East Valley Water District was formed in 1954 and provides water and wastewater services to
108,000 residents within the cities of San Bernardino and Highland, and portions of San
Bernardino County.
EVWD operates under the direction of a 5member elected Board.

Brown Act, the Board of Directors is prohibited from discussing or taking action on any item
not listed on the posted agenda. The matter will automatically be referred to staff for an

APPROVAL OF CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the Board of Directors to be
routine and will be enacted in one motion. There will be no discussion of these items prior to

MAKING CONSERVATION A CALIFORNIA WAY OF LIFE
The Conservation Coordinator provided an update on the State’s regulation for Making
Conservation a California Way of Life which includes three components, 1) urban water
use objective, 2) commercial, industrial, and institutional performance measures, and 3)
annual reporting. She stated that implementation of AB 1668 and SB 606 established
unique targets for each urban water supplier to achieve long term water use efficiency;
compliance begins January 1, 2025.
She also provided information on upcoming projects which include, the continued
development of a Drought Contingency Plan which will be submitted to the Bureau of
Reclamation for review, a Request for Proposal that was posted for Water Efficiency
Support Services, a student education program, and the continued promotion of the
upcoming Conservation Festival on November 2.

WATER EFFICIENCY SUPPORT SERVICES
The Public Affairs/Conservation Manager stated that staff initiated a Request for
Proposals (RFP) for water efficiency support services to assist with implementation of
water conservation measures and to provide water efficiency resources to the
community. Staff received three proposals, which were reviewed by an evaluation
committee, ultimately selecting two consultants.
The proposed contract would be a one-year base contract with four one-year optional
extensions with WaterWise Consulting, Inc. and GreenMedia Creations, Inc.
Director Morales and Coats recommend that the contracts with WaterWise Consulting,
Inc. and GreenMedia Creations, Inc. be presented to the Board of Directors for
approval.
LEGISLATIVE PLATFORM 2025-26
The Public Affairs/Conservation Manager stated with the start of each new legislative
session, the District’s legislative platform is updated. He reviewed the contents of the
Legislative Platform and the purpose of the document including engagement, benefits,
and upcoming priorities.
Director Morales and Coats recommend that the Fiscal Year 2025-26 Legislative
Platform be presented to the Board of Directors for approval.

PUBLIC AFFAIRS/CONSERVATION ACTIVITIES
The Public Affairs/Conservation Manager provided an update on current activities
including the submission of two grant applications and the release of a Request for
Proposals for Grant Support services.
