APPROVAL OF AUGUST 26, 2003 BOARD MEETING MINUTES. MJS/C (Lighffoot-Wilson) that the August 26, 2003 Board Meeting Minutes be approved as submitted. Minutes: 09/09/03 APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS. The General Manager stated that the charges identified by Account Numbers: 0420167-13 and 0640081-02 had been paid and should be removed from the hen list. M/S/C (Lighffoot-Wilsun) that the liens for delinquent water and sewer accounts be approved for processing with the exceptions as noted by the General Manager. REVIEW AND ACCEPT FINANCIAL STATEMENTS FOR PERIOD ENDED JULY 31, 2003. M/S/C (Lighffoot~Wilson) that the Financial Statements for the period ended July 31, 2003 be accepted as submitted. DISBURSEMENTS 1WS/C (Sturgeon-Wilson) that General Fund Disbursements #194399 through 194551 distributed during the period of August 21, 2003 through September 3, 2003 in the amc,unt of $1,119,193.94 and Payroll Fund Disbursements for the period ended August 29, 2003 in the amount of $92,151.08 totaling $1,211,345.02 be approved. RADON RULE UPDATE The General Manager reported that there was no updated information regarding the Radon issue. Information only. DISCUSSION AND POSSIBLE ACTION REGARDING REQUEST FROM SSC CONSTRUCTION TO MODIFY TI:rE. RETENTION PROVISIONS FOR TIt-E WORK AT DISTRICT'S PLANT #37. Legal Counsel stated that the lead agency shall withhold not less than 5% of the total amount of the contract to be retained until a Notice of Completion is effected. The General Manager requested that the item be deferred until the next regularly scheduled Board Meeting on September 23, 2003. Information only. DIRECTORS~ FEES AND EXPENSES FOR AUGUST 2003 were presented to the Board for approval. M/S/C (Sturgeon-Wilson) that the Directors' fees and expenses for August 2003 be approved. SAN BERNARDINO MUNICIPAL WATER DEPARTMENT'S 2003 SEWER RATE STUDY WITH NEW RATES TO BE IMPLEMENTED ON JANUARY 1, 2004 IF APPROVAL RECEIVED FROM TILE. BOARD OF WATER ~111~ COMMISSIONERS. 2 Minutes: 09/09/03 The General Manager stated that the City of San Bemardino's sewer rate study for 2003 will be discussed at a public hearing before final approval of the City's sewer rate structure to be effective January 1, 2004 and that the East Valley Water District would be required to adjust their sewer rates accordingly. Information only. DISCUSSION AND POSSIBLE ACTION REGARDING SUBMISSION OF A CANDIDATE TO REPRESENT TFIE EAST VALLEY WATER DISTRICT ON TIlE BOARD OF DIRECTORS FOR THE ASSOCIATION OF TI:rE SAN BERNARDINO COUNTY SPECIAL DISTRICTS. The General Manager stated that the District would support any Director who wished to serve as Director of the Board of the Association of the San Bemardino County Special Dislricts. No interest in holding an elected office on the ASBCSD Board was demonstrated. Information only. WATER AGENCY DRAFT GUIDELINES AND RECO1VINIENDATIONS FOR ELF_,CTED OFFICIALS PREPARED BY ACWA were presented to the Board for review. The Board agreed that the Water Agency Guidelines and recommendations were acc{;ptable and mailed ACWA a copy of the East Valley Water District guidelines which were adopted on August 27, 2002. RELEASES OF LIEN FOR DELINQUENT WATER AND SEWER ACCOUNTS. List of liens released on September 3, 2003 was reviewed. Information only. GENERAL MANAGER'S REPORT The General Manager reported on the District's operations to date; that he and President Goodin had a meeting with Sam Racadio and Mayor Rucker tomorrow afternoon; that DisIrict's Cull Plant is in "testing" mode for the Nitrate Kemoval process; that Director Wilson and he had been in Sacramento on September 8, 2003 for a Federal Affairs Conm'dttee meeting; that President Goodin and He would be in Wash'mgton D.C. for a Westcas Meeting from September 20-24, 2003; that a Special Meeting/Board Workshop had been scheduled for 9:30 a.m. on Wednesday, September 17, 2003 to review preliminary plans for the new District Headquarters and related facilities. Information only. ORAL COMMENTS FROM BOARD OF DIRECTORS Director Lightfoot stated that he would not be at the next Board Meeting because of vacation plans. Information only. 3 Minutes: 09/09/03 Director Wilson commented on the productive and informative "Federa~ Affairs" meeting which he and the General Manager had attended in Sacramento yesterday. Information only. Director Goodin stated that he had been asked by the Hillwood Group to join in a "fly over" at the former Norton AFB to commemorate the 2nd anniversary of 9/11. Information only. Workshop Minutes:09/I 7/0~ SPECIAL MEETING (BOARD WORKSHOP) September 17, 2003 PAGE TWO REVIIEW OF PRELIMINARY PLANS FOR NEW DISTRICT HEADQUARTERS AND RE~,TED FACILITIES Gary Miller, Architect, presented preliminary site and floor plans, which have been developed from various meetings and tours of neighboring offices with District staff, for review and suggestions regarding same. Mr. iVliller also submitted numerous ideas for landscaping and water decor; answered questions and addressed Board members' concerns regarding some of the design. Staff was directed to consider suggestions regarding the interior of the new facility and also to make arrangements for a "ground-breaking" ceremony before the upcoming holid~ay season. The success of the CALFED Program is essential to the well being of California's economy and environment. Through the CALFED Program, California has made considerable gains in water reliability and environmental recovery. In the past decade, California's water community has invested heavily in local resources, such as conservation and reclamation; substantially increased local water storage ' capacity, both surface and groundwater; improved the ability to transfer water among willing buyers and sellers; and taken many other steps to improve water supply reliability. At the same time, CALFED has implemented an unprecedented ecosystem restoration program and virtually every threatened and endangered fish species in the watershed is showing encouraging signs of recovery. We cannot overstate the importance of a successful attthorization this year and we appreciate your commitment to moving the process along. The CALFED Bay-Delta Program has been held up as the model for resolving conflicts in California and throughout the West where water issues are so critical. The program, however, can never realize its potential without federal authorization and funding. We applaud the concepts contained in your bill HR 2828, which included both an authorization of CALFED and a competitive grants program for projects like desalination and water recycling.
