at Plant 129 to provide the ability to drop water from the Foothill Zone to the Upper Zone Bring well at Plant 120 back into service o Rehab well for modified operation o Replace forebay-tank Operate City of San Bernardino interconnections (two possible locations). Prepare to run wells during Edison’s peak period, if needed Meeting maximum day demands during summer will be done with a combination of the summer readiness actions listed above. No demand curtailment or emergency actions are anticipated for this summer. The District is planning to begin replacing the lost well capacity immediately.
