Steve Kennedy led the flag salute. PRESENT: Directors Wilson, Goodin, Sturgeon, Negrete ABSENT: Director Lightfoot STAFF: Robert Martin, General Manager; Paul Dolter, District Engineer; Alberta Hess, Auditor /Controller; Mary Wallace, Administrative Assistant. LEGAL COUNSEL: Steve Kennedy .r GUEST(s): Jo McAndrews APPROVAL OF AGENDA M /S /C (Wilson- Sturgeon) that the October 26, 1998 Agenda be approved as submitted. PUBLIC PARTICIPATION President Negrete declared the public participation section of the meeting open at 5:32 p.m. There being no written or verbal comments, the public participation section was closed. APPROVAL OF THE OCTOBER 13, 1998 MEETING MINUTES M /S /C (Sturgeon - Wilson) that the October 13, 1998 minutes be approved as submitted. APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS. V" The General Manager noted that the owner of property at 24938 7"' St. had paid the account and should be removed from the lien list; that the owner of property at 29056 River Run Ln. had made payment arrangements and should be removed from the lien list. M /S /C (Sturgeon - Wilson) that the liens for delinquent water and sewer accounts be approved for processing with the exceptions noted by the General Manager. DISBURSEMENTS M /S /C (Sturgeon - Wilson) that General Fund Disbursements #174307 through #174458 in the amount of $1,032,030.80, Payroll Fund Disbursements #5039 through #5088 in the amount of $58,016.15, totaling $1,090,046.95 be approved. VICE PRESIDENT LIGHTFOOT ARRIVED AT 5:35 P.M. FINAL DRAFT OF DISTRICT'S FALL NEWSLETTER was presented to the Board for approval. M /S /C (Sturgeon - Wilson) that the draft of the District's Fall Newsletter be approved with recommended revisions and /or additions. DISCUSSION AND POSSIBLE ACTION REGARDING CLAIM FOR DAMAGES AT 2893 ROADRUNNER CT. BY HENRY RIOS. M /S /C (Sturgeon - Wilson) that the claim by Mr. Rios be denied and referred to District's legal counsel and insurance agency. RELEASES OF LIEN FOR DELINQUENT WATER AND SEWER ACCOUNTS. List of liens released on October 19, 1998 was reviewed. Information only. RADON RULE — REPORT ON PROGRESS OF EPA EFFORTS TO IMPLEMENT THE NEW DRINKING WATER RULE. The General Manager presented a report on the history of the proposed Radon Rule; specific findings from the National Academy of Science's report from their investigation of EPA's health risk data; implementation of the new rule and a summary of Radon data collected from EVWD wells. Information only. 2 GENERAL MANAGER'S REPORT The General Manager reported on District operations to date; that the District had been experiencing serious security problems resulting in the installation of rear doors with a key code latch; the success of the District's semi - annual tour last week; the "post accident" replacement of the District Engineer's vehicle; the Sewer Spill Response Training Seminar on November 5` Information only. ORAL COMMENTS FROM BOARD OF DIRECTORS. Director Goodin stated that he would be attending the Westcas Fall conference in Albuquerque, New Mexico. Information only. There being no further verbal or written comments from the Directors, this section of the meeting was closed.
