PRESENT: Directors: Goodrich, Morales STAFF: Michael Moore, General Manage/CEO; Jeff Noelte, Director of Engineering and Operations: Patrick Milroy, Operations Manager; Rocky Welborn, Water Reclamation Manager; Brenda Van Meter, Senior Administrative Assistant GUEST(s): Katelyn Scholte, Jason Wolf PUBLIC COMMENTS There being no written or verbal comments, the public participation section was closed. CONSIDER APPROVAL OF THE SEPTEMBER 25, 2023, ENGINEERING AND OPERATIONS COMMITTEE MEETING MINUTES Directors Goodrich and Morales recommended that the minutes be approved as submitted. San Bernardino Water Conservation District Presentation Ms. Katelyn Scholte, Principal Engineer from San Bernardino Valley Water Conservation District (SBVWCD) provided a presentation of the activities and history of the SBVWCD. She stated that SBVWCD was formed in 1931 with a mission to recharge local Santa Ana River water and Mill Creek water into their basins which keep the Bunker Hill Basin healthy. SBVWCD manages 2368 acres of land and 71 recharge basins. She described their habitat conservation efforts and noted that the facilities are balanced with four endangered species. SBVWCD tracks and monitors the Bunker Hill Basin Groundwater storage and even though the region experienced a wet winter, the basin is still at a historical low level. Information only. North Fork Maintenance Update Mr. Milroy provided an update on the North Fork Maintenance projects. The North Fork pipe travels approximately 6 miles across the District and can deliver both Santa Ana River and State Project water to the District’s Surface Water Treatment Plant. Staff recently repaired a P a g e | 2 Minutes 11/27/2023 bvm 9 1 2 North Fork manhole and inspection box on Highland Avenue, and identified a segment of pipe that was clogged with tree roots. Crews worked with a contractor to cut the pipe and remove the roots, and an additional manhole was installed for access and equipped with a level sensor to track and monitor flows. District staff are working on a plan to address this section of pipe as additional repairs may be needed in the future. Information only. Engineering Update Mr. Noelte provided a Water Supply update and reviewed the Bunker Hill Basin capacity, State Water Project capacity, and the Santa Ana River flows and rainfall. He provided a Sterling Natural Resource Center (SNRC) update regarding the permits for Water Quality and the Waste Discharge requirements and the estimated date for the first wastewater cut over to the SNRC. Mr. Noelte also reported that the District is preparing for a water main seismic retrofit that is supported by a grant previously presented to the Board of Directors. He stated that the grant is broken up into sections and that the design phase has been completed and is in the process of being transitioned into the construction phase. Mr. Welborn provided a Sterling Natural Resource Center (SNRC) staffing update and stated that staff will be participating in training for the next few weeks in anticipation of the plant going online. Staff are preparing for a Division of Drinking Water inspection and for membranes to be installed. The District plans to onboard the Fats Oil and Grease inspector pending approval after the December 13, 2023, Board meeting. Operations Update Staff are currently working with the State of California to convert the wells near the Weaver Basin to non-potable wells, as these wells will not be running once the Sterling Natural Resource Center goes online. Plant 120 is in the final process to be put online, with just a few electrical and SCADA items that still need to be addressed. Plant 134 will have a membrane change out for one of the trains at the beginning of 2024. Field Maintenance crews are working on the valve replacement program that was budgeted for 2023-24.
