REGULAR BOARD MEETING November 22, 2005
MINUTES
The meeting was called to order at 2:00 p.m. by President Wilson. Vice - President Sturgeon led
the Flag Salute.
PRESENT: Directors Goodin, Lightfoot, Sturgeon, Wilson
ABSENT: Director Negrete

M/S /C (Sturgeon - Goodin) that the November 22, 2005 Agenda be approved as
submitted.
PUBLIC PARTICIPATION
President Wilson declared the public participation section of the meeting open at 2:06 p.m.
Comments were received from Mr. Ron Coats regarding the standards of the Board of Directors.
There being no further written or verbal comments, the public participation section was closed at
2:20 p.m.
APPROVAL OF THE NOVEMBER 8, 2005 BOARD MEETING MINUTES
M/S /C (Lightfoot - Goodin) that the November 8, 2005 minutes be approved as submitted.
APPROVAL OF THE NOVEMBER 15, 2005 SPECIAL BOARD MEETING MINUTES
M/S /C (Lightfoot - Goodin) that the November 15, 2005 minutes be approved as
submitted.

DISBURSEMENTS
M/S /C (Lightfoot - Goodin) that the General Fund Disbursements #203782 to #203959 in
the amount of $1,854,349.60 and Payroll Fund Disbursements in the amount of $126,504.01
totaling $1,980,850.16 be approved.
APPROVAL OF DEVELOPMENT AGREEMENT BETWEEN EAST VALLEY WATER
DISTRICT AND G.F.R. ENTERPRISES, INC. TO SUBDIVIDE CERTAIN REAL
PROPERTY WHICH WILL CONSIST OF EIGHTEEN (18) DWELLING UNITS
LOCATED AT LYNWOOD WAY NORTH OF AMANDA STREET AND SOUNTY OF
BYRON STREET, IDENTIFIED AS TRACT 17793, IN THE CITY OF SAN
BERNARDINO, COUNTY OF SAN BERNARDINO.
M/S /C (Lightfoot - Goodin) to approve the development agreement between East Valley
Water District and G.F.R. Enterprises, Inc.
SEVEN OAKS DAM WATER QUALITY UPDATE
Ron Buchwald updated the Board on the Seven Oaks Dam; that our goal is to have the
preliminary report from CDM by November 30 for review.

M/S /C (Lightfoot- Sturgeon) to approve the renewal of the General Manager's
employment contract.

Jo McAndrews reported on the request for water from the County Search & Rescue; that the
Search and Rescue would be willing to pay costs to place their logo with the District's logo. Ron
Buchwald reported on the progress of the Sterling Avenue Pipeline project to date

who were re- elected.
Director Goodin expressed his appreciation to staff for a commendable effort for the Seven Oaks
