On Friday, April 13, 2007, the Boazds' Ad-Hoc Committee met to review procedural issues
ref;arding the appointment of a new Board Member on April 16, 2007. The Committee wishes to offer
the following recommendations:
i) Ali public comments regarding any candidate be heazd at the start of the Speciai Board
Meeting (Agenda Item #1).
2) The E'~oazd should review the procedural aspects of the selectiott process and have its legal
couns~~l provide a brEef summary. •
3) Tl~e candidates will be asked to make their presentations in alphabetical order. Each
ca~idid:ate will be asked to provide a five-minute oral summary of their qualificarions and
background.
4) Follouiing each presentation, Boazd members will be aitowed to ask the candidate any
pertine:nt questions regazding their qualificadons.
5) After alt presentations and questions aze completed, a nomination process will be
conduc:ted. Each Boazd Member wilt be allowed to make no more than one nomination. A
nomin;ition does not require a second. Following nominations, a roll call vote shall be
conducted for the nominees. If any one nominee receives a majority of votes, then this
proces:: is compiete and the successful nominee shall be sworn in. If no nominee receives a
majority of votes, then a second roli cal! vote shall be conducted. As many votes as aze
required to select a nominee shall be conducted. The Boazd President may at his discretion,
ask each nominee to make a secondary oral presenzation to the Board at any time during the
voting ~rocess.
6) Once a nominee receives a majority of the votes, he or she shatl be sworn into office.
7) ?f ±or any reason, the 3oard is unable to make a selection on Apr:l 16`h, ~han a second 3oazd
meetinr~ will be scheduled to continue the selection process.

continually vvithin the East Valley Water District since 1982 at 25819 Date Street.
My involvement within the community has been long and varied. The list includes, but
is not limited. to, the Arrowhead United Way; San Bernazdino City Unified School
District; San Bernardino Community College District and the San Bernazdino Chamber
of Commercr„ just to name a few.
Water qualirr is pazamount to the ratepayers of the East Valley Water District. To that

It is my understaziding that the East Valley Water District currently has a vacancy on the Boazd of
Directors. I woiild like to take this opportunity to recommend to you and to your Board, the
appointment of Nir. Alex Estrada.
For fifteen years Mr. Estrada has been the Director of Redevelopment and Transportation for the
Inland Valley Development Agency/San Bernardino International Airport Authority. He has
done nothing le:~s than an admirable job in overseeing the construction of various capital
improvement projects exceeding well over $I50 million dollars.
Mr. Estrada is a native of San Bernardino, having attended schools in the local area, he is a
graduate of Pacific High School; San Bernardino Valley College; Cal State Los Angeles with his
BA degree in Urban Studies and his Masters in Public Administration from Cal State San
Bernardino. Recf:ntly, Mr. Estrada moved back to the Highland area in December of 2006 and he
would like to liave an opportunity to give back to the community. I know that the Board wiil
have several applicants apply for this position, however, Mr. Estrada will bring a new perspective
to the Board, beirig that he has worked in both the private and pubiic sectors for over 31 years.

It is my imderstanding that the East Valley Municipal Water District currently has a
vacancy on the Board of Directors. I would like to take this opportunity to recommend to you
and to your Board, the appointment of Mr. Alex Estrada.
I have personally been associated with Mr. Estrada for over fifteen years and most
recently in the pusition as the Director of Redevelopment and Transportation for the Inland
Valley Development Agency/San Bernardino International Airport Authority. In my personal
observations of hi.s daily work product, Mr. Estrada has achieved stellar successes in managing
staff and consultants and in overseeing the construction of various capital improvement projects
that total in exces:~ of $150 million dollazs.
Mr. Estra<la is formerly from the San Bernardino area and attended public schools and
universities in the area. Recently, Mr. Estrada relocated his household to the CiTy of Highland in
December of 200ti, and he has a genuine interest in giving back the benefits of his talents to the
community. It is likely that the Board will have numerous applicants applying for this position.
Nevertheless, Mr. Estrada will bring a welcomed and enlightened perspective to the Board based
upon the numerous successful public works projects, private development projects and public

I'd like to express my interest in serving on the Board of Directors of the East Valley Water
District. My desire to serve stems from understanding the importance of community involvement
and public service. Having lived in the area for over 20 years I have developed a genuine desire
to serve and to be involved in making decisions that that affect the community. Further, my
experience wilh water and sewer operations makes me the ideal candidate for the vacancy.
In my current position with the San Bernardino County Special Districts Department, i have
developed a ~ieeper understanding of the importance of establishing and maintaining a good
rapport between the public utility, its governing body, and the community it serves. As a Budget
Officer, some of my duties include: coordinating and managing budget development with water
and wastewater operations; developing and delivering budget and rate presentations to
community Acivisory Commissions; and providing relevant and timely information to County
management ;and the Board of Supervisors. I have also become familiar with many of the issues
facing water ai~d sewer districts.
I want to assiare you that I have the support system necessary to meet the time commitment
required to sr,rve on the Board. Further, I am confident that I am fully able to fulfill the

Graduated F ontana High School 1963. Attended Chaffey College 1963-1964, Police
Science Major. Attended Valley College 1967-1969, Physical Education major,
assistant instruc;tor, SCUBA diving course. Certified electrician 1969, Kaiser Steel
Corporation, Fontana Basic Steel Plant. Graduated San Bernardino County Sheriffs
Academy, 22nd Session, 1970. Attended Chapman College 1977-1978, Psychology
major. Continued education in law enforcement. Basic, Intermediate and Advanced
Peace Officer Standard of Training (POST) Certificates.
EMPLOYMEN7' HISTORY
I started full time employment in 1965 at Kaiser Steel Corporation, Fontana. In 1969
I was laid off in a work force reduction and had attained the position of electrician in the
Electric Field crew.
1970 I was fiired by the San Bernardino County Sheriff's Department. Attended and
graduated from the Basic Academy. 1970-1972 assigned to custodial duties. 1972-
1977 assigned •!o patrol functions at the Fontana Station. Investigated misdemeanor
and felony crimes as reported. Conducted surveillance's, prepared and executed
search warrant:>, testified in Municipal and Superior Court.
1977 promoted to Sheriff's Detective and assigned to the Victorville Station.
Investigated all felony crimes occurring in the Victorville area, including but not limited
to, crimes agairist the person and against property.
1978 assigned to the Forgery/Fraud Division in San Bernardino. Investigated fraud
cases including insurance fraud, land fraud and forged documents.
1978 transfe~rred to tfie Homicide Division. Investigated crimes against the person,
suspicious deaths, murders, officer involved shootings.

Currently there are three individuals on death row in the State of California that are a
product of cases that I worked on. One individual, William Bonnin has been executed.
1983 ran for and was elected President of the San Bernardino County Sheriff's
Employees' Benefit Association (SEBA). Duties included contract negotiations, day to
day representation of rank and file and management bargaining units and
administration c~f benefits provided by the association. The position required full time
efforts and I was released from duty by the SherifFs Department to fill the position with
no loss in salan/ or benefits.
1986 ran for and was elected President of the Peace Officers Research Association
of California (PORAC). Again, the position required full time attention and I was
released by the Sheriff's Department.
1991, Janusiry, service retired from the San Bernardino County Sheriffs
Department.
1991-199?_ e;njoyed retirement, improved goif game and decided on alternate
career.
1992 startecl Larry Malmberg Investigations.

Thank you for your time on the phone yesterday. As we discussed, I am very interested
in serving on the East Valley Water District Board of Directors to help address some of
the challenge:~ facing the district. As the Inland Empire continues to lead the state in
population growth, there is significant risk that we will face water shortages or incur
expensive investments to meet the demand. These challenges could be amplified in some
climate chan€;e scenarios as noted in a recent RAND study on water management in the
Inland Empire. My multi-disciplinary background and experience will help the board
address these challenges.
As a native ta the Highland-San Bernardino area, I have seen many changes in the valley.
I have extens:ive business experience coupled with a strong background in citrus fattning
and real estate investment. I hold a dual doctorate in optometry and jurisprudence and
haue significant board and committee experience at the narional, state and local level,
including the San Bernardino County Agricultural Stabilization and Conservation Service
(ASC) Committee.
I have dedicated most of my life to improving the Inland Empire and believe that I could
make a valua~ble contribution to the EV WD. I look forward to being part of an interesting
and challenging board serving the people in the Highland-San Bemardino area and
expanding and enhancing the scope of service and education.

It is my desire to seek appointment to serve on the Board of Directors of the East
Valley Water District.
I firmly believe that I possess a unique blend of real world public and private
experiences. I am hopeful that my talents and academic training will be a
valuabie re~ource for the ratepayers of the District and a compliment to the
existing Bosird of Directors.
As a resident of the District since 1982, I have seen the resultant demands of
population clrowth and believe that I can understand and appreciate many of the
challenges iacing the District in regards to service delivery, infrastructure, and
the environrnent. With deep roots in the community I have a sense of being and I
will give this Board and its constituents the energy and attention they deserve.
My goal in seeking this appointment is to lend my experiences and talents to help
shape a better place for all of us to live, work, and play.

applicant for the vacant seat on the East Valley Water Board.
A~plicant: Carmen M. Nevarez represents 60 years of a rich personal family
legacy of achievement of the American Dream by her pominguez-Nevarez families.
Schooling: Carmen was raised in San Dimas, CA, in a family of 11 children. She
attended San Dimas Elementary Grammar School; Bonita High School; Chaffey Jr.
College and graduated from La Veme College in 1948 as a teacher. She taught in the San
Bernardino School District until her maniage in 1952. She married Cruz Nevarez, a
returning W W II veteran. They had three children; and were divorced in 1971. Carmen
returned to teaching from 1971 to 1983; and retired frorn the San Bernardino School
District
W W II Legacy: in 1946, Carmen worked in a Defense Plant in Pomona, Ca.
making de-ir,ers for B-1? Bombers.
In 1970-1971, her family hosted three Japanese Home-stay exchange students.
In 1971 she received a CTA-Martin Luther King Jr. Scholarship Award and
returned to B:edlands University, earning her Masters Degree, plus a Counseling
Certificate; and in 1978 a State Bilingual-Education certificate.
Leea,~ 53+ years in San Bernardino Inland Empire as a public school Educator;
she has helpe:d in forming the lives of hundreds of students and future citizens for over 22
years, from 1948 to 1983, and as Home-teacher in 1960, for SBCUSD. In 1970 she was
selected as Kindergarten teacher in Colton District, BICEP- Federal Program for San
Bernardino/C'hino/Ontario School Districts. In 1995-2001 she was selected by Cal State
University as an E.S.L. teacher, in Project Help a Federal program. She volunteered as
Spanish -Teacher for Highland Senior Center in 2000. She retired in 1983; and returned as
substitute teacher for Rialto School District from 1993-2003.
1983-1993 partnered with daughter, Olivia, as owner-builder rehabbing houses and
selling them to first time Hispanic buyers in San Bernardino. Worked with the U.S. Army
Corps of Engineers to buy houses from Norton Air Base runway and financing from the
San Bernardi;lo City Redevelopment Commission. In 1999, joined Catholic Daughters of
America and helped build two Habitat for Humanity homes in Riverside, Ca; in 2006
helped Pomona Habitat for Humanity build six homes in Claremont, Ca.
As Mother/homemaker and community work, she has volunteered in Heart
Association and Cancer fund raisers; Easter Seals; Girl ScoutsBoy Scouts; Little League,
Special Olympics, P.T.A.; St. Anne Catholic Church; community service organizations,
St. Bernardine Hospital Guild, President and co-founder of Latin American Women's
League, President of San Bernazdino Faculty Wives; Charter member of League of
Women Voters; and member and V.P. of Calif. Retired Teachers Assoc.; and senior
Olympics participant in bowling and art events, to the present ---2008. She volunteers at
Santa Claus Inc. with Retired Teachers at Christmas, distriburing gifts to needy families.
Hobbies include: cooking, sewing, upholstery, bowling, golf, water aerobics,
dance/writiYig/computer classes, china painting, watercolors/oil painting --- and travel!
Ms Plevarez is currently writing her autobiography which represents a story of
education in achievement of the American Dream. A chapter is devoted to the untold
st~ of Ces,~r E.Chavez, civil rights national hero as he started his career in CSO, at the
Nevarez hoxne, 1954-1960; and a chapter about her 14-yeaz civil rights episode in the
integration/desegregation of Ramona-Alessandro Elementary School.
Ms Tlevarez supports the Fine Arts and Sinfonia Me~cana, and has volunteered
(ten+ yeazs) as usher at California Theater of Performing Arts. As Artist, Carmen painted
a 36x40 oil portrait of Cesar E. Chavez and gifted a copy to the Cesar E. Chavez Middle
School in San Bernardino, in 2006. The original portrait is slated for Chavez's widow
Helen, to be hung at Cesar E. Chavez Museum in Keene, CA, where the National Mexican
hero Chauez is buried.
In 7_0~~3-2004, Ms Nevazez attended Universidad Internacional de Cuernavaca,
Mexico as a student in a six month home-stay program through S.B.CaI State Univ. Some
world travels include trips to Mexico; in 1955 three months in Europe, England, Scotland,
Scandinavia and Spain. She has attended four Elderhostels in Canada, Alaska and New
Mexico; a Mediterranean cruise and Caribbean to Puerto Rico, Jamaica and Haiti; A
Middle-East trip to Jerusalem, Syria, Jordan, Egypt and King Tut's tomb. A most
memorable hip was a 26-day tour of our USA with her children. Just recently, Apri12008,
was a trip to ~~hina with the S.B. Chamber of Commerce. She has enjoyed many other
trips --- and xnost of all, meeting wonderful people and making new friends.

My interesi: in being a Board Member is foremost to help my community, to see progress

plan and prepare for growth, and to support innovation that will help the East Valley
Water District.
I have worlted directly with the public, local, state, and federal agencies regarding water
quality issL~es. I understand how important water is as a resource and for the growth of a
city. I have come to accept the financial difficulties in trying to accomplish a goal or
authoritative demands.
I have wor:ked on Total Maximum Daily Load (TMDL) issues with the City of Newport
and managed contracts for them and for the Metropolitan Water District of Orange
County, and worked as an inspector for our Dairy Program.
Being fluent in Spanish has put me in a position to educate myself on other important
issues such as the Perchlorate issue with the city of Rialto and the Septic Tank
Prohibition. in the City of Quail Valley.
I am curreTitly Project Manager for the Nutrient and Mercury TMDLs within the Big Beaz
Lake watershed, and Contract Manager for two State Contracts totaling 2.6 million.
I have atte~ided several of Our Board meetings and feel that I too can help bring sound
decisions that could benefit the District. With my degree in Chemical Engineering and
seven yearr working for the California Water Quality Control Board I hope to help be
and asset to the East Va11ey Water District Board.

District Boar<1 of Directors.
Prior to my retirement after 18 '/z years as the first city manager of the city of Highland, I
had many op~+ortunities to work with the Board and staff of the District. All of those
experiences vrere very positive as we built a team approach between the two entities.
Since retiring from the city of Highland in July 2006 I haue served as the interim city
manager for the city of Redlands and the interim director of freeway construction for the
San Bernardino Associated Governments. Overall, I have more than 36 years of effective
performanr,e in ]ocal government.
My wife Len and I have raised all five of our children in Highland. Two graduated from
Redlands Fsa:~t Valley High School and three from Redlands High School.
Our plans arf: to stay in the Highland area for the long term and I look forward to the
opportunity to serve on the Board.
I hope to have the opportunity to meet with the Board to discuss my background and
