MINUTES
The meeting was called to order at 2:00 p.m. by President Goodin, Director Negrete led
the flag salute.
PRESENT: Directors: Goodin, Lighffoot, Negrete, Sturgeon, Wilson
ABSENT: None

APPROVAL OF AGENDA
The General Manager requested that Item #12, RESOLUTION 2003.03 - RECOGNITION
OF MICHAEL S. REARDON'S 25 YEARS OF SERVICE, be discussed as Item #8;
President Goodin requested that Item #11, SITE OF DISTRICT HEADQUARTERS AND
RELA'¥ED FACILITIES be discussed as Item #9.

revisions recommended by the General Manager and Board President.

Mr. Leland Richardson 'voiced his concern regarding the District's reconnect fees after
disconnection. There being no further written or verbal comments, the public participation
section was closed.
APPROVAL OF JANUARY '14, 2003 BOARD MEETING MINUTES,
M/SIC (Wilson-Light'foot) that the January 14, 2003 Board Meeting Minutes be
approved as submitted.
RESOLUTION 2003.04 - DEDICATION OF WATER LINE SYSTEM AND
APPURTENANT STRUCTURES WITHIN TRACT '15850 IN THE CITY OF HIGHLAND
was presented to the Board for approval.
M/S/C (Wilson-Lightfoot) that Resolution 2003.04 be approved.
RESOLUTION 2003.05 - DEDICATION OF SEWERS AND APPURTENANT
STRUCTURES WITHIN TRACT 15850 IN THE CITY OF HIGHLAND was presented to
the Board for approval.
M/SIC (Wilson-Lightfoot) that Resolution 2003.05 be approved
APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS.
The General Manager stated that the charges identified by Account Number: 0440444-02
had been paid and should be removed from the lien list.
M/SIC (VVilson-Lightfoot) that the liens for delinquent water and sewer accounts be
approved for processing with the exception as noted by the General Manager.
DISBURSEMENTS
M/S/C (Wilson-Lightfoot) that General Fund Disbursements #191874 through
#192015 distributed during the period of January 9, 2003 through January 17, 2003 in the
amount of $583,389.07 and Payroll Fund Disbursements for period ended January 17,
2003 in the amount of $82,212.96 totaling $675,582.03 be approved.
RESOLUTION 2003.03 - RECOGNITION OF MICHAEL S. REARDON'S TWENTY-FIVE
(25) YEARS OF SERVICE was presented to the Board of approval
M/SIC (Lightfoot-Wilson) that Resolution 2003.03 be approved.
RADON RULE UPDATE
The General Manager reported on the District's progress with the Rule to date; that he and
Director Wilson had spoken with Congress in Sacramento; that there would be another
year before a decision is made from EPA.
Director Wilson commented that we were advised not to push the issue or the decision
may lead to negotiations.

SITE OF DISTRICT HEADQUARTERS AND RELATED FACILITIES UPDATE
The General Manager stated that the City of San Bemardino is interested for the District to
utilize the Patton Property; the City of Highland may be interested in purchasing the 5th and
Webster Streets property; if necessary the District could search for a new site.

President Goodin reported that he does not want to build on the property located on 5th
and Webster Streets and suggests that we utilize the Patton Property. He does not want to
wait for any lengthy delays of one or more years to look elsewhere.
Director Negrete had some concerns with the Patton Property. He would like further
information from the City of San Bernardino regarding the Patton Property.
Vice-President Wilson suggested that the District begin the process on the Patton Property
since the City of San Bernardino is willing to give support. He also has some questions for
the City of San Bernardino regarding the Patton Property.
Director Lightfoot had some concerns about locating a property large enough to meet the
needs of the District.
Director Sturgeon would like to look elsewhere for new property; had concerns regarding
the Patton Property; would like to look into the property located on Church Avenue and 5th
Street. Director Sturgeon suggested that the General Manager have Jim Cimino contact
the property owners to find out if they are interested in selling the property located on
Church Avenue and 5th Street and also check for other properties that meet our
requirements.
M/S (Sturgeon-Wilson) that the General Manager request Jim Cimino, the District's
Real Estate Broker, to contact the property owners of the Church Avenue and 5th Street
property to see if they have an interest in selling and to also explore other properties that
meet the requirements of the District.

MOTION WAS DENIED BY A 3-2 VOTE
The General Manager was advised to set a meeting with City of San Bernardino
representatives to further discuss the project. Director Negrete and Vice-President Wilson
wanted to attend this meeting with the General Manager.
RESOLUTION 2003.07 - DISPOSING OF SURPLUS PROPERTY CONSISTING OF TEN
(10) ACRES OF VACANT REAL PROPERTY LOCATED ON FIFTH STREET IN THE
CITY OF HIGHLAND was presented to the Board for approval.
M/SIC (Sturgeon/Wilson) that Resolution 2003.07 be approved.
RESOLUTION 2003.08 - DISPOSING OF SURPLUS PROPERTY CONSISTING OF
THREE (3) ACRES OF REAL PROPERTY LOCATED AT 7920 WEBSTER STREET IN
THE CITY OF HIGHLAND.
M/SIC (Sturgeon/Wilson) that Resolution 2003.08 be approved.

WORKSHOP
The General Manager would like to set a date for the Budget Workshop in May.

RELEASES OF LIEN FOR DELINQUENT WATER AND SEWER ACCOUNTS
List of liens released on January 14, 2003 were reviewed. Information only.
GENERAL MANAGER'S REPORT
The General Manager reported on District operations to date; would like to schedule the
date for the District Facilities Tour in April; schedule a date for this February for the Bear
Creek 'Four. Information only.
ORAL COMMENTS FROM BOARD OF DIRECTORS.
Director Sturgeon suggested that he would like to set up a Tour of the San Bernardino
Sewage Plants sometime in March. information only.
Vice-President Wilson commented on the involvement and issues of his trip to
Sacramento. Information only.
There being no further verbal or written comments from the Directors, this section of the
meeting was closed.

BE IT HEREBY RESOLVED by the Board of Directors of the East Valley Water District, as
follows:
WHEREAS, the water line system and appurtenant structures constructed at Tract 14326-
2 Lots 115-203 for public use in the City of Highland, have been dedicated to East Valley Water
District by Lennar Homes, Inc.
NOW THEREFORE, BE IT HEREBY RESOLVED, that the Dedication of Water
Distribution System dated September 16, 2002 and executed by Jonathan M. Jaffe, Vice
President for Lennar Homes, Inc. on September 23, 2002 be accepted and all rights, title and
interest in and to said water system be vested in the East Valley Water District, and that the
Secretary of this District be, and is hereby authorized and directed to record this Resolution with
said Dedication of Water Distribution system attached hereto, in the office of the County
Recorder of the County of San Bernardino, State of California.
The foregoing resolution was duly adopted at a meeting of the Board of Directors of the
East Valley Water District, upon motion duly made, seconded and carried on February 11, 2003.

My Fellow Colleagues,
My name is Hank Stoy and I am seeking a position on the
Board of Directors for the Association of San Bemardino
County Special Districts. Currently, I serve as Vice-
President of the Cucamonga County Water District (CCWD)
Board of Directors and desire to play a more participative
role with our local San Bernardino County Association.
I understand and have first hand knowledge of the mission and value special districts have in
California and specifically in our local chapter here in San Bemardino County. While serving on
the CCWD Board of Directors I have enhanced my understanding of special districts by
completing training with the Special District Institute. I have certifications in Special District
Governance, Finance and Administration.
As the State of California approaches one of the worst budget deficits in history, special districts
need to have a larger voice in Sacramento now more than ever before. Special districts
throughout the state are vulnerable to the proposals by legislators to raid our reserves, and
therefore we must be diligent and work together cooperatively, as one voice to make sure our
message is heard --LEAVE OUR COMMUNITY ASSETS LOCAL!
My experience includes a strong background in local government. I have served on the Central
School District Board of Trustees in Rancho Cueamonga and I am a currently serving on the
Board of Directors of the Fontana Union Water Company. As a member of the CCWD Board of
Directors I currently serve on the District's Finance and Personnel Committees.
I have had a full career in public service which includes a distinguished military career that spans
over 23 years of active and reserve duty with the United States Air Force. I am retired from the
Los Angeles Department of Water & Power and I currently serve as the Treasurer for my local
homeowners association.
If elected to the San Bemardino County Special Districts Board, I want each of you to know that
I will serve the organization to the best of my ability and for the betterment of AL£ special
districts. Thank you for allowing me to share with you my experience and what I have to offer
our organization. I look forward to working with and serving each of our member organizations.

Lower Colorado River Tour
March 26- 28, 2003
Presented by the Water Education Foundation
The Colorado River is a lifeline to the Southwest, supplying water to almost 25 million people. Development
of the river has transformed arid areas - supplying vast agricultural lands, expanding mban cities and creating
world-renowned recreational areas. In the Lower Basin virtually every drop of the river is allocated and yet
demand is growing. How the Lower Colorado River Basin states - Arizona, California and Nevada - use and
manage this water to meet agricultural, urban, environmental and industrial needs is the focus of the three-state
~,~Lower Colorado River Tour.
The tour travels along the Lower Colorado River from hoover Dam to the Salton Sea and the Coaehella
Valley~ Along the way, speakers from various viewpoints discuss the needs and perspectives of agricultural and
urban users in Arizona, California and Nevada. The tour is a must for water policy-makers, water board
managers and directors, lawyers, consultants, journalists, and anyone interested in Colorado River issues.
The fast-paced tour begins at the Clarion Hotel in Las Vegas at 7:30 a.m. on
Wednesday, March 26; and ends at the Ontario International Airport
by 6 p.m., Friday, March 28. Activities include a tour of ltoover Dam and a
boat ride on Lake Mead.
On the action-packed tour, you will learn about: · Lower Basin state perspectives - Arizona, California and Nevada
· The California 4.4 plan and the state's Colorado RiVer supply
· Water marketing and future allocation of Colorado River water
· Tribal water rights and how they affect the river's water supply

The mission of the Water Education Foundation, an impartial, non-profit organization, is to create a better

Registration fee for one person, single occupancy room - $550
Registration fee for two people, double occupancy room - $950
Register four or more people for the Lower Colorado River Tour and
receive a discount - single occupancy rooms $500; double occupancy
rooms, $900.
The tour begins Wednesday morning, March 26, at the Clarion Hotel and will end by 6 p.m. Friday, March 28,
at the Ontario International Airport. Travel will be by air-conditioned bus equipped with video monitors and
restroom. The tour registration fee includes meals, transportation and rooms at the Holiday Inn in Lake Havasu
City, AZ (Wednesday) and the Barbara Worth Country Club Hotel in Holtville, CA (Thursday). Tour
participants are responsible for their own transportation to Las Vegas and home from Ontario.
This is a one bus tour, seating is limited. All reservations are on a first-come, first-serve basis.
Reservations can be made by completing the attached form and returning it to the Foundation with payment.
Faxed reservations will be accepted with credit card or purchase order payments. Fee includes all meals,
lodging, transportation while on the tour and background material. For cancelations, the deadline for a full
refund is 5 p.m? March 14 due to hotel, meal and transportation bookings. Request for a refund must be in

For those arriving in Las Vegas on Tuesday, March 25, the Clarion
Hotel is hokllng a limited number of rooms at $80 a night. To reserve a

This activity has been approved for MInimum Continuing Legal
Education credit by the State Bar of California in the amount of 20
hours. The Water Education Foundation certifies that this activity con-
forms to the standards for approved education activities prescribed by
the rules and regulations of the State Bar of California governing mini-
mum continuing legal education. There is au additional charge of $100
to register for MCLE credit.
