BACKGROUND / ANALYSIS In 2018, the California Legislature passed Assembly Bill 1668 and Senate Bill 606, together referred to as California statutes “Making Conservation a California Way of Life”. This legislation required the establishment of water use objectives for urban retail water suppliers to achieve increased statewide conservation. The Department of Water Resources was tasked with making recommendations for water use objectives to the State Water Board, and in the summer of 2024 Water Use Efficiency (WUE) regulations were adopted by the Board. The regulations became effective January 1, 2025. Section 972 of the WUE Regulations outlines some of the performance measures that urban water retail suppliers, such as EVWD, must meet to comply with the state’s long term efficiency goals. Specifically, how they must annually classify CII water users, under a standardized approach, in order to accurately assess water use trends and benchmark performance. The District must have all CII customers classified by June 30th, 2027. The purpose of this agenda item is to discuss the approach being taken by the District’s Customer Service staff to meet this requirement. DISTRICT PILLARS AND STRATEGIES I - Effective Solutions a.
