FY 2023-24 FIVE YEAR WORK PLAN The Director of Strategic Services provided an overview of the process and development of the FY 2023-24 Five-Year Work Plan. She stated that staff begins with Strategic planning efforts including guiding principles, bridge measures, and performance 02-09-2023 cmc 8 5 9 measures, and that the purpose of the document and organizational priorities are based on the District’s Strategic Initiatives and that projects are aligned with the District’s Goals and Objectives. Many of these projects have carried over from previous years and staff does an annual review and update. She also stated that a strategic planning session will be held in the summer to discuss potential priority shifts in the future. Staff answered several questions from the Director’s. Director Morales stated that the document reads well and seems to be all encompassing. Director Goodrich shared how the document has evolved and is a great tool to evaluate the District’s performance. Directors Goodrich and Morales recommended that the Fiscal Year 2023-24 Five-Year Work Plan be presented to the Board of Directors for approval. SET THE DAY AND TIME FOR HOLDING REOCURRING MEETINGS The committee discussed and established that they will continue to meet the second Thursday at 1:00 pm bi-monthly. PUBLIC AFFIARS/CONSERVATION ACTIVITIES The Director of Strategic Services stated that February 17 is the deadline for bills to be introduced in Sacramento and that a Capitol visit is scheduled for February 28 to meet with elected officials. She also stated that a Conservation Workshop is scheduled for February 18, followed by an Earth Day Festival scheduled for April 22 at the Sterling Natural Resource Center. Information only. BACKGROUND / ANALYSIS East Valley Water District (District) has collaborated with regional water agencies as a key partner in the coordination of the Inland Solar Challenge (ISC). This educational event is an annual program that engages high school students, empowering them to build and race a 16- foot solar powered boat. The program spans eight months, providing students with an in-depth understanding of water resources. Additionally, students conduct research to develop and deliver a public service announcement on the assigned water conservation topic. The 2023 ISC event marks the first complete competition since 2019, due to cancellations and modifications for the COVID-19 Pandemic, and is set to be the largest hosted event to date, with eleven local high schools participating. Notably, this year's event will welcome two new local high schools. For the first time Indian Springs High School (ISHS), located within the District’s service area, has a team of students in the event. As a part of the commitment to encourage local educational partnerships, the District is sponsoring the team's procurement of necessary materials to build their boats. Additionally, staff has engaged with the team to provide technical guidance and educational resources to prepare them for the competition. The participating students will also have the opportunity to develop valuable team building skills, enhance their knowledge of water resource management, water and energy sustainability, and explore career pathways critical to the water industry. During the three-day event, scheduled to be held on May 19-21st at the Yucaipa Regional Park, all eleven teams will participate in the sprint, slalom, and endurance race, alongside presenting their public service announcement. BACKGROUND / ANALYSIS Following a period of historically dry conditions, the state has received much-needed relief from the multiple atmospheric river storms that occurred during the winter season. This phenomenon has produced a highly beneficial outcome, causing a near reversal of the drought conditions that plagued the area in 2022. One year ago, over 94% of the state was afflicted by extreme drought conditions, whereas as of mid-March 2023, only 9% of the state still faces the same conditions. Despite the considerable boost to reservoir and snowpack levels brought about by the exceptional wet winter, it is important to acknowledge that the effects of the dry conditions continue to linger and will take time to replenish the groundwater supply. On March 23, 2023, Governor Newsom announced the easing of drought restrictions in response to improving water supply conditions in the state. These actions end the voluntary 15% water conservation goal as well as the requirement that local water agencies implement Stage 2 of the water shortage contingency plans (WSCP). Staff are reviewing the recent announcement and plan to take an action item for the Board of Directors to consider returning to Stage 1 of the WSCP. East Valley Water District is actively engaged in advancing water conservation efforts through strategic investments. Currently, the District is in the midst of developing a Drought Contingency Plan (DCP), aimed at enhancing water dependability and refining water management practices. Collaborating closely with regional stakeholders, the District has established a drought planning task force, tasked with contributing to the development of this plan. The DCP will serve as a vital tool in enabling the District to proactively prepare and respond to the increasing frequency and severity of drought cycles. The District has remained committed in partnering with customers to promote conservation efforts by providing indoor and outdoor rebate programs, free resources, and community workshops. In an effort to assist customers with outdoor efficiency, the District has implemented the irrigation retrofit program. Through active participation in the program, households can significantly reduce water consumption by an average of 17,400 gallons annually. Participants in the program are entitled to the installation of a weather-based irrigation controller and the retrofitting of sprinkler nozzles to high-efficiency ones, both of Agenda Item #3 April 13, 20232 Meeting Date: April 13, 2023 Agenda Item #3 Informational Item which will be performed by a District-contracted licensed irrigation contractor. Additionally, the District is proactively engaged in monitoring the implementation of regulatory requirements mandating adherence to a set water conservation objectives. The State Water Resources Control Board is currently in the process of formulating standards that urban water suppliers must comply with in alignment with the provisions of AB 1668 and SB 606. Staff actively participates in workshops and closely tracks developments relating to future reporting standards, which are scheduled to be finalized during the upcoming summer season. BACKGROUND / ANALYSIS Over the past quarter, East Valley Water District (District) engaged with the community through multiple distribution channels and worked to educate ratepayers about the operations throughout the service area. The District has worked to reach the community and build strong relationships with residents, businesses, and other organizations. This includes outreach surrounding the work at Plant 108, promotion of the District’s Facilities Tour, showcasing the completion of the GAC Upgrade at Plant 134, and highlighting the leak alert feature available via the District’s smart meter portal. Using social media, the District has been actively promoting conservation efforts, operations, and water quality programs with customers and the community. Over the past six months, the District has worked to grow and enhance the total number of followers on each platform. Additionally, staff has worked with Meta to receive the verification badge on the District’s Instagram page. Below are some key metrics on the recent social media growth: •Facebook followers have increased by 57% in the last six months. •Instagram followers have increased by 9% in the last six months. •District’s YouTube channel reached 6,200 impressions in the last six months. The District has issued an RFP to begin a website redesign over the upcoming fiscal year. Staff are currently assessing and ranking the submitted proposals to then make a recommendation to the Board of Directors for contract approval. Reviewing industry best practices, the new website will have a modern design, be mobile-friendly, make it easier for customers to access information, and streamline the overall page count/structure for the community. As staff utilizes the Five-Year Workplan to drive actions and programs, the Public Affairs program is looking for opportunities to be more efficient and effective in communications. Where possible, staff are looking to rely on digital communications via website messaging and social media, while assessing the return on investment via printed/mailed publications. Finally, the District is looking to partner with a consultant to develop a comprehensive community survey to engage with residents and ratepayers, asking for feedback about their perception and engagement with the District. Looking at the upcoming months, staff have begun the development of the Consumer Confidence Report and Annual Budget Documents. Creating these publications requires active participation with multiple programs across the District and Public Affairs works to design public-friendly documents for the ratepayers. In conclusion, the District continues to prioritize community outreach and engagement, as the District works to provide safe, and reliable service to our customers. The upcoming months will present many opportunities for the District and staff will continue to keep the Legislative and Public Outreach Committee updated on the progress made with public engagement. BACKGROUND / ANALYSIS District staff together with legislative advocates are monitoring this year's legislative session and a large number of bills significant to East Valley Water District’s operations. The legislation has been focused on a wide variety of water topics including water rights, clean fleet requirements, climate change, water affordability and quality. Staff are monitoring over ninety unique pieces of legislation including the following: •AB 676: Water use policy and usage priority •AB 1594: Medium and Heavy Duty EV Vehicles •SB 389: State Water Resources Control Board – Determination of Water Rights •SB 57: Utilities – Disconnection of Residential Services Together with CMUA and ACWA, District staff are actively participating in working groups and advocating the District's position. Engagement with the organizations continue to provide a channel to voice positions on proposed legislation, learn about industry coalitions, and partner with neighboring districts on legislative positions. Due to a combination of factors, including but not limited to the election of new members and the impacts of climate change, the bills presented during this session have exhibited a wide-ranging scope in terms of their subject matter. Numerous pieces of legislation present the opportunity to significantly alter the landscape of the water industry should they be enacted in their current form. Nevertheless, staff anticipate revisions to the bills throughout the committee process and are actively monitoring their progress. Finally, State leadership has pivoted its focus away from drought specific messaging and has focused its attention on the impacts of climate change. BACKGROUND / ANALYSIS East Valley Water District (District) provides critical resources to the community that requires measurements to monitor the status of those services.
