REGULAR BOARD MEETING
MINUTES
APRIL 12, 1999
The meeting was called to order at 5:30 p.m. by President Negrete. Mary Wallace led
the flag salute.
PRESENT: Directors Sturgeon, Goodin, Lightfoot, Negrete
ABSENT: Director Wilson
STAFF: Paul Dolter, District Engineer; Alberta Hess, Chief Financial Officer;
Mary Wallace, Administrative Assistant.

APPROVAL OF AGENDA
Steve Kennedy requested that the following NEW BUSINESS item:
Discussion and possible action regarding Claim for Damages by Milton Johnson,
tenant at 1658 Conejo Drive in San Bernardino.
be added to the Agenda as the need to add the item arose after the Agenda had been
posted.
M /S /C (Lightfoot- Sturgeon) that the April 12, 1999 Agenda be approved with
revision as noted.
PUBLIC PARTICIPATION
President Negrete declared the public participation section of the meeting open at 5:32
p.m. There being no written or verbal comments, the public participation section was
closed.
APPROVAL OF THE MARCH 22, 1999 MEETING MINUTES
M /S /C (Negrete - Lightfoot) that the March 22, 1999 minutes be approved as
submitted.
Director Goodin abstained from the vote.
RESOLUTION 1999.4 — NOTICE OF COMPLETION FOR THE INSTALLATION OF
THE PATTON INTERCEPTOR SEWER ON HIGHLAND AVENUE, EAST OF
CENTRAL AVENUE was presented to the Board for approval.
M /S /C (Negrete - Lightfoot) that Resolution 1999.4 be approved.
APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS.
The Chief Financial Officer noted that the owner of property at 25795 Toluca Dr. and
7206 Vine St, had paid the account and should be removed from the lien list.
M /S /C (Negrete - Lightfoot) that the liens for delinquent water and sewer accounts
be approved for processing with the exceptions noted by the Chief Financial Officer.
DISBURSEMENTS
r M /S /C (Negrete - Lightfoot) that General Fund Disbursements #176166 through
#176418 in the amount of $458,019.33; Payroll Fund Disbursements #5647 through
#5697 in the amount of $57,384.44 and #5698 through #5748 in the amount of
$60,714.24; totaling $576,118.01 be approved.
DIRECTOR'S FEES AND EXPENSES FOR MARCH 1999 were submitted for
approval.
M /S /C (Goodin - Lightfoot) that the Director's fees and expenses for March 1999
be approved as submitted.
DISCUSSION AND POSSIBLE ACTION REGARDING CONEJO STREET SEWER
REPAIRS.
The District Engineer presented a video and explanation of damage to a sewer main in
Conejo Drive and requested approval of the proposal from Law Plumbing for the
necessary repairs /replacement.
M /S /C ( Sturgeon - Lightfoot) that the proposal for the sewer main repair be
approved.

BIGHORN - DESERT VIEW WATER AGENCY FOR LEGAL EXPENSES TO
DETERMINE THE LEGALITY OF VOTER INITIATIVE MEASURES APPROVED ON
NOVEMBER 3, 1998. •••
Staff was requested to defer the item to the May 10, 1999 Board Meeting. Information

DISCUSSION AND POSSIBLE ACTION REGARDING ADVERTISING IN THE
HIGHLAND AREA CHAMBER OF COMMERCE MAP.
M /S /C (Lightfoot- Goodin) that the District again place an ad in the Highland Area
Chamber of Commerce Map.
DISCUSSION AND POSSIBLE ACTION REGARDING CLAIM FOR DAMAGES BY
SHARON EAST, OWNER OF PROPERTY AT 1654 CONEJO DRIVE IN SAN
BERNARDINO.
M /S /C (Lightfoot- Goodin) that the claim for damages by Sharon East be denied
and referred to District's Legal Counsel and Insurance Agency.
DISCUSSION AND POSSIBLE ACTION REGARDING CLAIM FOR DAMAGES BY
STEPHANIE BOONE, TENANT AT 1654 CONEJO DRIVE IN SAN BERNARDINO.
M /S /C (Lightfoot- Goodin) that the claim for damages by Stephanie Boone be
denied and referred to District's Legal Counsel and Insurance Agency.
DISCUSSION AND POSSIBLE ACTION REGARDING CLAIM FOR DAMAGES BY
MILTON JOHNSON, TENANT AT 1658 CONEJO DRIVE IN SAN BERNARDINO.
M /S /C (Lightfoot- Goodin) that the claim for damages by Milton Johnson be
denied and referred to District's Legal Counsel and Insurance Agency.
RELEASES OF LIEN FOR DELINQUENT WATER AND SEWER ACCOUNTS
List of liens released on March 25, 1999 and list released on April 7, 1999 was
reviewed. Information only.
GENERAL MANAGER'S REPORT
The District Engineer, Paul Dolter announced that the retired District Engineer, Duncan
Parkes, had passed away and that Memorial Services would be on Friday, April 16`" at
Montecito Chapel in Loma Linda. Information only.

The Chief Financial Officer, Alberta Hess, stated that she and Paul Dolter had made a
trip to Denver to meet with AWWARF; that the Grant Application had been sent to EPA
for review; distributed a draft of the District's financial statements to the Board.

President Negrete suggested that the letter from Bill Leonard requesting support of
Assembly Bill 1239 be reviewed. Information only.
