MINUTES
The Special Meeting (Budget Workshop) was called to order at 10:00 a.m. by
President Wilson. Director Sturgeon led the flag salute.

President Wilson declared the public participation section of the meeting open at
10:02 a.m. The General Manager took this opportunity to introduce Justine
Hendricksen, who will be replacing Mary Wallace at retirement. There being no
written or verbal comments, the public participation section was closed.
The Board President stated that this meeting is a workshop only. No decisions
will be made.
Existing and Future Projects; Bill Print & Mailing Outsourcing; Liquid Assets;
Operating Reserves; Revenue VS Expense Analyses; Staffing Summary; Major
Capital Projects; Debt Analysis; Existing & Proposed Rate Summary; Water &
Sewer Rate Survey; 2004/2005 Revenue Expense Summary; Revenue 2004/2005;
and 2004/2005 Detailed Budget were reviewed at length. No decisions were
made. Information only.
The meeting was adjourned at 12:50 p.m. until the next regularly scheduled Board
Meeting on May 25, 2004.

APPROVAL OF MAY 11, 2004 BOARD MEETING MINUTES.

FINANCIAL STATEMENTS FOR PERIOD ENDED APRIL 30, 2004 were
presented to the Board for review.
M/S/C (Negrete-Sturgeon) that the Financial Statements for period ended April 30,
2004 be accepted.
APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS.
The General Manager stated that the charges identified by Account Number: 0200043-01
had been paid and should be removed from the lien list.
MlS/C (Negrete-Sturgeon) that the liens for delinquent water and sewer accounts
be approved for processing with the exception as noted by the General Manager.
DISBURSEMENTS
MlS/C (Negrete-Sturgeon) that General Fund Disbursements #l97281 through
197457 distributed during the period of May 6,2004 through May 19, 2004 in the amount
of $493,802,32 and Payroll Fund Disbursements for the period ended May 14, 2004 in the
amount of $90,046.24 totaling $583,848.56 be approved.

RADONRULEŒERCHLORATERULEUPDATE
The General Manager stated that there was nothing new to report on the Radon issue; that
the Perchlorate Rule remained a main topic in the water industry and the governing
regulation was pending. Information only.
PRE-AUDIT BRIEFING - DISCUSSION AND POSSIBLE ACTION REGARDING
2003/2004 FINANCIAL AUDIT.
A presentation of services to be provided by Rogers, Anderson, Malody & Scott (RAMS)
was made by Mr. Bob Memory (CPA) along with a briefing of new laws; stated that there
would be an assigned committee for the audit in accordance with Government Auditing
Standards. Information only.
LEED COST ANALYSIS (PREPARED BY CTG ENERGETICS, INC.) FOR EAST
VALLEY WATER DISTRICT.
A presentation of various LEED certification ratings and financial analyses was made by
Gregory Shank (CTG Energetics).

MIS (Goodin-Sturgeon) that the District adopt the LEED Gold Option 2.

Director Negrete disagreed with the use of concrete versus black-top for the parking lot
due to the increased cost.
Director Goodin stated that this appeared to be a "cost effective" program and that he saw
no significant loss in lead time as stated by Mr. Shank in the report.
The General Manager stated that the design efforts were being delayed until a LEED
decision was made.
The motion was defeated by a 3 - 2 vote:
Directors: Negrete, Lightfoot, Wilson voted NO.
Directors: Goodin, Sturgeon voted YES.
MlS/C (Negrete-Sturgeon) that the District adopt the LEED Silver Option,
The motion carried by a unanimous vote with the option to change the rating in the future.
DIRECTOR LIGHTFOOT LEFT THE MEETING AT 3:45 P.M.

DISCUSSION AND POSSIBLE ACTION REGARDING A REQUEST FROM
NEXTEL TO LEASE A PORTION OF DISTRICT'S PLANT #39 FOR THE
DEVELOPMENT OF TELECOMMUNICATION FACILITIES.
Staff was directed to follow up on the preparation of an agreement with Nextel to cover
the lease for the development of telecommunication facilities at District Plant #39.
Information only.
DISCUSSION AND POSSIBLE ACTION REGARDING A REQUEST FOR
DONATION FOR "LOMA LINDA RONALD MCDONALD HOUSE: 2004 GOLF
TOURNAMENT EVENT SCHEDULED FOR JULY 9, 2004.
Staff was directed to furnish water for the golf tournament participants. Information only.
FUNDING AGREEMENT BETWEEN THE DEPARTMENT OF WATER
RESOURCES AND EAST VALLEY WATER DISTRICT (ARROYO VERDE
MUTUAL WATER DISTRICT) was presented to the Board for approval.
The General Manager recommended approval of this agreement.

Water Resources and East Valley Water District be approved.

REGARDING A RECONNECTION FEE FOR A THIRD METER SERVICE AT
TillS PROPERTY was presented to the Board for review and possible action.
MlS/C ( Sturgeon-Goodin) that staffs recommendation to deny a waiver of the
deposit on behalf of Arreola Perry be approved,
LETTER FROM CUSTOMER, OFELIA PEITENGILL, PROTESTING FEES ON
A SERVICE ACCOUNT AT 7414 COLE A VENUE was presented to the Board for
review and possible action.
MlS/C ( Negrete-Goodin) that staffs recommendation to credit Ms. Pettengill's
account with $100.00 be approved,
RELEASES OF LIEN FOR DELINQUENT WATER AND SEWER ACCOUNTS.
List ofliens released on May 10, 2004 was reviewed. Information only.
GENERAL MANAGER'S REPORT

The General Manager reported on the District's operations to date; that EVWD had
agreed to host a dinner for the ASBCSD on Iuly 19, 2004; that the LAFCO Annexation
Project would approve the transfer of jurisdiction of property located at the S.W.Corner
of Third St. and Alabama Ave. from the City of San Bernardino Municipal Water
Department to East Valley Water District to provide water services to the property; that a
water line replacement project was in progress along 10th and 11th Street. Information
only.
District Engineer, Paul DoIter, stated that he had hosted an academic tour at the District's
Treatment Plant for Dr, Mian's class at Cal State University. Information only.
ORAL COMMENTS FROM BOARD OF DIRECTORS
Director Sturgeon stated that Tony Sedano had been awarded a seat on the LAFCO Board;
that he felt that the LEED program deserved consideration and did not mean to impose a
negative impression. Information only.
Director Negrete stated that he favored the LEED Silver rating program over the LEED
Gold Option 2. Information only.
Director Goodin stated that he was in favor of the LEED Gold Option 2 but that he
accepted the LEED Silver rating; that there had been a large Memorial Day Celebration
(1 St Annual) planned at Cal State University. Information only.

HIGHLAND ORCHARDS ASSOCIATES, LLC, A CALIFORNIA LIMITED LIABILITY
COMPANY,
BE IT HEREBY RESOLVED AND ORDERED that the East Valley Water District
does hereby grant, convey, sell, assign and transfer to Highland Orchards Associates,
LLC more particularly described in Exhibit "A", and,
BE IF FUTHER RESOLVED that a copy of this resolution be attached to said
Easements Quitclaim Deed, and that the same be recorded in the Office of the County
Recorder, County of San Bernardino, State of California and filed in the records of said
Board.
The foregoing resolution was duly adopted at a meeting of the Board ofDirectors
of the East Valley Water District, by motion made, duly seconded and carried
unanimously on June 8, 2004,

The Special District Selection Committee again attempted to meet
on May 17th prior to the membership meeting of the San
Bernardino County Special Districts Association. Unfortunately,
with only twenty-one (21) districts present, no business could be
. conducted due to the lack of a quorum. . TWenty-eight (28)
Districts were required to be present in order to conduct
business.
In keeping with the provisions of Government Code Section
56332, I have determined that a meeting of the Special District
Selection Committee is not feasible, Therefore, we will conduct
the büsiness of the Selection Committee by mail.
This letter will officially open the nomination period for the
position of Regular Special District member Qf the Local Agency
Formation Commission (LAFCO). The nomination period will be.
for thirty (30) days, opening on May 24, 2004, and ending at the
close of business at 5:00 p.m. on June 23, 2004. Nominations
for this position will need to submitted by District Board vote,
The information to be submitted must show the date of action by
the District Board and include the vote of the District Board
members, Nominations submitted without this information will
be returned to the District and will need to be re-submitted
within the nomination time period in order to be considered
valid.

At the end of this nomination period, LAFCO staff will prepare and send, by
, certified mail, to each independent special district one ballot with the
candidates nominated for the position and the voting instructions. A thirty
(30) day period will be allowed for submission of the District votes. A valid
vote will include a copy of the District minute action voting for a candidate.
Please note that the successful candidate for the position of Special District
member will need to receive a minimum of 28 votes. If no candidate receives
the required 28 votes, a run-off election between the two receiving the highest
number of votes will be conducted in the same written manner.

I am a member of the Board of Directors for the Mojave Water Agency, a special district
whose jurisdiction covers over 4,900 square miles of San Bemardino County's desert
region. The division in which I am honored to serve encOmpasses over 2,700 miles of
this area.' Further, I have been selected by my colleagues as the appointed,
representative to the Association of San Bernardino County Special Districts.

representative on the Local Agency FolTT1ation Commission (LAFCO). I am commi~ed

In general, the sourceS of all drinking water (both tap
water and bottled water) include rivers, lakes, streams,
ponds, reservoirs, springs and wells. As water travels
over the surface of the land or through the ground it dis-
solves naturally occurring minerals and, in some cases,
radioactive material. It can also pick up substances
resulting from the presence of animals or from human
activity.

Contaminants that may be present in source
water include:
Microbial contaminants, such as viruses
and bacteria which may come from
sewage treatment plants, septic systems,
Inorganic contaminants, such as salts and metals which
can be naturally occurring or result from urban
stormwater runoff, industrial or domestic wastewater
discharges, oil and gas production, mining or farming,
Pesticides and herbicides, which may come from a vari-
ety of sources, such as agriculture, urban stormwater
runoff, and residential uses.
Organic chemical contaminants, including synthetic
and volatile organic chemicals, that are by-products of
industrial processes and petroleum production which
can also come from gas stations, urban stormwater
runoff and septic systems.

Water Quality Data
Drinking water, including bottled water, may reasonably
be expected to contain at least small amounts of some
contaminants. .The table below lists all the drinking
water contaminants that we detected during the 2003
calendar year. The presence of these contaminants in
the water does not necessarily mean that the water
poses a health risk. Unless otherwise noted, the data
presented in this table is from testing done between
January 1 - December 31, 2003. The state requires us to

monitor our water for certain contaminants less than
once per year because the concentrations of these conta-
minants are not expected to vary significantly from year
to year. Some of the data, though representative of the
water quality, is more than one year old. More informa-

Nitrate in drinking water at levels above 45 ppm is a
health risk for infants of less than six months of age.
"-' Such nitrate levels in drinking water can interfere with
the capacity of the infant's blood to carry oxygen, result-
ing in serious illness. Symptoms include shortness of
breath and blueness of the skin. Nitrate levels above 45
ppm may also affect the ability of the blood to carry
oxygen in other individuals, such as pregnant women
and those with certain specific enzyme deficiencies. If
you are caring for an infant or are pregnant, you should
ask advice from your health care provider. Nitrate
levels in groundwater may rise for short periods of time
because of rainfall or agricultural activity.
Radon is a radioactive gas that you can't see, taste or
smell. It is found throughout the United States. Radon
can move up through the ground and into a home
through cracks and holes in the foundation. Radon can
build up to high levels in all types of homes, Radon can
also get into indoor air when released from tap water
while showering, washing dishes, and other household
activities. Compared to Radon entering the home
through soil, Radon entering the home through tap
water will, in most cases, be an extremely small source
of Radon in indoor aÎI. Radon is a known human car-
cinogen. Breathing air that contains large amounts of
,...,. Radon can lead to lung cancer. If you are concerned
about the Radon in your home, have the aÎI in your
home tested. Testing is inexpensive and easy. You
should have your home repaÎIed if the level of Radon in
your aÎI is 4 Fico Curies per liter of air (pCi/L) or
higher. There are simple ways to fix a Radon problem
that are relatively inexpensive. For additional informa-
tion, call your State radon program or call EPA's Radon
Hotline (800-SOS-RADON).
Arsenic is a mineral known to cause cancer in humans
at high concentrations and is linked to other health
effects such as skin damage and circulatory problems.
While your drinking water meets the current standard
for Arsenic, it does contain low levels of this contami-
nant. The Standard balances the current understanding
of Arsenic's possible health effects against the costs of
removing Arsenic from drinking water. The California
Depariment of Health Services continues to research the
health effects of low levels of Arsenic.
Cryptosporidium is a microbial pathogen found in
surface water throughout the u.S. Although filtration
removes Cryptosporidium, the most commonly used
filtration methods cannot guarantee 100 percent
removal. Current test methods do not allow us to
determine if the organisms are capable of causing
disease. Ingestion of Cryptosporidium may cause
Cryptosporidiosis, an abdominal infection. Symptoms
of infection include nausea, diarrhea and abdominal
cramps. Most healthy individuals can overcome the
disease within a few weeks. However, immuno-com-
promised people are at greater risk of developing life
threatening illness. We encourage immuno-compro-
mised persons to consult theÎI doctor regarding appro-
priate precautions to avoid infection, Cryptosporidium
must be ingested to cause disease, and it may be spread
through means other than drinking water.

Perclùorate interferes with iodide uptake into the thy-
roid gland. Iodide is needed for the production of thy-
roid hormones, which are necessary for normal prenatal
and postnatal growth and development. Therefore,
fetuses, infants and children are at risk if theÎI thyroid
glands cannot function normally. In adults, thyroid hor-
mones are needed for normal body metabolism.

water that lack MCLs, the Department of Health
Services (DHS) uses advisory Action Levels (ALs) to

In an effort to keep our water customers continually
informed on issues that may affect them, we are follow-
Ülg the DHS recommendations to notify you regardmg
the possibility that some water containing Perchlorate,
at levels slightly above the new Action Level, will be
delivered through our system. Several of our wells have
been found to contain this chemical at levels that exceed
the State of California Department of Health Services'
Action Level (AL) of 4 ppb, Concentrations m water
samples from the affected wells ranged from <4.0 ppb to
11 ppb. These levels were found m sampling conducted
last year (2003), as a result of state requlloements for
Perchlorate monitormg. Although some wells have con-
centrations over 4 ppb, DHS does not recommend
removing them from service until the concentration
levels reach 40 ppb,

NOTE: ~ffice of Envlloonmental Health Hazards
Assessment (OEHHA) established its PHG for
Perdùorate m March 2004. The PHG - (6 parts per bil-
lion - ppb) - will contribute to DHS' MCL determination
process. To protect consumers until an MCL is m place,
DHS will now use a 6-ppb Action Level, mstead of the 4
ppb Action Level it used previously.
State law requires all public water systems to notify
local governing bodies (for example, the Board of
Dlloectors or the city council) whenever a well exceeds
an Action Level or a drinking water standard. Our staff
has provided this information to the East Valley Water
District's Board of Directors. This District also sent this
information to the Council Persons at the Cities of San
Bernardino and Highland m addition to the San
Bernardino County Supervisors. Please feel free to call

have any additional questions regarding Perchlorate.
Lead is an morganic contaminant found m the drinking
water of most homes. It is possible that lead levels at

more vulnerable to lead in drinking water than the gen-
,...,. eral population. If you are concerned about elevated
lead levels in your home's water, you may wish to have
your water tested. Flushing your tap for 30 seconds to
2 minutes before using tap water may lower the Lead
content. Additional information is available from the
Safe Drinking Water Hotline (800-426-4791).
In order to ensure that tap water is safe to drink, the
United States Environmental Protection Agency
(USEPA) and the California Department of Health
Services (DHS) prescribe regulations that limit the
amount of certain contaminants in water provided by
public water systems. We are required to treat our
water according to the DHS regulations (Califomia's
Department of Health Services' regulations are the same
or more stringent than USEPA's regulations). DHS reg-
ulations also establish limits for contaminants in bottled
water that must provide the same protection for public
health,
Some people may be more vulnerable to contaminants
in drinking water than the general population.
Immuno-compromised individuals such as persons
W undergoing chemotherapy, persons who have under-
gone organ transplants, people with HIV / AIDS or other
immune system disorders, some elderly, and Wants can
be particularly at risk from Wections. These customers
should seek advice about drinking water from their
health care providers. USEPA/Centers for Disease
Control (CDC) offer guidelines on appropriate means to
lessen the risk of infection by Cryptosporidium and
other microbial contaminants. These guidelines are
available by calling the Safe Drinking Water Hotline
(1-800-426-4791).
Preventing contamination is the key to keeping water
supplies safe. Once a drinking water supply becomes
contaminated, a community is faced with the difficult
and costly task of installing treatment facilities or locat-
ing an alternative source. You can help protect our pre-
cious water supply by disposing of harmful household
products and other toxic chemicals in the proper
manner. Household hazardous waste includes, but is
not limited to, cleaners, glues, soaps, pesticides, paints,
fertilizers, medicines, chlorine, motor oil and batteries.
Never dump these wastes down the drain, in the trash
or on the ground. Instead, take them to a hazardous
...,. waste collection or recycling center. Whenever possible,
cut down your use of toxic household products by
switching to safer alternatives,

The nominations for the National Water Resources Association (NWRA) Califomia
Caucus positions have been submitted and now it is time for you to vote, Attached you
will find a ballot and brief summary of each nominee's NWRA participation and
background information. Please take a moment to read the information about each
nominee and indicate on the ballot who you would like to serve as your representative
and alternate on the Califomia Caucus, The three individuals receiving the highest
number of votes will serve on the Board of Directors. The individual receiving the fourth
highest vote will serve as the alternate,
CUlTently our bylaws call for ACW A members to elect three (3) representative positions
and one (1) altemate, Our current intention is to propose an amendment to our bylaws to
increase the number of alternates to a total of two (2), The purpose of that change is to
encourage greater participation and to assure that ACW A will be fully represented at all
NWRA Board meetings,
Bylaw changes must be adopted at a meeting of the membership and the next
membership meeting will not occur until our Fall Conference, Therefore, the results
from this election will be as indicated above; however, the individual receiving the fifth
highest vote total will be noted, and should the membership vote to increase the alternate
count, that per~on will become the second alternate,

2004. The results of the election will be announced on the ACW A Web site and

and Water Agency Options
I've learned that when it comes to energy resources, there are two things important to
our members:
. Adequate and reliable energy supplies to keep operations on target
. Cost of energy.
We want supply high and cost low. The California electlicity experience of the past
few years has made it hard. Costs have gone up and are likely to go up further.
Supplies continue to be short and we have had power outages and blackouts. And the
end is not in sight
. But there are things that most water agencies can do to keep their electricity costs
down and maybe even help alleviate electricity shortage problems.
That's why we are co-sponsoring with Southern California Edison Co. a special
presentation for water and wastewater agencies in the Edison service area. It will be
Thursday morning, Iune 24 at Edison's Customer Technology Application Center,
6090 N. Irwindale Ave., Irwindale. The program will tearn the energy experts who
have advised on ACW A energy prograrns and been available to help our members
deal with energy problems with Edison's experts on emerging demand response
programs. The objective is to help you make the best possible decisions for your
agency. It will be a half day well spent
