The meeting was called to order at 2:00 p.m. by President Goodin. Director Negrete led
the flag salute.
PRESENT: Directors Lightfoot, Sturgeon, Negrete, Wilson, Goodin

APPROVAL OF AGENDA
M/S /C (Wilson - Negrete) that the September 9, 2003 Agenda be approved as
submitted.
PUBLIC PARTICIPATION
President Goodin declared the public participation section of the meeting open at 2:02
p.m. There being no written or verbal comments, the public participation section was
closed.
APPROVAL OF AUGUST 26, 2003 BOARD MEETING MINUTES.
M/S /C (Lightfoot - Wilson) that the August 26, 2003 Board Meeting Minutes be
approved as submitted.
APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS.
Minutes: 09/09/03
The General Manager stated that the charges identified by Account Numbers: 0420167 -13
and 0640081 -02 had been paid and should be removed from the lien list.
M/S /C (Lightfoot - Wilson) that the liens for delinquent water and sewer accounts
be approved for processing with the exceptions as noted by the General Manager.
REVIEW AND ACCEPT FINANCIAL STATEMENTS FOR PERIOD ENDED
JULY 31, 2003.
M/S /C (Lightfoot - Wilson) that the Financial Statements for the period ended July
31, 2003 be accepted as submitted.
DISBURSEMENTS
M/S /C (Sturgeon- Wilson) that General Fund Disbursements #194399 through
194551 distributed during the period of August 21, 2003 through September 3, 2003 in the
amount of $1,119,193.94 and Payroll Fund Disbursements for the period ended August
29, 2003 in the amount of $92,151.08 totaling $1,211,345.02 be approved.
RADON RULE UPDATE
The General Manager reported that there was no updated information regarding the Radon
issue. Information only. %�
DISCUSSION AND POSSIBLE ACTION REGARDING REQUEST FROM SSC
CONSTRUCTION TO MODIFY THE RETENTION PROVISIONS FOR THE
WORK AT DISTRICT'S PLANT #37.
Legal Counsel stated that the lead agency shall withhold not less than 5% of the total
amount of the contract to be retained until a Notice of Completion is effected. The
General Manager requested that the item be deferred until the next regularly scheduled
Board Meeting on September 23, 2003. Information only.
DIRECTORS' FEES AND EXPENSES FOR AUGUST 2003 were presented to the
Board for approval.
M/S /C (Sturgeon- Wilson) that the Directors' fees and expenses for August 2003 be
approved.
SAN BERNARDINO MUNICIPAL WATER DEPARTMENT'S 2003 SEWER
RATE STUDY WITH NEW RATES TO BE IMPLEMENTED ON JANUARY 1,
2004 IF APPROVAL RECEIVED FROM THE BOARD OF WATER
COMMISSIONERS.

The General Manager stated that the City of San Bernardino's sewer rate study for 2003
will be discussed at a public hearing before final approval of the City's sewer rate
structure to be effective January 1, 2004 and that the East Valley Water District would be
�+ required to adjust their sewer rates accordingly. Information only.
DISCUSSION AND POSSIBLE ACTION REGARDING SUBMISSION OF A
CANDIDATE TO REPRESENT THE EAST VALLEY WATER DISTRICT ON
THE BOARD OF DIRECTORS FOR THE ASSOCIATION OF THE SAN
BERNARDINO COUNTY SPECIAL DISTRICTS.
The General Manager stated that the District would support any Director who wished to
serve as Director of the Board of the Association of the San Bernardino County Special
Districts. No interest in holding an elected office on the ASBCSD Board was
demonstrated. Information only.
WATER AGENCY DRAFT GUIDELINES AND RECOMMENDATIONS FOR
ELECTED OFFICIALS PREPARED BY ACWA were presented to the Board for
review.
The Board agreed that the Water Agency Guidelines and recommendations were
acceptable and mailed ACWA a copy of the East Valley Water District guidelines which
were adopted on August 27, 2002.

List of liens released on September 3, 2003 was reviewed. Information only.
GENERAL MANAGER'S REPORT
The General Manager reported on the District's operations to date; that he and President
Goodin had a meeting with Sam Racadio and Mayor Rucker tomorrow afternoon; that
District's Cull Plant is in "testing" mode for the Nitrate Removal process; that Director
Wilson and he had been in Sacramento on September 8, 2003 for a Federal Affairs
Committee meeting; that President Goodin and He would be in Washington D.C. for a
Westcas Meeting from September 20 -24, 2003; that a Special Meeting/ Board Workshop
had been scheduled for 9:30 a.m. on Wednesday, September 17, 2003 to review
preliminary plans for the new District Headquarters and related facilities. Information
only.
ORAL COMMENTS FROM BOARD OF DIRECTORS
Director Lightfoot stated that he would not be at the next Board Meeting because of
vacation plans. Information only.

Director Wilson commented on the productive and informative "Federal Affairs" meeting
which he and the General Manager had attended in Sacramento yesterday. Information
only.
Director Goodin stated that he had been asked by the Hillwood Group to join in a "fly
over" at the former Norton AFB to commemorate the 2nd anniversary of 9/11.
Information only.
There being no further verbal or written comments from the Directors, this section of the
meeting was closed.

EVWD'S SUPPORT OF THE WRI PROGRAM. Information only.
CORRESPONDENCE FROM CLARENCE ADAMS REGARDING
CONSTRUCTION OF A SINGLE FAMILY RESIDENCE AT 28497 BASELINE IN
THE CITY OF HIGHLAND.
Staff was directed to follow up with Mr. Adams regarding his construction project.
