PRESENT: Directors: Goodin, Le Vesque, Sturgeon, Wilson ABSENT: Directors: Negrete STAFF: Robert Martin, General Manager; Ron Buchwald, District Engineer; Justine Hendricksen, Administrative Manager LEGAL COUNSEL: Steve Kennedy GUEST(s): Charles Roberts (Highland Community News), Tom Shalhoub (Yucaipa Valley Water District) (PUBLIC PARTICIPATION President Goodin declared the public participation section of the meeting open at 8:33 a.m. There being no written or verbal comments, the public participation section was closed. DISCUSSION AND POSSIBLE ACTION REGARDING AWARD OF BID FOR RELINING OF THE NORTH FORK CANAL OVER THE SANTA ANA RIVER The General Manager reviewed the North Fork Canal project with the Board; that the process to reline the pipe is more cost effective than replacing the actual pipeline; that three bids were received. Mr. Buchwald reviewed the bid process with the Board; that CDM reviewed the bid packages in detail; that the original Engineers estimate was between $300,000 — $350,000. Director Le Vesque would like to know what and if there is any warranty and what size is W the pipe. Special Meeting Minutes: 02/05/08 jph Mr. Buchwald stated that the pipe is 54" in width and transitions to 30" riveted steel and has the normal one -year warranty; that the goal of the project is to keep equipment out of the channel and that the project will be video taped. M/S /C (Le Vesque - Sturgeon) that the contract for the North Fork Canal Pipe Rehabilitation be awarded to Southwest Pipeline and Trenchless Corp. President Goodin asked if the District contracted with Southwest Pipeline and Trenchless Corp. in the past. The General Manager stated that the District has not contracted with Southwest Pipeline and Trenchless Corp. in the past but CDM did reference checks. President Goodin introduced Tom Shalhoub from Yucaipa Valley Water District. Mr. Shalhoub stated that the disparity over bids is overwhelming. Mr. Shalhoub would like to know how long the District would be at its interim facilities. a I I W The meeting was adjourned at 9:46 a.m. Donald D.
