President Sturgeon called the meeting to order at 2:00 p.m. Brian Tompkins led the flag
salute.

President Sturgeon declared the public participation section of the meeting open at 2:01
p.m.
President Sturgeon introduced District Employees Tom Orton and John Drury.
President Sturgeon presented Resolution 2006.11 (previously adopted) to Mr. Orton for
25 years of service with the District.

RESOLUTION 2006.15 - A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE EAST VALLEY WATER DISTRICT ACCEPTING DEDICATION OF
SEWERS ON WATER STREETNIA DEL DENE, was presented to the Board for
approval.

WIUTE-OFF UN-COLLECTABLE DELINQUENT ACCOUNTS INCLUDING

WHICH HAVE BALANCES OF LESS THAN $15.00, was presented to the Board for

The General Manager stated that our system has handled the water demand relatively well

PUBLIC HEARING FOR CONSIDERATION OF WATER AND SEWER RATES AND
CHARGES
PRESIDENT STURGEON DECLARED THE PUBLIC HEARING SECTION OF THE
SPECIAL MEETING OPEN AT 6:01 P.M.
The General Manager reviewed the proposed water/sewer rate increases with the Board.
PUBLIC COMMENTS
The General Manager stated that he had received a call from Tony Sedano regarding the Public
Hearir.g: that Mr. Sedano is unable to attend the meeting but would like his comments conveyed
to the Board. Mr. Sedano strongly supports the proposed rate increases. and supports a modest

rate increase each year if warranted. Mr. Sedano also stated he strongly supports the District' 5
Poster Contest Calendar Program.
Director Goodin asked if Mr. Sedano supports a specific rate increase or a general increase.
The General Manager stated that Mr. Sedano supports a general increase.
Director Lightfoot stated that he concurs with Mr. Sedano's comments regarding a modest rate
increase per year rather waiting and having a large increase after a number of years. Information
only.

SUBJECT: Flushing Water Main at

At approximately 2:00 p.m. on June 27, 2006 I drove to my flushing destination
to perform my routine flush out. This flush out was located west of Cunningham
on Ward Street. I drove down Ward Street and made a u-turn at the flush out
and checked to make sure there were no cars parked on either side of it. I
proceeded with the flushing. Afterwards, I noticed there were people tugging
and pulling at something approximately 300 yards away on Ward Street and so I
drove to that location ( . Upon arrival, I noticed there was a
large carpet that was spread out, right over the gutter with a large area wet spot.
The carpet had obvious damage due to the flushing that just occurred.
I spoke with Linda who was the daughter of the resident living at 26553 Ward
Street, and gave her my business card. I also spoke with the people who were
moving the carpet and they made a comment and said they did not think I was at
fault.

Re: Proposal to perform the Initial Distribution System Evaluation (IDSE) Study
for the Stage 2 Disinfectant and Disinfection By-Products Rule
In February of this year, the Board approved a study by CDM for the expansion and
upgrade of the Plant 134 Surface Water Treatment Plant. The upgrade included
changing the treatment process from the current traditional treatment process to a
membrane filtration process that will better handle removal of total organic carbon
(a precursor to disinfection by-products) and other current and potential surface
water contaminants. In March of this year, the Board approved a Pilot Study to be
performed by CDM to test various membranes to determine the membrane best
suited for the types of raw water to be treated by this new treatment process. The
recent adoption of the Stage 2 Disinfectants and Disinfection By-Products (DBP)
Stage 2 Rule has been a major precursor to changing the type of treatment process
used to treat the surface water at the Plant 134 Surface Water Treatment Plant.
As part of DBP regulation, the EP A acting through the Department of Health
Services, is requiring all water systems to perform an Initial Distribution System
Evaluation (IDSE) Study to determine the most probable locations where
disinfection by-products, such as Total Trihalomethanes (TTHMs) or Haloacetic
Acids (HAAS), have the highest quarterly averages. The EP A has developed certain
criteria and methods to determine these locations, all requiring significant amount of
time, labor and paperwork to complete this task. Due to the work involved with the
previous two projects, CDM is the best suited to follow through with this work.
A proposal from CDM to perform this study has been submitted (see attached). The
proposal describes in detail the work that is required by the EP A regulation and how
CDM will go about performing the work in order to complete the study. Included in
the proposal are two timelines, one that is required by the regulation and another
timeline that CDM will follow to see this study through. The total cost of the study
is $98,883. I recommend that the District accept CDM's proposal to perfOlID the
IDSE Study.

Camp Dresser & McKee Inc. (CDM) is pleased to submit this proposal for providing
engineering services to assist the District in meeting the requirements of the DBP Stage 2 Rule.
The rule requires the preparation of a Monitoring Plan, conducting standard monitoring in
your system, and reporting the results. The Standard Monitoring Plan is required to be
submitted for review on April 1, 2007 and monitoring results by March 31, 2009.
CDM has identified and reviewed the requirements of the Stage 2 DBP Rule with you. This
work ties in very nicely with both the Master Plan project and the Plant 134 Pilot Study. The
IDSE requires the use of distribution system mapping and an understanding of water sources
and demands within the system to develop an optimal sampling plan. As you know, the
objective of the IDSE is to identify individuallocations within the distribution system that are
most vulnerable to increased DBP exposure. The information from the pilot study and the
IDSE study will help in the selection of an optimal approach at Plant 134 for upgrading and
expanding that facility.
Attached is the Scope of Work for the study and a detailed fee breakdown. The total fee for
this project is $98,883.

Initial Distribution System EvaluationStudy
1.0 General
This document describes the scope of work for an Initial Distribution System Evaluation (IDSE)
study for the East Valley Water District (District). This study is a requirement of the recently
promulgated (January 2006) Stage 2 Disinfectants and Disinfection Byproducts(DBP) Rule.
1.1 Introduction and Background
The District serves a population of approximately6S,000 customers with both disinfECted
groundwater and surface water. The District utilizes free chlorine as its disinfectant and
maintains a free chlorine residual throughout the distribution system Free chlorine can react
with natural organics in the source water to form chlorinationdisinfection byproducts. Two of
those byproducts, Total Trihalomethare (TTHM) and Haloacetic Acid (HAAS), are regulated.
Maximum contaminant levels and monitoring frequencies for TTHM were originally established
in the initial Surface Water Treatment RUE. These were later refined and expanded to include
HAAS as part of the Stage 1 DBP Rule. That rule required compliance based on running annual
average results for representative samples collected from the distribution system.
One of the most significant changes of the Stage 2 DBP Rule is to modify the compliance and
monitoring requirements. Public water supplies (PWS) are now required to comply based on
running annual average results at each sampling location within the distribution system. PWS
are also required to perform a study to identify and then select new monitoring sites, including
those with a high formation potential for TTHM and HAAS.
3ystems can meet IDSE requirements by either certifying that all individual TTHM and HAAS
monitoring results for compliance with the Stage 1 DBPR are less than 40 !lg/ L for TTHM and
30 !lg/L for HAAS (40/30 Certification), use existing monitoring data or a hydraulic model if
the data or model meet minimum criteria (System Specific Study), or conduct standard
monitoring (Standard Monitoring). COM has preliminarily determined that the Districtcannot
:omply with the requirements for 40/30 Certification or a System Specific Study, and, therefore,
must conduct standard monitoring per the IDSE. This proposal is ba;ed upon the District
:aking that approach.
'1.2 Study Objectives
The objective of this study is to assist the District in developing a Standard Monitoring Plan as
defined by the IDSE in the Stage 2 DBP Rule. This monitoring plan, once approved by the 9:ate
.md USEP A, will be used by the District to comply with the IDSE requirements and to establish
monitoring requirements forultimately complying with the Stage 2 DBP Rule.
:2.0 IDSE Study Task Descriptions
The following paragraphs describe the specific tasks for the District's lOSE study.
Task 1 - Project Management
~3pecific project management tasks include daily informal staff interactions to maintain

communications within the project team, communication and coordination with the District, and
preparation and review of project invoices. This task also includes the following:
(a) Two coordination meetings with District, the first to discuss project approach and the
second to present the draft Standard Monitoring Plan.
(b) CDM will assist the District in preparing for two meetings with DHS. CDM will not be
at those meetings. It is anticipated one meeting will be to present the proposed Standard
Monitoring Plan and the other to present the Standard Monitoring Report
Task:2 - Preliminary Activities in Preparing Standard Monitoring Plan
One of the first tasks in an IDSE study is to prepare a Standard Monitoring Plan for
DHSj USEP A approval. The following preliminary steps are required to develop this plan:

The Step 1 activities will involve the use existing District mappingand data that is assumed to
be up-to-date. The following information will be required from the District location of all entry
points to the distribution system, location of all sources, location of storage facilities, layout of
piping, location of pump stations, pressure zone boundaries, identification and location of large
water users, population density information available geographically and useable as an overlay
over the system map, location of current DBP sampling sites, location of current Total Coliform
Rule sampling sites (for disinfectant residual and bacteria sampling). It is assumed that the
District has maps with all of this information. COM will utilize those mops and information in
further steps where candidate standard monitoring sites are to be identified, selected, and the
justification for the selection is to be documented.
Step 2 involves the identification of candidate entry point sites. This can be readly determined
using the data from Step 1.
Step 3 involves the identification of candidate average residence time sites. The IDSE Guidance
Manual identifies four potential methods for identifying these sites:
. Hydraulic modeling,
. Tracer study data,
. Use of distribution system disinfectant residual data,
. Evaluation of geographic location of sources, piping layout and storage, along with the
location of largest customers and population densities.
CDM proposes to utilize disinfectant residual data as the primary means of locating average
.~esidence time sites. Information related to the location of sources and demands based on
.Jopulation density and largest customers will also be reviewed to help confirm those selections.

Steps 4 and S involve identifying candidate sites with the greatest potential for TTHM and
HANj formation. These steps will use similar information as Step 3 along with historical TTHM
and HAAS data. These sites are usually located downstream of storage facilities, and at outer
reaches of the system including dead-end sections with customers.
Step 6 will involve locating the candidate sampling sites on a distribution system map that
includes: locations of sources and disinfection points, layout of piping, storage facilities,
pumping stations, and pressure zone boundaries.
Step 7 involves selecting standard monitoring sites for the candidate sites. Guidelines from the
IDSE guidance manual will be used in this selection process
Step 8 involves documenting the justification for monitoring site selection.
Step 9 involves identifying the peak historical month based on historical DBP sampling results
and/ or water temperature. CDM will review data provided by the District. The peak historical
month will be used in developing standatd monitoring requirements in accordance with the
lOSE Guidance Manual.
Task 3 -Prepare Standard Monitoring Plan
A Draft Standard Monitoring Plan will be prepared for the Districts review. The Plan will
follow the outline in the IDSEEvaluation Guidance Manual (EP A 815-B-06-002, January 2(06)
and will include:

document. A total of six (6) copies of the draft will be provided to the District.

based on the maps provided by the District. The USEPA cautions that the lOSE standard
monitoring plan will not be considered confidentialbusiness information and is subject to the
:oreedom of Information Act. Therefore, the distribution system schematic should not contain
information that poses a security risk to the District's system The USEPA has suggested that
Ihe schematic could be prepared without landmarks or addresses indicated, or without the
location of pipes indicated. CDM will prepare the schematic with the understanding that the
District takes full responsibility for its content and subsequent submittal to the regulatory
agencies.
Upon receipt of the District's review comments, a FinalStandard Monitoring Plan will be

Task <l - Conduct Standard Monitoring
CDM will review and compile data as developed by the District during the District's
implementation of standard monitoring. CDM will review and compile data for the eventual
purpose of identifying Stage 2 compliance monitoring sites and for preparatim of the IDSE
Standard Monitoring Report.
Task S - Select Stage 2 Compliance Monitoring Sites and Prepare the IDSE Standard
Monitoring Report
CDM will propose Stage 2 Compliance Monitoring Sites and prepare a draft and final IDSE
Monitoring Report for use by the District in submittal to USEP AI DHS. The monitoring site
selection and report will be prepared in accordance with IDSE Evaltation Guidance Manual,
EP A 815-B-06-02, January 2006. A total of six (6) draft reports will be provided to the District,
with an additional six (6) final reports upon receipt of the District's review comments.
Task Ii - Quality Control
This task includes a quality technical review of the deliverable documents and project closeout
activities.
3.0 Responsibilities of District
The District will be responsible for providing existing system information and data as needed to
allow preparation of the Standard Monitoring Plan. This includes maps of the system showing
major distribution system components (mcluding but not limited to piping, storage tanks,
source water locations, and pump stations), water quality data, flow data, and demand data.
Demand data should include the largest water users and the typical customer demands in
geographical areas. The District will also be a9<ed to help delineate pressure zones and
topographic features of the service area. Bacteria and disinfectant residual sampling data within
the system will also be needed.
:::lnce the Standard Monitoring Plan is approved by DHS, the District will be responsble for
performing the actual sampling according to the approved sampling schedule. No costs for
laboratory analyses are included in this proposal.
t.O IDSE Study Schedule
The Shldy is proposed to start in September 2006 and to be completed in May 2008.
According to the Stage 2 DBPR IDSE, systems serving SO,OOO to 99,999 are to comply with
,chedde 2 requirements. The District should have received a letter from USEP AI DHS advising
:hem that they are on schedule 2 for compliance. The following summari;es the USEP A/DHS
iChedule 2 requirements:

I. Hosting agency - Hesperia Park & Rec, Director Lupton introduced the Board, Richard
Hall, Thurston Smith and Bob Chandler. Also from HPRD Michelle Roberts, Cheryl Roberts,
Sherry Hinton, Carol Hill, Jeanne Helsley, Lindsey Woods, Rachel Thomas, Becky Leony, Don
Webb, Percy Bakker and Cal Camara, General Manager. Helping with cooking and serving were
Ed Rister, Gina and Shirley.

PRESIDENT'S COMMENTS AND ANNOUNCEMENTS
I. Scholarship certificates were given to Jessica Marquez and Cheryl Roberts.
2. In August there will be a Board of Directors meeting only
DINNER - A buffet dinner was served to 53 members
PROGRAM - Cal Camara gave a program about Recreation and Parks trends toward the future.
DFA WING A total of $ J 18 was collected for the scholarship fund. Twenty five ($25) dollars
was given to Margaret Smith and Jerry Wilson. Sixty eight dollars was deposited to the
scholarship fund.

This fast paced tour begins at Sacramento International Airport at 7:45 a.m.
Wednesday, September 13, travels the length of the Sacramento Valley, and
will end at approximately 6 p.m. Friday, September 15 at Sacramento
International Airport.
Registration: $575 per person, single occupancy room: $950 for two people
sharing a room. Register four or more people for a discount - single
occupancy rooms $525; double occupancy rooms $900.
Fee includes all meals, transportation and hotel accommodations, Chico
Holiday Inn (Wednesday) and the Holiday Inn in Redding (Thursday),
while on the tour - including a salmon barbecue Wednesday night.
Participants are responsible for their own transportation to and from
Sacramento International Airport.
To register, return form to the Foundation with payment; faxed reservations
accepted with credit card or purchase order. Or, register securely on-line at
www.watereducation.org/tours.asp All reservations are on a first-come,
first-serve basis.
Deadline to cancel and receive a full refund is 5 p.m. Sept. 1 due to hotel,
meal and transportation bookings. Refund request must be in writing.
Substitutions may be made at any time.
This activity has been approved for Minimum Continuing Legal Education
(MCLE) credit by the State Bar of California. The tour also offers California
Department of Health Services Continuing Education units for a water
plant or wastewater plant operator's license. There is an additional $100 fee
to register for these credits. Contact the Foundation for more details.

Awards Program. Information
DEADLIIIE: August 31, 2006
CSDA's Awards Program celebrates the ingenuity, creativity and
diversity of our member districts. The awards will be presented
during the 2006 Annual Conference at the Resort at Squaw
Creek in lake Tahoe. Be sure to register online to attend this
year's Annual Conference: www.csda.net/contpage.htm
The program includes awards for innovative programs, and
exceptional public outreach, categories that reflect your district's
efforts tel improve programs or build relationships with your
communities.
Each district may submit for the Innovative Program Award and
the Exceptional Public Outreach Award.
Criteria fire as follows:
Innovative Program Award
- Originality of program
- Tangible, positive results
- Decreases costs or improves the quality of service without
significantly increasing costs
. Is easily adaptable for other districts
Exceptional Public Outreach Award
- Increases the district's visibility with the public
or the legislature
- Improves district-constituent communication
- Is visually/graphically appealing
-Includes thorough and appropriate content
The prestigious "William Hollingsworth Award of Excellence"
NilJ be awarded to an individual as recognition for championing
special districts. While this award is given by the CSDA Board
of DirectQrs and we do not accept applications, we are open to
suggestilJns!

Special District Risk Management Authority Awards
SDRMA will also present its' annual Safety Awards at this year's
Conference. These awards are not open to submission, but are
selected by the SDRMA Board of Directors, will be presented
during the Annual Conference and will include:
Special District Risk Management Authority
- Earl F. Sayre!Property and Liability Safety
Award for Excellence
- McMurchielWorkers' Compensation Excellence
in Safety Award
The awards will be given to SDRMA participating member
districts, displaying an exceptional safety and loss prevention
program. The SDRMA Board will evaluate existing safety
programs from their current members.
No applications for these awards will be accepted.
How to Enter
You must be a CSDA member in good standing. Submit a
cover letter including: district name, address, contact, email,
authorized signature, whether you are a small district (bUdget
up to $500,000) or large district (budget greater than $500,0001,
and the award for which you would like to be considered.
Submit copies of all applicable documentation (i.e., a brochure
on the program, etc.) with an explanation of why you believe
your program should be considered. An external non-biased
public relations firm will be adjudicating.

Discounts are available to districts that send two or
more representatives. Districts that send four or more
representatives will be entered into a raffle to receive a
full refund of registration fees paid. Raffle will be held
Thursday, Sept. 28 during the Closing Keynote and
Brunch (districts must be present to win).
How do I cancel a registration 7
You must cancel your registration in writing. Your
cancellation must be received by CSDA (via fax or
mail) no later than Friday, Sept. 8, 2006. Cancellations
received by Sept. 8, 2006, will be refunded less a $25
processing fee. No refunds will be given for cancella-
tions made after Sept. 8, 2006. No exceptions!
When can I pick up my registration materials?
Registration materials including badge, meal tickets (if
applicable), a tote-bag from CSDA and Meyers Nave
