Director Stoops led the flag salute. ROLL CALL: PRESENT: Director Disch, Schnarre, Stoops, Lightfoot ABSENT : None STAFF : Larry W. Rowe, General Manager/Secretary; Bob Martin, District Engineer; George Wilson, Treasurer; Sandra Shepherd, Recording Sec.; Don Sickles, Water Service Supervisor LEGAL COUNSEL: Jim Anderson of Brunick & Pyle GUESTS: Glenda Douglas APPROVAL OF DECEMBER 27t 1988 BOARD MEETING MINUTES M/S/C (Stoops-Schnarre) that the December 27, 1988 board meeting minutes be approved as submitted. LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS M/S/C (Stoops-Schnarre) that the liens for delinquent water and sewer accounts be approved for processing. RESOLUTION 1989.1 - NOTICE OF COMPLETION FOR TRACT 10102-5 AND TRACT 1010Z was presented to the Board for approval. M/S/C (Stoops-Schnarre) that Resolution 1989.1 be approved for processing. ROLL CALL: AYES: Directors Disch, Stoops, Schnarre, Lightfoot NOES: None ABSENT: None RESOLUTION 1989.2 - RELEASE OF LIEN FOR DELINQUENT WATER AND SEWER ACCOUNT FOR PROPERTY LOCATED AT 26982 BELL COURT was presented to the Board for approval. M/S/C (Stoops-Schnarre that Resolution 1989.2 be approved for processing. ROLL CALL: AYES: Directors Disch, Stoops, Schnarre, Lightfoot, NOES: None ABSENT: None RESOLUTION 1989.3 - RESOLUTION IN RECOGNITION OF PETER J. RUSHER AS DIRECTOR M/S/C (Stoops-Schnarre) that Resolution 1989.3 be approved for processing. ROLL CALL: AYES: Directors Disch, Stoops, Schnarre, Lightfoot NOES: None ABSENT: None DRAFT ENVIRONMENTAL ASSESSMENT FOR THE PATTON GOLF COURSE M/S/C (Schnarre-Stoops) that the draft environmental assessment be approved with the noted corrections and staff be authorized to post a Notice of Intent to Prepare a Negative Declaration for the Patton Golf Course; that this notice be circulated for 30 days and a public hearing be scheduled for February 13, 1989 to adopt the Negative Declaration. Director Disch voted no. CORRESPONDENCE FROM HIGHL4%ND SENIOR CENTER REGARDING THE DISTRICTtS PARK AND RIDE ON HIGHLAND AVENUE ACROSS FROM PATTON STATE HOSPITAL M/S/C (Stoops-Lightfoot) that the Highland Senior Center be authorized to use the District's park and ride area across from Patton State Hospital subject to legal counsels approval and receipt of a certificate of insurance. APPROVAL OF DIRECTORS FEES ~ND EXPENSES FOR DECEMBER The following fees and expenses were reported by Directors: Director Disch $0.00; Director Stoops $413.00; Director Lightfoot $400.00; Director Rusher $600.00; Director Schnarre $500.00. M/S/C (Lightfoot-Schnarre) that the Directors fees and expenses be approved as submitted. CLAIM FOR DAMAGES, 28009 CLIFTON AVENUE, HIGHLAND, CA. (GARY PREBIS) M/S/C (Stoops-Lightfoot) that this claim be denied and referred to legal counsel and District insurance carrier. DISBURSEMENTS General fund disbursements #131022 to #131181 in the amount of $568,294.69 and payroll fund disbursements %15191 to #15235 in the amount of $36,109.07 totaling $604,403.76 were presented to the Board for approval. M/S/C (Stoops-Lightfoot) that the disbursements be approved as submitted. GENERAL MANAGERS REPORT ON DISTRICT OPERATIONS The General Manager reported on District operations and activities. Information only. CORRESPONDENCE FROM DONNA SAUNDERS REGARDING ASSISTANCE AT AUTOMOBILE ACCIDENT A note of thanks to Fred Stafford, Jr. for assistance rendered during an auto accident was provided for the Directors information. ROBERT WEST VS SANTINI AND EAST VALLEY WATER DISTRICT M/S/C (Stoops-Lightfoot) that the Board President acknowlege the District's understanding that one legal counsel represents the District and District employee Steve Santini. CLAIM FOR SEWER STOPPAGE AT 27377 RUSTIC L~tN~ This claim will be reviewed at the January 23, 1989 Board meeting. BAY-DELTA HEARINGS Correspondence regarding the Bay-Delta hearings was reviewed. Information only. PUBLIC HEARING FOR ARLIN~TONM~SONRY The public hearing as was noticed for Arlington Masonry was declared open at 6:10 p.m. It was noted that the hearing was scheduled for 5:30 p.m. and postponed to allow Arlington Masonry the opportunity to arrive. M/S/C (Stoops-Lightfoot) that there being no comments from the audience the public hearing was delcared closed at 6:15 p.m. M/S/C (Stoops-Lightfoot) that staff be authorized to pursue in small claims court the amount of $500 plus court costs.
