EAST VALLEY PLANNING East Valley Planning Agency notice dated
AGENCY NOTING MTG September 2, regarding Sewer and Solid Waste
ON SEPTEMBER 15 Disposal Committee Meeting scheduled for
September 15. The General Manager stated he
planned to attend this meeting and would
make a report°
B. BLINN, 3635 J~IPER Secretary Rickert read excerpts from a letter
DAMAGES TO AUTOMATIC dated August 27 received from Bruce G. Blinn~
SPRINKLER SYSTEM 3635 Juniper, San ~ernardino, requesting the
District to reimburse him for damages to his
automatic sprinkler due to too much water
pressure. A copy of ~kl~ letter had beep
mailed to each Director with the agenda.
Engineer Garcia had prepared a report and
read it to the Board Members. He stated the
District has now in~talled a pressure reg~lating
device at Plant 56 to eliminate the high water
pressure ~urges. General Manager Rickert and
Legal Counsel recommended denying this claim
and turning it over to District insurance
carrier to check out the total extent of the
damage to the Blinn's sprinkler system.
MOTION Upon motion by Director Disch, duly Seconded
by Director Forrest:and carried unanimously
by those Directors pre~ent, Staff was authorized
to deny the claim of Bruce G. Blinn, 3635
Juniper, and refer to District insurance
company.
CSDA 2-DAY CONFERENCE Secretary Rlckert presented a notice from the
OCTOBER 30 AND 31 California Special Districts AsBoeiation~ noting
a two-day conference to be held on October 30
and 31, in Fresno, California. President Wall~
being a Director.for the Special Districts
Association, stated the Association would be
appointing their slate of Directors for the
forthcoming year. Mro Rickert mentioned some
of the many accomplishments that the CSDA had
performed in their first year° One being the
uniting Of 2,200 Special Districts throughout
California~ and the successful presentation
of legislation to the State Legislators that
will benefit Special DiBtricts.
MOTION Upon motion by DirectOr Forrest, duly seconded
by Director Disch and carried unanimously by
those Directors present, the General Manager
and any Board Member was authorized to attend
the CSDA two-day conference at District expense.
ASSEMBLYMAN QUIMBY G~neral Manager Rickert had correspondence to
AB 1005 and from Assemblyman Quimby relating to
Section 30507 of the Water Code on Compensation
for Attendance to Board Meetings. Copies of
all letters had been mailed to each Director
with the agenda. This was for information
to keep Board Members up to date on progress
of attempting to get Assembly Bill 1005
revised. No action necessary or taken at
this time.

CI'I~ OF SAN BERN~RDINO Secretary Rickert presented a letter received
STORM DRAIN IN LYNWOOD this date~ dated September I1, from City Engineer
DRIVE Purdy L. Nicks regarding the relocation of
District's 14-inch water transmission main at
Loma and Lynwood, for installation of city's
drain line. The City stated that construction
of the drain would start on September 24, 1970:

CITY'S REQUEST FOR Engineer Garcia gave an estimated cost to
DISTRICT TO RELOCATE relocate the District's 14-inch water trans-
~4-INCH WATER MAIN mission main in this area. He stated that
CONT'D District crews could not do this job in the
time alloted as there were two other projects
in process now in relocating District li~e~
Staff felt due to excessive cost of
it would appear that the City was expecting too
much of the District to pay all the cost of all
relocations. Legal Counsel stated he would like
to check further into the matter to see if it
is the legal responsibility of the District
to relocate at its expense. The Directors asked
Legal Counsel to report back to them for the
September 28, 1970, Board Meeting of his findings°
CALIFo FARM BUREAU Secretary Rickert presented a letter dated
RE: CARLEY PORTER September 2 from the California Farm Bureau
DINNER Federation, noting that Carley V. Porter,
Chairman of the Assembly Committee on Water,
would be honored at a dinner in Los Angeles
on September 24° This was for information
only with no action taken.
NEW BUSINESS -
O° YHINGLUM'S REQUEST Secretary Rickert presented the request of
FOR DISTRICT TO PAY . Oscar Thinglu~ of 8139 Del Rosa Avenue~ for the
SEWER BILL AT .. District to pay Rotc-Rooter Sewer Service bill
8139 DEL ROSA AVE. of $22.00. A copy of the bill dated August 31
had been sent to each Director with the Agenda.
Engineer David Garcia .made a report and explained
to the Board, that the sewer main line was
pluggedo Mr. Rickert stated that stoppages do
occur in District lines and that Mr. ThinglUm
did attempt tO do what was correct and stated
it was a.justifiable claim and recommended
reimbursing Mr. Thinglum for his bill to
Rotc-Rooter Company.
MOTION Upon motion by Director Forrest, duly Seconded
by Director Disch and carried unanimously by
those Directors p~esent, Staff was authorized
tO pay the claim of Oscar Thinglum at 8139 Del
Rosa Avenue on the clogged sewer to Rotc-Rooter
in the amount of $22.00.
RESOLUTION 1382 Resolution No. 1382 was presented requesting
DEDICATION OF SEWERS acceptance of Dedication of Sewers' in Tract 6436
STUBBLEFIELD CONST for Stubblefield Constr~ction Company, signed
TRACT 6436 by Ac H. Stubblefield and dated August 28, 1970~
MOTION Motion was made by Director Stallwood, duly
seconded by Director Disch and carried unanimously
by those Directors present, to adopt Reso~ution
Number 1382.
D~STRICT AUDIT At this ti~, Auditor Hendricks presented
ENDING JUNE 30~ each Director with a copy of the Audit ending
1970 June 30, 1970, prepared by Eadie and Payne~
Mr. Hendricks stated that Ken Patterson of Eadie
and Payne would be present at the next Board

by Director Stallwood and carried unanimo~sly
by those Directors present, Staff was authorized
to set up a dinner meeting for the next Board
Meeting of Septembe~ 28 for Mr. Patterson of
Eadie and Payne to give his report on the
District Audit of June 30,
