The meeting was called to order at 2:01 p.m. by President Sturgeon. Director Wilson led

DISBURSEMENTS
M/S/C (Lightfoot-Wilson) that General Fund Disbursements #204348 through
204694 distributed during the period of December 7,2005 through January 4,2006 in the
amount of $1 ,356,051.66 and Payroll Fund Disbursements for the period ended November
30, 2005, December 9, 2005. and December 23, 2005 in the amounts of $5,082.81,
$117,119.89 and $125,475.62 totaling $1,603,729.98 be approved.
DISCUSSION AND POSSIBLE ACTION REGARDING APPROVAL OF WATER
SERVICES AGREEMENT BETWEEN EAST VALLEY WATER DISTRICT AND
BASIN WATER FOR WELL 40A URANIUM TREATMENT PLANT, was
presented to the Board.
The General Manager provided an overview and update regarding the Uranium Treatment
Plant Facility at Plant 40A; that he recommends approval of the Agreement between East
Valley Water District and Basin Water.
M/S/C (Lightfoot-Goodin) that the Water Services Agreement between East Valley
Water District and Basin Water for We1l40A Uranium Treatment Plant be approved.
DISCUSSION AND POSSIBLE ACTION REGARDING 2006 COMMITTEE
STRUCTURE AND ASSIGNMENTS
The Board discussed the proposed Committee Structure and Assignments submitted by
President Sturgeon and the need for Standing Committees and Ad-Hoc Committees.

MlS/C (Lightfoot-Goodin) that the proposed Cornmittee Structure and
Assignments submitted by President Sturgeon be approved as Standing Committees with
the exception that the Architectural Committee be approved as an Ad-Hoc Cornmittee.
M/S/C (Lightfoot-Negrete) that the Board appoint James Morales as an Advisor on
the Real Estate Cornmittee, remove Jim Cimino from the Real Estate Committee, and
appoint Matt LeVesque as an Advisor on the Architectural Committee.
HEADQUARTERS PROJECT REVIEW AND UPDATE
The General Manager requested this item be deferred for later discussion.
DISCUSSION AND POSSffiLE ACTION REGARDING DISPOSAL OF SURPLUS
VEHICLES
The General Manager recornmends the request from Mike Maloney to Dispose of Surplus
Vehicles be approved.
MlS/C (Lightfoot-Goodin) that the request to Dispose of Surplus Vehicles be
approved as submitted.
DISCUSSION AND POSSffiLE ACTION REGARDING DISTRICT
PARTICIPATION IN THE CITY OF HIGHLAND'S 10TH ANNUAL HIGHLAND
CITRUS HARVEST FESTIVAL ON MARCH 25, 2006.
The General Manager stated that the District is working with the City of Highland to
secure a prime location, and possibly partnering with the Search and Rescue Team at this
years event.
M/S/C (Negrete-Wilson) that the District participate in the City of Highland's loth
Annual Highland Citrus Harvest Festival on March 25, 2006 and to contribute a token
amount of $2000 for sponsorship and support.
Director Goodin stated he would be attending this year's Harvest Festival.
RESOLUTION 2006.06 - AUTHORIZING THE EXECUTION AND DELIVERY
OF AN INSTALLMENT SALE AGREEMENT, AND AUTHORIZING AND
DIRECTING CERTAIN ACTIONS IN CONNECTION WITH THE
ACQUISITION AND CONSTRUCTION OF A PIPELINE PROJECT, THE
ACQUISITION OF REAL PROPERTY AND THE ACQUISITION OF A WATER
WELL, was presented to the Board for approval.
The General Manager reviewed the agreement with the Board; stated that the agreement
will provide for a new debt issue in this years budget; that a payment will not be due until
next fiscal year; that he recommends approval of agreement.

approval from the District's General Manager, Chief Financial Officer, General Counsel,
and the District's Bond Counsel.
DISCUSSION AND POSSmLE ACTION REGARDING LETTER RECEIVED
FROM DR. DARLEEN STONER AND ADA RAMIREZ OF THE
ENVIRONMENTAL EDUCATION RESOURCE CENTER, CALIFORNIA STATE
UNIVERSITY SAN BERNARDINO, REGARDING PARTNERSHIP
CONTRIBUTION FOR THE ENVIRONMENTAL EXPO, JANUARY 27, 2006.
No action taken.
DIRECTOR'S FEES AND EXPENSES FOR DECEMBER 2005, were presented to
the Board for approval.
Director Wilson requested the December 16, 2005 Awards Banquet be removed from his
expense report.

2005 be approved as amended.
GENERAL MANAGER'S REPORT
The General Manager reported on the District's operations to date; that Tom Crowley has
accepted an Assistant General Managers position with West Valley Water District; that
the Sterling Pipeline Project is moving forward; that President Sturgeon and he attended
LAFCO's committee meeting on January 9th, and that the staff report will be presented to
LAFCO at the February meeting. Information only.

Director Goodin stated that the Districts web site should be updated to reflect the Board's
organizational changes.
President Sturgeon expressed gratitude to the Directors for their support, and for electing
him Board President.

Through the research and developmFt of Professors Mark ~atsumoto and Marc Deshusses in the
Department of Chemical and Enviropmental Engineering of tH,e, Bourns College of Engineering, the
University has developed a promising-treatment method forp~rduorate using zero-valent iron (ZVI)
particles. As ZVI corrodes in water! hydrogen gas is releas~d.' By coupling ZVI with perchlorate-

reducing bacteria, UCR has shown that perchlorate can be degraded to below the detection limit of four
parts per billion (<1-4ppb) without the 'need for external hydrogen gas or organic carbon addition. At
this time, demonstration in the field i~ warranted, as this techn61l:>gy holds promise for both in-situ and
ex-situ treatment of perchlorate-contaminated grOlUld wat~r!, .With federal funding in the 2006
Department of Defense budget appropriated to address perchlotate issues, the University is interested
in pursing a partnership with a utilitY, such as East Valley W a~et District, to secure these federal funds
to set up and operate a pilot system td: demonstrate the capabilities of the ZVI perchlorate biotreatment
process in the field, and determine full~scale design parameters 'ahd treatment costs.

This correspondence is intended to seie as a letter of interest by the University to collaborate with East
Valley Water District to pursue alloJ~tion of federal funding :directed to address perchlorate issues,
with the development and operation of a pilot plant based upciri the research of UCR. 1 have enclosed
the research and pilot plant informati~~ for your reference. Shhunarily, UCR desires to partner with
the utility to secure funding already directed in the fedeAI budget for perchlorate, with the
development of a pilot plant at a wellisite. Ideally, the allocatidrlcif $700,000 of federal funds with a 12-
18 month duration would provide f~f the development, insta~ation, and proof-of-concept operation
period. The scope of work will also irIclude determination of, \l1e treatment costs and acquisition of
engineering data for the design and op~ration of a full-scale ZVI-biotreatment system.

Program Description! ,
Perchlorate is one of the late~t in a series of recen~ly; discovered contaminants that
affect drinking water sources in,California and across theiU.S. Locally, within the Inland
Empire, three major perchlorate contaminant plume~ have caused or threaten the
shutdown of numerous municipal wells. However, because there are few options for
alternative drinking water sourtes, these wells must 'cb~tinue to operate. Perchlorate
must be removed using expensive ion exchange technologies that merely separate the
contaminants into a concentrated solution; the removed 'perchlorate must be destroyed
.in a separate process. Thus, processes that can conv~rt perchlorate into non-toxic end
products wouid be preferred.::!1 : ,,' , . ..
Microorganisms exist in nature,: which are capable of de'lgrading perchlorate to harmless
chloride. However, under normal conditions these micrborganisms degrade perchlorate
very slowly. But, by creating a favorable environment, (in a treatment process), these
microorganisms can degrade1!,perchlorate at relatiy~ly fast rates. This favorable
environment can be created in,one of two ways. Th~lfirst way involves the use of an
organic carbon source such as, corn syrup to promote the reduction of perchlorate by
native or added microorganisms. The problem with1this approach is that many non-
perchlorate degrading organis~s utilize organic carboni, which leads to a proliferation of
biomass growth, and clogging \of the system. The second strategy involves the use of
hydrogen gas to stimulate p~rchlorate reduction. ,Fkt fewer microorganisms utilize
hydrogen and the growth of no'n-perchlorate degrading.'Organisms is minimal. However,
delivery of hydrogen gas to p~rchlorate reducing ba'cteria is problematic, and its low
water solubility and explosion tiazard poses additional;dhallenges and safety concerns.

analysis for a full-scale perchlorate treatment system' (2500 gpm), the total estimated
treatment costs are projected t9 be $0.17 /1000 gal. I? 'comparison, an operating cost
of $0.45 per 1000 gallons has qeen reported for an iol') ~l<change facility with a capacity
of 2500 gpm (CDHS, 2004). !iThus, the proposed UCR bioreactor appears to be a
promising alternative to ion exchange, with potential'savings of over 50 percent, or
about $360,000 yearly for a 2500 gpm facility. '

Based on the results of our labod~bry experiments and a des'ign 'flow of 2500 gpm contaminated
with 500 ppb perchlorate, we estimate th~t the design empty bed 'rete:ntion time of water in the ZVI
bioreactor will be about 20 min to I hour.'! Field demonstration may Sl16vy that shorter residence time will
suffice especially for the treatment of low,er concentrations, but forcbst evaluation, a conservative 1 h
treatment time is assumed. :!'I : r :
Capital costs: The required reactor volume will be 150,000 gallons (2500 gpmx I h x 60 min h")
or 1700 m3. The sand filter will be about'!10-30% of the reactor size. This means that the reactor will be
large, but it can be cost effectively built in 'either concrete bays or usin~ 'modular fiberglass or steel (with
a liner) panels (see Appendix). The con~~rvative estimated capital cost bf such reactor with its ancillary

equipment (pumps, post treatment conditioning, etc.) is about $300;000. The reactor will require ZVI,

Research regarding the use of native soil bacteria to remove groundwater pollutants, particularly
perchlorate and nitrate, has made significant strides in recent years. Today, there are usable
biological technologies that can be deployed in various applications to remove these contaminants
from groundwater. These technologies offer the advantage of actual destruction of the pollutants,
rather than transferring them to another medium, which requires secondary treatment and
disposal. The new generation bioreactors are economically superior to ion exchange methods when
higher concentrations of pollutants are present.
With financial assistance from CSUSB's Office of Technology Transfer and Commercialization, the
Center for Environmental Microbiology (CEM) has tested an innovative bioreactor at a West
Valley Water District well in Rialto that is out of service due to perchlorate contamination. A
number of other water providers have visited this site and expressed their interest the technology,
including the Three Valleys Municipal Water District, City of Riverside Public Utilities, Chino
. Basin Watermaster, San Gabriel Valley Municipal Water District, and San Gabriel Basin Water
Quality Authority.
A potential goal for all water suppliers is that the California Department of Health Services would
work toward providing a standardized deployment path for the use of bioreactors in production of
potable water.
