ROLL CALL: PRESENT: Directors Disch, Stoops, Sturgeon, Douglas, Lightfoot ABSENT: None STAFF: Sandra Shepherd, Bd Secretary; Alberta Hess, Auditor/Controller; Paul Dolter, Assistant Dist. Engineer LEGAL COUNSEL: Jim Anderson, Steve Kennedy GUESTS: Jim Schlahta PUBLIC PARTICIPATION Mr. Jim Schlahta read a letter addressed to the Board President in which several ideas were suggested for cutting costs. Mr. Schlahta also requested that the Directors fees which included the trip to the ACWA conference in Tahoe be available in 10 days. APPROVAL OF MAY 24, 1993 MINUTES M/S/C (Stoops-Sturgeon) that the May 24, 1993 minutes be approved as submitted. APPROVAL OF MAY 4, 1993 SPECIAL MEETING MINUTES M/S/C (Stoops-Sturgeon) that the May 4, 1993 special meeting minutes be approved as submitted. LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS M/SIC (Stoops-Sturgeon) that the liens for delinquent water and sewer accounts be approved for processing. 1 RESOLUTION 1993.126 - ACCEPTING DEDICATION OF SEWERS FOR TRACT 14398 was presented to the Board for approval. ROLL CALL: AYES: Directors Disch, Stoops, Sturgeon, Douglas, Lightfoot NOES: None ABSENT: None DISBURSEMENTS M/SIC (Stoops-Sturgeon) that the General Fund Disbursements #151430 to #151631 in the amount of $872,150.66 and Payroll Fund Disbursements #7918 to #7964 in the amount of $45,508.12 totaling $958,727.40 be approved. REPORT ON SAN BERNARDINO COUNTY FLOOD CONTROL MINING PERMIT FOR 7 OAKS DAM Legal Counsel reviewed the status of the conditional use permit for the 7 Oaks Dam. A recommendation was made that representatives from East Valley Water District and North Fork Water Company meet with staff of the Planning Department and the Flood Control District to discuss their concerns and attempt to work out alternative language of funding mechanisms. If acceptable conditions cannot be worked out the District and the North Fork Water Company is to be notified and allowed to appear before the Board of Supervisors at any hearing on this appeal. CORRESPONDENCE FROM THE CITY OF SAN BERNARDINO REGARDING THE ADDITION OF A UTILITY USERS TAX TO WATER AND SEWER SERVICES The Board reviewed a request from the City of San Bernardino in which they ask the District to collect a utility users tax for water and sewer services if a decision is made to expand the collection of the tax to water and sewer services. Legal Counsel will research this request and advise the Board at a later date. REPORT ON SBVMWD VS BIG BEAR MUNICIPAL WATER DISTRICT LITIGATION Legal Counsel reported on the San Bernardino Valley Municipal Water District vs Big Bear Water District litigation. Information only. CORRESPONDENCE FROM JIM SCHLAHTA President Lightfoot asked for clarification from Mr. Schlahta on a letter he presented at the May 24, 1993 board meeting. CORRESPONDENCE FROM SHOSHANNA SIMON Correspondence from Shoshanna Simon commending District staff was reviewed. Information only. EXECUTIVE SESSION M/S/C (Disch-Sturgeon) that the Board move into executive session at 6:30 p.m. to discuss the SBVMWD vs Big Bear Municipal Water District lawsuit, Small Claims action by James Lee; Victoria Village; Stephan Law litigation; and the Patton Property litigation as provided for in the California Open Meeting Law, Government Code Sections 54956.9b. RETURN TO REGULAR SESSION M/SIC (Sturgeon-Disch) that the Board return to regular session at 6:42 p.m. ORAL COMMENTS FROM THE BOARD OF DIRECTORS Director Disch and Vice President Douglas reported on the AWWA Conference held in San Antonio.
