Johnson. He also led the flag salute. ROLL CALL: PRESENT: Dennis L. Johnson, President; Glenn R. Lightfoot, Philip A. Disch ABSENT: Directors Harold V. Kelvington, Gerald W. Stoops CONSULTANTS: Robert J. Farrell, Legal Counsel STAFF: Edward C. Jakowczyk, General Manager; Larry W. Rowe, Assistant General Manager; Bonnie R. Eastwood, Secretary GUESTS: John Lightburn, Labor Relations Consultant MINUTES M/S/C (Disch-Lightfoot) that the Minutes of May 26, 1981 be approved , as submitted. RESOLUTION 1981.43 - ANNEXATION 1980-6, DENNIS MERRETT~ RESOLUTION OF THE BOARD OF DIRECTORS OF EAST SAN BERNARDINO COUNTY WATER DISTRICT PURSUANT TO SECTION 56320 ET SEQ. OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA was presented to the Board. President Johnson announced this was the time and place for the hearing on said annexation; that the time to submit written protests had expired; that a notice of determination had been reviewed; that the time for hearing oral or receiving written protests would be at this time; the Secretary indicated that she had not received any written protests; that Notice of Publication and Posting had been duly made and property owners duly noticed. The Board determined the annexation was in the best interest of the property owners and also the District. After due consideration of the matter, it was M/S/C (Disch-Lightfoot) that Resolution 1981.43 be approved as presented. ROLL CALL: AYES: Directors Disch, Lightfoot, Johnson NOES: None ABSENT: Directors Kelvington, Stoops CLOSED SESSION TO DISCUSS PERSONNEL MATTERS M/S/C (Disch~Lightfoot) that the Board go into closed session at 5:53 p.m. to discuss personnel matters. 6/5/81 -1- M/S/C (Lightfoot-Disch) that the Board return to regular session at 6:34 p.m. BY-LAWS OF ASSOCIATION OF SAN BERNARDINO COUNTY SPECIAL DISTRICTS Director Disch indicated he felt the suggested amendments submitted by West San Bernardino County Water District for the proposed changes in the Special District by-laws were good and suggested several entities should meet together to discuss and finalize amendments that could be submitted for a vote by the Special District membership. No action taken. METER CHARGE MESSAGE ON BILLS TO BE REMOVED AND REPLACED WITH READY TO SERVE CHARGE ON NEW BILLS The General Manager indicated the notation "Meter Charge" on the bills is being changed to "Ready-to-Serve Charge" on the new bills. CHANGE ORDER FOR INSTALLATION OF WATER MAIN UNDER HIGHWAY 330 Engineer Rowe indicated that it would save the District several weeks time if a change order could be issued to Contractor, Albert Davies for installation of a water main extension under Highway 330. Davies Construction is presently under contract for a project intersecting this project. The job would amount to between $60,000 and $75,000. This change order would enable the District to tie its system into Well 125. The project would be for installation of main only. Attorney Farrell concurred a change order could be issued. Staff will proceed with the matter. M/S/C (Disch-Lightfoot) that the change order be authorized as outlined by the District Engineer. LEASE AGREEMENT WITH SECURITY PACIFIC The General Manager indicated the lease agreement as proposed by Security Pacific Bank in the amount of 1.8 million dollars had been approved by their representatives. Johnson was present at 7:00 p.m., June 8, 1981 for the regular Board Meeting, however, due to a lack of a quorum the meeting was cancelled.
