A RESOLUTION OF THE
BOARD OF DIRECfORS OF THE
EAST V ALLEY WATER DISTRICT
ADOPTING A CONFLICf OF INTEREST CODE
WHEREAS, the East Valley Water District ("the District") is a county water district
organized and operating pursuant to Califomia Water Code Section 30000 et seq., and a local
governnlent agency subject to the requirements of the Political Reform Act of 1974 ("the Act"),
California Government Code Section 81000 et seq.;
WHEREAS, Section 87300 of the Act requires all local government agencies to adopt and
promulgate conflict of interest codes pursuant to the provisions of the Act;
WHEREAS, the Fair Political Practices Commission ("the FPPC") has adopted a
regulation, 2 Cal. Code of Regs. Section 18730, which contains the terms of a standard conflict of
interest code which can be incorporated by reference, and which may be amended by the FPPC after
public notice and hearings to conform to amendments in the Act; and
WHEREAS, the District desires to comply with its statutory requirements under the Act
and to provide a method to ensure that its Conflict of Interest Code is current and consistent with the
prevailing provisions of the Act and the regulations of the FPPC.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the East Valley
Water District as follows:
Section 1.
The terms of2 Cal. Code of Regs. Section 18730, and any amendments to it duly adopted
by the FPPC, are hereby incorporated herein by this reference and, along with the attached Appendix
in which members and employees are designated and disclosure categories are set forth, shall
constitute the District's Conflict of Interest Code.
Section 2.
Designated officials shall file statements of economic interest with the District which will
then be made available to the public for inspection and reproduction. Upon receipt of the statements
from the District's Board of Directors and General Manager, the Secretary of the District shall make
and retain a copy and forward the original of said statements to the County Clerk of the County of
San Bernardino. Statements for all other designated officials will be retained by the District
Secretary.

Section 3.
This Resolution supersedes Resolution No. 2002.32 adopted by the District's Board of
Directors on August 27,2002, and shall take effect immediately upon its adoption.

APPENDIX
CONFLICT OF INTEREST AND DISCLOSURE CODE
SECTION 100. AdoDtion of Code.
The East Valley Water District ("the District") in the County of San Bernardino hereby adopts this
Conflict of Interest and Disclosure Code ("Code"). The provisions of this Code are additional to
Government Code Section 87100 and other laws pertaining to conflicts of interest. Except as
otherwise indicated, the definitions of said Act and regulations adopted pursuant thereto are
incorporated herein and this Code shall be interpreted in a manner consistent therewith.
SECTION 200. Desimated Positions.
The positions listed on Exhibit "B" are designated positions. Persons holding those positions are
deemed to participate in the making of decisions which may foreseeably have a material effect on a
fmancial interest.
SECTION 300. Economic Disclosure Statements.
Designated positions are assigned to one or more of the disclosure categories set forth on Exhibit
"A: Each person holding a designated position shall fIle a statement disclosing hislher interest in
investments, business positions, real property, and income, designated as reportable under the
category to which his/her position is assigned on Exhibit "B."
SECTION 400. Place and Time of FiliuS!.
A. Persons holding designated positions which are added to the District's Code shall file an
initial statement within 30 days after the effective date of the Code.
B. Persons appointed, promoted, or transferred to designated positions shall file an assuming
office statement with the District within 30 days after assuming the position.
C. Annual statements shall be filed with the District by April 1st by all persons holding
designated positions. Such statements shall cover the period of the preceding calendar year
or from the date of the last statement filed.
D, Leaving office statements shall be filed with the District within 30 days of leaving a
designated position. Such statements shall cover the period from the closing date of the last
statement filed to the date of leaving the position.

E. An individual who resigns a designated position within 12 months following initial
appointment or within 30 days of the date of a notice mailed by the filing officer of the
individual's filing obligation, whichever is earlier, is not deemed to assume or leave office,
provided that during the period between appointment and resignation, the individual does not
make, participate in making, or use the position to influence any decision of the District, or
receive, or become entitled to receive, any form of payment by virtue of being appointed to
the position. Within 30 days of the date of a notice mailed by the filing officer, the
individual shall do both of the following:
(1) File a written resignation with the appointing power.
(2) File a written statement with the filing officer signed under the penalty of perjury
stating that the individual, during the period between appointment and resignation,
did not make, participate in the making or use the position to influence any decision
of the District or receive, or become entitled to receive, any form of payment by
virtue of being appointed to the position.
SECTION 500. Contents of Economic Disclosure Statements.
Statements shall be made on forms supplied by the District, and shall contain the following
infornlation.
A. When an investment, or an interest in real property, is required to be reported, the statement
shall contain:
(1) A statement of the nature of the investment or interest;
(2) The name of the business entity in which each investment is held, and a general
description of the business activity in which the business is engaged;
(3) The address or other precise location and the use of the real property;
(4) A statement whether the fair market value of the investment or interest in real
property equals or exceeds two thousand dollars ($2,000) but does not exceed ten
thousand dollars ($10,000), whether it exceeds ten thousand dollars ($10,000) but
does not exceed one hundred thousand dollars ($100,000), whether it exceeds one
hundred thousand dollars ($100,000) but does not exceed one million dollars
($1,000,000) or whether it exceeds one million dollars ($1,000,000); and
(5) If any otherwise reportable investment or interest in real property was partially or
wholly acquired or disposed of during the period covered by the statement, the date
of acquisition or disposal shall be reported.

B. When income is required to be reported, the statement shall contain:
(I) The name and address of each source of income aggregating five hundred dollars
($500) or more in value, or fifty dollars ($50) or more in value if the income was a
gift, and a general description of the business activity, if any of each source;
(2) A statement whether the aggregate value of income from each source, or in the case
of a loan, the highest amount owed to each source, was at least five hundred dollars
($500) but did not exceed one thousand dollars ($1,000), whether it was in excess of
one thousand dollars ($1,000) but not greater than ten thousand dollars ($10,000),
whether it was greater than ten thousand dollars ($10,000) but not greater than one
hundred thousand dollars ($100,000), or whether it was greater than one hundred
thousand dollars ($100,000);
(3) A description of the consideration, if any, for which the income was received;
(4) In the case of a gift, the amount or value and the date on which the gift was received
and the name, address, and business activity, ifany, of the intermediary or agent and
the actual donor;
(5) In case ofa loan, the annual interest rate and security, if any, given for the loan; and
(6) The fIrst report filed by a person holding a designated position shall disclose any
reportable investments, interests in real property, business positions, and income
received during the previous 12 months.
c. When the filer's pro rata share of incorne to a business entity or trust, including income to a
sole proprietorship, is required to be reported, the statement shall contain:
(1) The name, address, and a general description ofthe business activity of the business
entity; and
(2) The name of every person from whom the business entity received payments if the
fIler's pro rata share of gross receipts from such persons was equal to or greater than
ten thousand dollars ($10,000) during a calendar year.
D. When business positions are required to be reported, the statement shall contain:
(I) The name, address, and a general description of the business entity;
(2) The filer's job title or position; and

(3) A statement whether the position was held throughout the entire reporting period and
the dates the position was commenced or terminated, if not held during the entire
reporting period.
SECTION 600. DisQua1ification.
Persons holding designated positions shall disqualify themselves from making or participating in the
making or in any way attempting to use their official position to influence a governmental decision
when it is reasonably foreseeable that the decision will have a material fmancial effect,
distinguishable from its effect on the public generally, on:
A. The fmancial status of the person holding a designated position or that of his or her spouse or
dependent children;
B. Any business entity located in, doing business in, owning real property in, or planning to do
business in the jurisdiction of the person holding a designated position, in which said person,
or his or her spouse or dependent child, has a reportable investment of $2,000 or more;
C. Any real property located in the jurisdiction of the person holding a designated position and
said person, or his or her spouse or dependent child, has a reportable interest of $2,000 or
more in that real estate;
D. Any person, business entity, or nonprofit entity located in, doing business in, owning real
property in, or planning to do business in, the jurisdiction ofthe person holding a designated
position, from which said person or his or her spouse has received reportable income, other
than loans by a commercial lending institution in the regular course of business, aggregating
five hundred fifty dollars ($500) or more in value within twelve months prior to the time the
decision is made;
E. Any person, business entity, or nonprofit entity from which the person holding a designated
position has received a reportable gift aggregating three hundred sixty dollars ($360) or more
in value within twelve months prior to the time the decision is made; and
F. Any business entity, other than a nonprofit organization, in which the person holding a
designated position is a director, officer, partner, trustee, employee, or holds any position of
management.

employees and the formulation of disclosure categories in the Exhibits referred to above constitute
the adoption and promulgation of a Conflict of Interest and Disclosure Code.

CONFLICT OF INTEREST AND DISCLOSURE CODE
Exhibit" A "
CATEGORY 1
Persons in this category shall disclose all interest in real property within the jurisdiction. Real
property shall be deemed to be within the jurisdiction if the property or any part of it is located
within or not more than two miles outside the boundaries of the jurisdiction or within two miles of
any land owned or used by the District.
CATEGORY 2
Persons in this category shall disclose all investments and business positions.
The Political Reform Act defines investment as follows:
"Investment" means any fmancial interest in or security issued by a business entity, including
but not limited to common stock, preferred stock, rights, warrants, options, debt instruments,
and any partnership or other ownership interest owned directly, indirectly, or beneficially by
the public official, or other filer, or his or her immediate family, if the business entity or any
parent, subsidiary, or otherwise related business entity has an interest in real property in the
jurisdiction, or does business or plans to do business in the jurisdiction, or has done business
within the jurisdiction at any time during the two years prior to the time any statement or
other action is required under this title. No asset shall be deemed an investment unless its
fair market value equals or exceeds two thousand dollars ($2,000). The term "investment"
does not include a time or demand deposit in a financial institution, shares in a credit union,
any insurance policy, interest in a diversified mutual fund registered with the Securities and
Exchange Commission under the Investment Company Act of 1940 or a common trust fund
which is created pursuant to Section 1564 of the Financial Code, or any bond or other debt
instrument issued by any government or government agency. Investments of an individual
include a pro rata share of investments of any business entity, mutual fund, or trust in which
the individual or immediate family owns, directly, indirectly, or beneficially, a 10-percent
interest or greater.
According to the Political Reform Act, a business position is a position of director, officer, partner,
trust<,e, employee, or any position of management in any organization or enterprise operated for
profit, including but not limited to a proprietorship, partnership, firm, business trust, joint venture,
syndicate, corporation or association.

CATEGORY 3
Persons in this category shall disclose all income and business positions.
The Political Reform Act defines income as follows:
"Income" means a payment received, including but not limited to any salary, wage, advance,
dividend, interest, rent, proceeds from any sale, gift, including any gift offood or beverage,
loan, forgiveness or payment of indebtedness received by the fIler, reimbursement for
expenses, per diem, or contribution to an insurance or pension program paid by any person
other than an employer, and including any community property interest in the income of a
spouse. Income also includes any outstanding loans. Income of an individual also includes a
pro rata share of any business entity or trust in which the individual or spouse owns, directly,
indirectly or beneficially, a 10-percent interest or greater.
CATEGORY 4
Persons in this category shall disclose all business positions, investments in, or income (including
gifts and loans) received from business entities that manufacture, provide or sell service and/or
supplies of a type utilized by the District and associated with the job assignment of designated
positions assigned to this disclosure category.
CATEGORY 5
Consultants who are not employed as full-time staff members of the District shall nonetheless be
included as a designated employee and subject to the disclosure requirements herein. However,
those consultants whose positions are marked with an asterisk (*) in Exhibit "B" of this Code, or any
other consultants which may be hired, may not be required to fully comply with the disclosure
requirements herein where the range of duties which they are hired to perform is limited in scope.
Such determination shall be made in writing by the General Manager of the District and shall include
a description of the consultant's duties and, based upon that description, a statement of the extent of
the consultant's disclosure requirements, if any. This determination is a public record and shall be
retained for public inspection in the same manner and location as this Code.

BE IT HEREBY RESOLVED by the Board of Directors of the East Valley Water District, as
follows:
WHEREAS, the water line system and appurtenant structures constructed in accordance
with specifications of the East Valley Water District at Tract 15960 Lots 1 through 16, for public
use in the City of Highland, have been dedicated to East Valley Water District by Stan
Stringfellow.
NOW THEREFORE, BE IT HEREBY RESOLVED, that the Dedication of Water
Distribution System dated October 05,2006 and executed by Stan Stringfellow on October 05,
2006 be accepted and all rights, title and interest in and to said water system be vested in the
East Valley Water District, and that the Secretary of this District be, and is hereby authorized and
directed to record this Resolution with said Dedication of Water Distribution system attached
hereto, in the office of the County Recorder of the County of San Bernardino, State of California.

KNOWN ALL MEN BY THESE PRESENTS;
THAT WHEREAS, EAST VALLEY WATER DISTRICT, (Sometimes referred to
hereinafter as "Obligee"), has permitted the "Developer" to install a water system within
Developer's project at The City of Highland, TIllct 15960, Lots 1 through 16, inclusive, San
Bernardino County, California, commonly known as and located at North Side of
Baseline Avenue at the Tenninus of Hackney Street in the City of Highland
WHEREAS, the water system is more particularly set forth in that certain design
plan and specifications dated September 27,2005 and identified as Water Plans for
Tract 15960 bv Lockwood Enaineerina ComDanv. which are incorporated herein by this
reference; and
WHEREAS, the Developer is required by said EAST VALLEY WATER
DISTRICT to warrant the completed water system against defective labor or
workmanship and materials for a period of one year and to provide a bond or letter of
credit for guarantee of cost of repairs due to defective labor, workmanship or materials.
NOW, THEREFORE, we Hiahland Orchards Associates. LLC. the undersigned
Developer as Principal and Western Insurance ComDanv , a
corporation organized and existing under the laws of the State of Nevada, and duly
authorized to transact business under the laws of the State of Califomia, as Surety, are
held and firmly bound unto the EAST VALLEY WATER DISTRICT in the sum of
~O,OOO.OO said sum being not less than 100% of the total cost for installation
(including labor and materials) of the water system, we bind ourselves, our heirs,
executors and administrators, successors and assigns, jointly and severally, firmly by
these presents.
THE CONDITION OF THIS OBLIGATION IS SUCH, that if the above bounded

conditions and agreements to make all repairs to said water system necessitated by
defective labor, workmanship or materials and shall faithfully fulfill this one year

WHEREAS, the sanitary sewerage system is more particularly set forth in that
certain design plan and specifications September 27.2005. and identified as Sewer
Plans for Tract 15960 bv Lockwood Enaineerina Companv. which are incorporated
herein by this reference; and
WHEREAS, the Developer is required by said EAST VALLEY WATER DISTRICT to
warrant the completed sanitary sewerage system against defective labor or
workmanship and materials for a period of one year and to provide a bond or letter of
credit for guarantee of cost of repairs due to defective labor, workmanship or materials.
NOW, THEREFORE, we Hiahland Orchards Associates. LLC. the undersigned
Developer as Principal and Westem Insurance Companv , a
corporation organized and existing under the laws of the State of Nevada, and duly
authorized to transact business under the laws of the State of Califomia, as Surety, are
held and firmly bound unto the EAST VALLEY WATER DISTRICT in the sum of
$120.000.00. said sum being not less than 100% of the total cost for installation

BE IT HEREBY RESOLVED by the Board of Directors of the East Valley Water District, as

WHEREAS, the water line system and appurtenant structures constructed in accordance
with specifications of the East Valley Water District at Tract 17590 for public use in the City of
Highland, have been dedicated to East Valley Water District by Gardner Construction &
Development, Inc.
NOW THEREFORE, BE IT HEREBY RESOLVED, that the Dedication of Water
Distribution System dated October 11, 2006 and executed by Mark E. Gardner on October 11,
2006 be accepted and all rights, title and interest in and to said water system be vested in the
East Valley Water District, and that the Secretary of this District be, and is hereby authorized and
directed to record this Resolution with said Dedication of Water Distribution system attached
hereto, in the office of the County Recorder of the County of San Bernardino, State of California.

PACIFIC HOMES.
BE IT HEREBY RESOLVED AND ORDERED that the Corporation Grant Deed
dated September 28, 2006 and signed by Michael J. White, Authorized Representative
for Standard Pacific Homes, as Grantors, grants to the East Valley Water District, its
successors and assigns, as Grantee, real property located in the County of San
Bernardino, State of California. more particularly described in Exhibit "A" and the same

Valley Water District, and that the Secretary of said District be and is hereby authorized
and directed to record this Resolution with the said Grant Deed attached hereto, in the
office of the County Recorder of the County of San Bernardino, State of California.

Thank you for your time, effort and participation in the 2006 Mervyns ChildSpree Event. Every
person that contributed to this ChildSpree Event by being a chaperone, child sponsor, helper or
by donation of items has made a vital impact by benefiting the needy children that participated. I
am truly grateful to be a part of Arrowhead United Way (AUW) and to be part of such an
outpouring of generosity from community members, which made this ChildSpree event so
special for all 54 sponsored children and their families.
AUW and I are pleased to acknowledge the continued commitment of Mervyns for sponsoring
the ChildSprce event once again and are especially grateful to Mervyn's store #289 in Highland
for sponsorship of 25 children to shop. Thank you to Erika Leon, store manager, for her help
with this event and especially Claudia Martin, Team Leader, who arranged everything from the
beginning to the end. Thank you to the Mervyn's staff, who set up, cashiered, bagged,
chaperoned, served food and stuffed backpacks. These fantastic Mervyns employees helped
make this wonderful event possible.
I sincerely want to thank everyone who has contributed to the event success and would like to
acknowledge each of your contributions. Thank you Marquez family for their sponsorship of
$2,000 for this event that enabled us to have 54 children sponsored; Highland Noon & Morning
Kiwanis as well as San Bernardino Evening Kiwanis 30 members for volunteering to chaperone,
sponsoring children to shop and supplying school supplies for the backpacks; Adan Gomez,
Business & Community Liaison, for Inland Empire Job Corps for arranging for Chef
and the Culinary School to prepare and serve such a wonderful and tasty breakfast for everyone;
Tom Loza from Redlands Engineering for providing 200- 66er baseball tickets for the children
and their families and for sponsoring $500 towards the event; Ford Construction for providing
$750 towards the back packs; San Bernardino Fire Department Station #228 for the hats, stickers
and wonderful presentation that was so interesting and entertaining; Mc Lane of Southern
California for their employees that chaperoned, pencils, juice and snacks; The 66ers baseball
mascot Bernie for visiting with the children; East Valley Water district for 8 cases of delicious
bottled water. Last but not least, thank you to Sue Hulse from Redlands Engineering and San
Bemardino Kiwanis for arranging all the additional sponsorships noted above and who filled all
the gaps so the children would have an absolutely great day.

Mervyn's ChildSpree lit 1j;' ...
On Saturday, August 5, 2006 Mervyn's hosted the 14th annual
Childspree. 53 underprivileged children received $100 to shop for
back to school clothes. Volunteers helped the kids pick out their
new clothes and made sure eacb child went back to school with a
little more confidence. Arrowhead United Way's Community
Impact Manager, Rebecca Martin, coordinated the child spree and
worked hard to ensure each child also received back to school
essentials. Thanks to donations through Arrowhead United Way,
each child received a new backpack and new school supplies. We
would like to say a special Thanks to Dollar Tree in Highland for Volunteer Amanda Hulse wth
conducting a school supply drive and especially to their customers KimbeMy Flamer at Childspree,
~Dr purchasing the school supplies for these special children.

Pacesetter Inland Empire Health Plan starts off
their first ever campaign with enthusiasm and
SllJlport, Thank you to IEHP's great staff for all
their generosity, Also, setting the pace is Union
Bank of California and Vice President Jim Book-
hout who gave Arrowhead United Way campaign
staff the opportunity to speak with his employees
about our community. Thank you to our paceset-
ters for their on-going dedication and kind giv-
ing.
August 29th was our first Employee Cam-
paign Coordinator 1raining and we wanted
to thank those of you who attended,
Thanks also go to our speakers, Cynthia
Rollins from SAC Health Systems and
Candy Stallings from San Bernardino Sex-
ual Assault. We would like to say a spe-
cial thank you to Costco for donating the
continental breakfast. We were able to
give our coordinators a tour of Mary's
Mercy Center and Veronica's Home as
part of the training.
A Proje~t for Peac~ Arrowhead United Way is extremely pleased to present a
- Operation PhoeniX check for $5,000 to the Operation Phoenix Foundation. We are
confident this money will be well spent on reshaping San Ber-
nardino and making the city one of peace and prosperity,
Operation Phoenix's mission is to attack the root causes of
crime and violence over the long term, providing a safe place
for people to live and thrive. Operation Phoenix has already
demonstrated several accomplishments in the short time it has
existed,
We commend the leaders of this project including Glenn
Baude, Kent Paxton and others who have helped make Opera-
tion Phoenix an early success.

Cherie, age 14, was brought to Crest Forest Family Service Agency after an
angry outburst that frightened her mom into calling 9". Cherie has ADHD
and impulse problems along with her anger problems. Her peers teased
her because she acted much younger then her age. She had iaw seif-
esteem and even regarded herself as a freak. After a year of sessions her
life changed. Her outburst became less intense and frequent, her grades
went from mostly D's to mostly A's and 8'5. She learned to embrace char-
acteristics from her ADHD. To make things even better she did nat regard
herselfas a freak anymore and knows she is unique and special. She has
even helped her friend overcome being teased by her peers,

The Mojave Water Agency is hosting the November membership meeting at
the Apple Valley Inn, 20600 Highway 18 in Apple Valley. The social hour

Director Copelan called the meeting to order at 6: p.m.
INVOCATION & FLAG SALUTE
MI'. Fortyune gave the invocation and Mr. Bulow led the flag salute.
INTRODUCTIONS
Hosting agency -San Bernardino Valley Municipal Water District- Bob Reiter,
General Manager introduced his board of directors Steve Copelan, George Aguilar and Mark
Bulot, and he asked his staff to stand and be recognized. Also introduced were staff members
Melissa Malin, Amanda Aranda and Lillian Hernandez.
PRESIDENT'S COMMENTS AND ANNOUNCEMENTS
Because the speaker had to leave early for a flight, the program was started at 7 p.m
sharp.
DINNER
A buffet dinner was served to 65 guests
PROGRAM -
Jack Gualco from the Gualco Group "Sacramento - Through the Looking Glass of
a Lobbyist."
DRAWING
A total of $169 was collected for the scholarship fund. Twenty dollars each was
given to George Aguilar, Karl Wyne, Jerry Wilson and Roger Duran. Eighty nine dollars
($89) was deposited to the scholarship fund. SBVMWD donated 12 center pieces to be raf-
fled as well.
NEXT MEETING
The next membership meeting is November 20, 2006, hosted by Mojave Water
Agency at the Apple Valley Inn, Apple Valley, CA.

Dr. Kevin Starr
Former California Sfate Ubrarian
Dr. Starr has authored the six-volume book series,
"Americans and the California Dream" which captures
how California emerged from the Gold Rush, continued
on through the Great Depression and was transformed
by the events of World War II.
Dr. Starr has also written "Coast of Dreams: Cali-
fornia on the Edge, 1990-2003" and "California, A His-
tOry," a Modern Library Chronicles book. His writing
has won him a Guggenheim Fellowship, membership
in the Society of American Historians, the Gold Medal
of the Commonwealth Club of California, and the Life-
time Achievement Award, PEN USA, Western Center.
In June of 2006 he was given the Centennial Medal
of the Graduate School of Arts and Science, Harvard
University.
As the seventh State Librarian of California since
1900. Dr. Starr is also a contributing editor to the
Opinion section of The Los Angeles Times and has au-
thored numerous newspaper and magazine articles.

Conduct & Ethics: Training for Water Agency Officials
No Additional Cost with conference registration fees
In order to help local public officials comply with the new requirements of AS 1234, ACWA will offer three
more opportunities this year to receive your ethics training. These programs will be held during ACWA's
2006 Fall Conference & Exhibition in Anaheim, at no additional cost to conference registrants. The three
two-hour training sessions will take place in order to offer conference attendees a maximum of flexibility
with their conference schedules.
The three ethics training sessions to be held at the
2006 Fall Conference & Exhibition are:
Tuesday, Dec. 5; 2 - 4:15 p.m.
Wednesday, Dec. 6; 2:15 -4:30 p.m.
Thursday, Dec. 7; 9:45 a.m. - Noon
General ethics principles and ethics laws that will
be covered include:
Responsibilities of office
Proper use and safeguarding of agency
property and resources
Conflict of interest
Gift of public funds
Financial interest disclosure
Due process requirements
Incompatible offices
Brown Act
Compensation and expense reimbursement
Note on Ethics Training Certificates:
It is the responsibility of each individual to be sure they
sign in before the session begins. In addition, they must
remember to pick up their certificate at the end of the
training session and take it back with them to keep on file.

11. There is no additional cost to attend the ethics
training if you register for the conference.

REGISTRATION INFORMATION
SAVE MONEY ON YOUR REGISTRATION
Everyone who attends the conference must register and
pay the appropriate registration fee. You can lower your
conference registration fees in a number of simple ways:
Package Registration
Available to ACWA public agency and individual mem-
bers, affiliates and associates only: by taking advantage
of this special deal, you will save $109 over register-
ing for each option separately. The same registration
and meal combination will cost you an additional $152
if you wait to purchase this on site. Package registra-
tion includes Tuesday night's opening reception, your
registration fee for the entire conference, and one ticket
to all meals (3 breakfasts, 2 lunches and 1 dinner). The
package is only available until November 3.
Team Discounts
Organizations registering three or more delegates at
one time will receive a $20 discount off the total of each
registration. Payment and registrations must be received
together to receive this discount. This discount does not
apply to exhibit hall only registrations.
Registration Deadline
The registration deadline is November 3. After that date,
you must register on site. Registration may be paid with
a check or charged on your Visa or MasterCard.

Substitutions/Refund Policy
. Substitutions can be made but must be requested in
writing prior to November 3. After that date, they will need
to be handled on site.

Each day a continental breakfast and afternoon refreshments will be available
for registered companions and guests of ACWA conference attendees. It is
only $25 for companions to register for the conference. See the conference
preregistration form on page 11 of this mailer. If you have any questions,
