NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD
ON TUESDAY, MAY 4, 1993 AT 7:00 P.M. IN THE KNIGHTS OF
COLUMBUS HALL, 1729 E. BASELINE, SAN BERNARDINO, CA.
THE PURPOSE OF THIS HEARING WILL BE TO CONSIDER AND
RECEIVE COMMENTS FOR PROPOSED FEE REVISIONS TO DISTRICT
WATER AND SEWER RESOLUTIONS AND ORDINANCES.
A COPY OF THE PROPOSED REVISIONS AND BACKGROUND
MATERIALS CAN BE OBTAINED AT THE DISTRICT OFFICE, 1155 DEL
ROSA AVENUE, SAN BERNARDINO, CA.

I, Sandra Shepherd, being first duly sworn, deposes and says that she
is, and at all times herein mentioned, was the duly qualified Secretary
of the Board of Directors of the East Valley Water District, San
Bernardino, California; and that she caused to be posted on or near the
door of the meeting place of the Board of Directors of said District at
1155 Del Rosa Avenue, a copy of Notice of Special Meeting of the
Board of Directors of said District.
Said posting was commenced on the 18th day of April, 1993 at
10:00 a.m. and remained posted to the time of meeting.

The meeting was called to order at 7:00 p.m. by President Lightfoot.
ROLL CALL:
PRESENT: Directors Disch, Stoops, Sturgeon, Douglas, Lightfoot
ABSENT: None

PUBLIC HEARING
M/S/C (Stoops-Sturgeon) that the Public Hearing for purposes of discussing
possible water and sewer rate revisions be declared open at 7:01 p.m.
Staff reviewed a proposed 3% increase in consumption charges for water plus other
fees affecting developers and new customers. At this time a sewer rate increase is
not being considered, however, sometime later this year the City of SB is proposing
to raise their rates which will affect the District.
PUBLIC COMMENTS
The hearing was opened to the public for comments. Members of the public were
opposed to the proposed 3% increase in the consumption charge. The proposed
meter test charge was also discussed with opposition from some members of the
audience. Various other items were discussed including the proposed
disconnect/reconnect charge and the security deposits.
M/SIC (Stoops-Sturgeon) that there being no further public comments the
public hearing be closed at 8:53 p.m.
ADOPTION OF ORDINANCE NO. 349 - REPEALING ORDINANCE NO. 348,
ESTABLISHING RATES AND CHARGES FOR SEWER SERVICE
M/S/C (Disch-Douglas) that Ordinance 349 be adopted.

ABSENT: None
ADOPTION OF RESOLUTION 1993.87 - ESTABLISHING WATER RATES,
RULES AND REGULATIONS FOR WATER SERVICE
Director Disch recommended that the charge in Section 14 "Disconnect/Reconnect
Charge for Non Payment" be reduced from $30.00 to $15.00 for after normal work
hour reconnects; that the additional charge in Section 15, Meter Test Charge be
changed to read "The meter test charge is hereby established at the rate of $50.00
for the second and subsequent test; that the first bench test be at no charge.
M/S/(Disch-Lightfoot) that Resolution 1993.87 be adopted with
recommended changes. Motion did not carry.
M/S/C (Sturgeon-Douglas) that the proposed 3% increase in the
consumption charge be withdrawn.
