REVIEW THE DRAFT ANNUAL COMPREHENSIVE FINANCIAL REPORT (ANNUAL REPORT) FOR FISCAL YEAR 2021-22 The Audit Partner from Rogers, Anderson, Malody & Scott, LLP (RAMS) gave a brief overview of the procedures completed during the interim and year-end Audit. She applauded the District for staff preparing the financial statements and stated that RAMS prepares 95% of their clients. The Committee recommended that the Draft Annual Comprehensive Financial Report be presented to the Board of Directors for approval. REVIEW RESOLUTION 2023.01 ESTABLISHING PROCEDURES AND POLICIES FOR THE PRESENTATION OF CLAIMS AGAINST THE DISTRICT, WHICH WILL SUPERCEDE REOLUTION 2013.08, AND POLICY 8.3 – CLAIMS AGINAST THE DISTRICT Page 2 of 2 Minutes 12/05/22 cmk 5 1 8 The Director of Administrative Services gave a brief overview of Resolution 2023.01 and summarized the following: changed the General Manager/CEO’s authority to approve claims from $9,999 to $10,000; and staff will provide the Board of Directors with semi- annual reports instead of quarterly reports of all claims. The Director of Administrative Services stated the District typically receives 5-7 claims annually, for less than $1,000. She gave a brief overview of Policy 8.3 – Claims Against the District, and explained the policy will establish guidelines and procedures for District customers to follow. The Committee recommended that Resolution 2023.01 supersede Resolution 2013.08 and Policy 8.3 – Claims Against the District, be presented to the Board of Directors for adoption and approval. REVIEW THE DRAFT POPULAR ANNUAL FINANCIAL REPORT (PAFR) FOR YEAR ENDED JUNE 30, 2022 The Accountant gave an overview of this year’s Popular Annual Financial Report and explained the District is awaiting Government Finance Officers Association’s response on the PAFR 2021 submittal. Director Morales stated that the breakdown of expenses represented by the dollar bill is a great way to summarize District expenses. ADJOURN The meeting adjourned at 4:55 p.m. Ronald L. The motion carried by the following: Ayes: Smith, Coats Noes: None Absent: None Page 2 of 3 Minutes 2/14/2023 cmk 5 1 8 2022 TOP WORKPLACE PROGRAM The Director of Administrative Services gave a brief overview of the Inland News Group’s Top Workplace Program. She stated that District staff completed anonymous employee engagement surveys regarding workplace culture, experience, and leadership. Furthermore, the General Manager/CEO conducted focus group meetings with all staff, 10-15 from various departments, and reviewed all survey results in an effort to identify areas of opportunity. POLICY 2.4 – TELEWORK POLICY The Director of Administrative Services gave a brief overview of the Flexible Workplace Pilot Program that was implemented at the time COVID-19 restrictions were easing. Post- pandemic, the Director of Administrative Services stated that 75% of local water agencies and other special districts have continued to offer telework opportunities, and highlighted the benefits for employees and employers. The Committee recommended that Policy 2.4 – Telework Policy be presented to the Board of Directors for approval. REVIEW FISCAL YEAR 2022-23 MID-YEAR BUDGET REVISIONS The Chief Financial Officer reviewed the changes in revenues and expenses summarized by the District’s Water, Wastewater, and Water Reclamation funds. He stated that significant adjustments were due to the following: delay in commissioning the Sterling Natural Resource Center (SNRC); increased fuel and energy expenses; and additional unforeseen expenses. The Chief Financial Officer provided an overview of each Program’s expenditures and completion status of their goals and objectives. The Committee recommended that Fiscal Year 2022-23 mid-year revisions be presented to the Board of Directors for approval. SET THE DAY AND TIME FOR HOLDING RECURRING MEETINGS The Committee discussed and established that they will meet the second Tuesday at 3:30 p.m. monthly.
