Paul Dolter led the flag salute. ROLL CALL: PRESENT: Directors Stoops, Negrete, Lightfoot, Sturgeon, Douglas ABSENT: None STAFF: Robert Martin, General Manager; Sandra Shepherd, Bd Secretary; Alberta Hess, Auditor/Controller, Paul Dolter, Assistant District Engineer; Jean Parkes, Secretary 1I LEGAL COUNSEL: Steve Kennedy GUESTS: Willard Kenley, Richard Walker, James Schlahta, Barbara Voight, Duncan Parkes PRESENTATION OF RESOLUTION 1994.74 - A RESOLUTION OF APPRECIATION TO DUNCAN PARKES FOR 30 YEARS OF SERVICE The Board President read and presented Resolution 1994.74 to Duncan Parkes for his 30 years of dedicated service to the District. M/S/C (Stoops/Lightfoot) that Resolution 1994.74 be approved as presented. The Board expressed best wishes to Mr. Parkes and appreciation for a job well done for the last 30 years. PUBLIC PARTICIPATION The public participation section of the meeting was declared open at 5:30 p.m. Mr. Walker discussed public requests and comments. He indicated that Senator Ayala's office stated that the District is required to place all public comments in the minutes. Legal Counsel requested Mr. Walker to bring the code section that states this. Mr. Kenley stated that decisions made in closed session must be disclosed in open session. Mr. Kenley was informed that decisions made in closed session are disclosed after the Board returns to regular session. Mr. Schlahta discussed the minutes from the January 20, 1994 meeting. He feels that the minutes should reflect entire discussions and comments by the public. He also stated that the District should record their meetings. There being no further written or verbal comments the public participation portion of the meeting was closed. APPROVAL OF APRIL 11, 1994 MEETING MINUTES M/S/C (Sturgeon-Negrete) that the April 11, 1994 minutes be approved as submitted. APPROVAL OF LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS The General Manager noted that the customer at 7662 Elmwood Court, 23938 Clear Springs and 28035 Nona Avenue had paid their accounts and should be removed from the lien list. M/S/C (Sturgeon-Negrete) that the liens for delinquent water and sewer accounts be approved for processing with exception noted by the General Manager. APPROVAL OF JOB CLASSIFICATION STUDY AND RE- ORGANIZATION CHANGES M/S/C (Sturgeon-Stoops) that the job classification study and re- organizational changes as outlined in the General Manager's memorandum dated April 19, 1994. Director Lightfoot voted no. CITY CREEK WATER COMPANY POSSIBLE DISSOLUTION The possible dissolution and sale of City Creek land was reviewed at length. The assets include a parcel of land and water rights which will need a decision on how to best handle. M/S/C (Lightfoot-Stoops) that the East Valley Water District board members that are officers of City Creek be directed to move forward with the land sale with the appraised value as a minimum bid. 4/25/94 16 LOCAL AGENCY INVESTMENT FUND SUMMARY The Local Agency investment fund summary was reviewed. Information only. GENERAL MANAGERS REPORT The General Manager reported on District operations to date; the LAFCo Special Districts selection and a customer compliment for work done by Ron Severson and Mike Chandley. Information only. ORAL COMMENTS FROM THE BOARD OF DIRECTORS Director Stoops commented on the Director's commitment to insure that the Board did not violate the Brown Act in any way. President Douglas informed the Board that Dottie Ray from the Registrars Office appreciated the message the District placed on the bills about voting. CORRESPONDENCE TO LOCAL CONGRESSMEN REGARDING WATER QUALITY ISSUES AND THE ENDANGERED SPECIES ACT The Board reviewed draft correspondence to various Congressmen regarding water quality issues and the Endangered Species Act.
