REGULAR MEETING NOVEMBER 10, 1980
MINUTES
The meeting was called to order by President Dennis L. Johnson at
7:00 p.m. He also led the flag salute.
ROLL CALL:
PRESENT: Dennis L. Johnson, President; Gerald W. Stoops, Vice-
President; Directors Philip A. Disch, Glenn Lightfoot,

MINUTES
M/S/C (Stoops-Disch) that the Minutes of October 27, 1980 be
approved.
INTERNAL CONTROL LETTER
Director Lightfoot reported on a Finance Committee meeting re the
Internal Control Letter submitted by Eadie & Payne. He indicated
that many of the items in the letter were being implemented at this
time, with two key areas being worked on now. It was determined
that the General Manager will initial all purchase orders prior to
payment. A review of the Internal Control Letter will be made in
six months.
WATER RESOURCE DEVELOPMENT
A discussion was held relative to the feasibility of a District small
hydro system. Well 125 was discussed regarding the progress of the
drilling. The General Manager had a rock sample from the well site
which he discussed with the Board. It appears the well drilling
i-s~about finished. The well is down to about 650 feet at the present.
The General Manager indicated the well will be drilled to 711 feet.
The water at Plant 108 was also discussed, it appears there is no
longer a problem with the water.
WATER PRODUCTION ASSESSMENT
Correspondence had been received from Louis Fletcher at SBVMWD re
the Water Production Assessment meeting to be held November 17, 1980
at 1 a.m. At that time the assessment will be discussed, since they
are ~roposing a draft bill. It was indicated the draft will not
be given a number, but presented in draft form. Various changes
in the bill were discussed. Director Disch indicated he felt the

farmers should not be eliminated from the assessment completely.
He will pursue the matter further. The General Manager reviewed
a plan with the Board that would tie the District's Plants 11 & 12
into Riverside's water system for a civil defense type of tie-in.
Riverside would pay Valley District for replacement water, and the
Water Conservation District for spreading and the rest of the payment
would go to East San Bernardino County Water District.
RESOLUTION 1980.53 - AUTHORIZING EXECUTION OF AN AMENDMENT TO THE
JOINT POWERS AGREEMENT OF 1957 BETWEEN THE CITY OF SAN BERNARDINO
AND THE EAST SAN BERNARDINO COUNTY WATER DISTRICT was presented to the
Board for approval.
M/S/C (Stoops-Disch) that Resolution 1980.53 be adopted; that
the President and Secretary be authorized to sign and deliver the
Agreement to the City of San Bernardino this week.

LOCAL AGENCY FORMATION COMMISSION ANNEXATION PROPOSAL
The General Manager presented the Board with two maps indicating
annexations the City has completed. A discussion was held regarding
the proposed annexation of the East San Bernardino, Highland area.
A meeting will be held on Wednesday, November 12th at San Gorgonio
High School by the LAFC to determine whether or not they will
annexation certains areas proposed by LAFC to straighten up boundary
lines. It was stated that the Directors shall all attend if possible.
CALL FOR BIDS - WATER MAIN INSTALLATION WITHIN TRACT 10274 ON NOVEMBER
24, 1980 was recommended by the General Manager.
M/S/C (Lightfoot-Disch) that bids be called for water main
installation within Tract 10274 on November 24, 1980.
CALL FOR BIDS - SEWER SERVICE INSTALLATION IN HOLLY CIRCLE DRIVE,
NOVEMBER 24, 1980was requested by the General Manager.
M/S/C (Disch-Kelvington) that bids be called for sewer service
installation in Holly Circle Drive on November 24, 1980.
CALL FOR BIDS - SEWER SERVICE INSTALLATION IN SUNNYSIDE AREA was
requested by the General Manager.
M/S/C (Disch-Kelvington) that bids be called for sewer service
installation in the Sunnyside area on November 24, 1980.
SEMINAR - ENERGY & WATER IN THE 80'S, NOVEMBER 19, 1980, IRVINE
Information was presented to the Board from Boyle Engineering re
a seminar on energy and water in the 80's on November 19, 1980.
M/S/C (Kelvington-Disch) that any Director or the General Manager
be authorized to attend the energy and water seminar.

SPECIAL DISTRICT MONTHLY MEETING~ APPLE VALLEY INN, JACK HARRIS,
GUEST SPEAKER, NOVEMBER 17, 1980 vms announced.
M/S/C (Stoops-Disch) that any Director, the General Manager, or
employee designated by the General M~nager be authorized to attend
the Special District Meeting on November 17, 1980.
CORRESPONDENCE AND PRESS RELEASE FROM ACWA RE CONFERENCE IN SAN
DIEGO~ DECEMBER 3-5, 1980.
M/S/C (Lightfoot-Disch) that a press release be presented to the
Sun for publication re the ACWA Conference, December 3-5, 1980.
COMPUTER TERMINAL
The General Manager requested purchase of a computer terminal to
be used for records management in the amount of $1,810. This would
include the terminal, hookup to computer and a table for the terminal.
M/S/C (Disch-Stoops) that staff be authorized to purchase the
additional computer terminal, table and pay hookup charge.
IBM SYSTEM III, MODEL 6, COMPUTER
The General Manager indicated that bids had been called for sale
of the District's IBM System III, Model 6 computer. No bids had
been received.
M/S/C (Stoops-Disch) that the staff be authorized to dispose of
the obsolete computer; that local edcuational institutions be contacted
to see if they may be interested in the computer.
SAN BERNARDINO VALLEY WATER CONSERVATION DISTRICT DIRECTOR APPOINTMENT
Correspondence had been received from San Bernardino Valley Water
Conservation District relative to the appointment of Robert J. Asay,
as a Director, to fill a vacancy in their Division 6. Information
only.
CALIFORNIA SPECIAL DISTRICT ASSOCIATION DUES $1000
M/S/C (Disch-Lightfoot) that the 1980-81 dues assessment in the
amount of $1000, be paid to Caifornia Special District Association.
WARRANTS
General 6653-6775 $272,904.25 Payroll 4605-4637 $13,131.14 Total $286,035.39
M/S/C (Stoops-Disch) that the warrants be approved as submitted.
DIRECTOR'S FEES AND EXPENSES
The following fees and expenses were reported:

DISTRICT EMPLOYEES RECOGNITION DINNER
The District's employees recognition dinner will be held December
6, 1980.
M/S/C (Stoops-Lightfoot) that $300 be authorized for expenditures
for the employees recognition dinner.
Director Disch voted "no".
RESOLUTION 1980.54 - NOTICE OF COMPLETION, WATER MAIN EXTENSION
WITHIN CHURCH STREET FROM TRACT 10102-1, NORTH TO HIGHLAND AVENUE
AND WEST ON HIGHLAND AVENUE TO TRACT 10195, MEYER CONSTRUCTORS was
presented to the Board for approval.
M/S/C (Lightfoot-Stoops) that Resolution 1980.54 be approved as
presented.

AUTHORIZATION REOUESTED FOR REPLACEMENT OF WATER MAIN WITHIN DOGWOOD

M/S/C (Stoops-Disch) that authorization be made for District crews
to replace a water main within Dogwood Avenue and Foothill Drive,
35th Street to Elmwood Road.

FINANCIAL STATEMENTS FOR OCTOBER were reviewed by the Board, as
submitted by the Auditor.
SOUTHERN CALIFORNIA WATER COMPANY
No progress reported at this time.
T~LEMETERING
The General Manager reported he had worked on the telephone circuitry
and indicated there are plans to have the board for the telemeter
system in the Engineering Supervisor's office.
VEHICLE WASHING SCHEDULE
The General Manager reported all District vehicles will be washed
and waxed on a regular monthly schedule according to vehicle number.

DIRECTOR STOOPS RETIREMENT FROM TEACHING
Director Stoops indicated he will retire from his teaching position

on January 31, 1981. Information only.
