Goodin on August 11, 2009. The Board declared their intent to appoint a new director and directed staff to post the appropriate "Notices" for the vacant position. The notice stated that all interested applicants for the vacancy should submit their letter of interest no Iater than close of business on Friday, September 4, 2009 (in compliance with the 15 day Notice Period). The Board scheduled a Special Board Meeting on Monday, September 14, 2009 (2:00 pm) for the purpose of appointing a new Board Member. If needed, a second meeting could be held on Tuesday, September 29, 2009 to appoint a new Board Member. The appointment must be made by the close of business on Friday, October 9, 2009 to comply with the 60 -day provision mandated by State law. Martin, General Manager Subject: Board Appointment I would like to offer the following recommendations regarding the Board appointment process for the Special Meeting scheduled for Monday, September 14, 2009: 1) All public; comments regarding any applicant be heard at the start of the Special Board Meeting (Agenda Item #1). 2) The Board should review the procedural aspects of the selection process and have its legal counsel provide a brief summary. 3) The applicants will each be asked to make their individual presentations. Each applicant will be asked to provide a five- minute oral summary of their qualifications and background. The order of the applicant presentations has been selected at random. The Board President shall request all applicants leave the room until each applicant can be called in individually to make their presentations. 4) Following each presentation, Board members will be allowed to ask the applicant any pertinent questions regarding their qualifications. 5) After the presentation and question periods have been concluded, the Board shall select no more than three finalists from among those who have applied. Each Board member may vote for up to two applicants. The results shall be announced, itemizing each Board members votes. The applicants receiving the largest number of votes will be chosen as finalists. Any ties will be broken by subsequent votes among only the applicants tied for a remaining finalist(s) position(s). The votes of each Board member shall be announced after each round of balloting. 6) A second hearing may be held on September 29"'. Each of the finalists shall have up to ten minutes to make oral presentations. After the applicant presentations, the Board President shall allow each Board member to ask questions of the applicants. At the conclusion of the question }period, the Board shall vote for one of the finalists to fill the un- expired term. 7) Once an applicant receives a majority of the votes, he or she shall be sworn into office. My educational background consists of graduating from Cal Poly San Luis Obispo with a business degree. Afterward, I returned to my alma mater graduating with a Masters Degree, Pupil Personnel Credential and college counseling. After a few years, I decided to return to the world of academia La Sierra University graduating with a credential as school psychologist. While working for San Bernardino City Unified School District, I returned to National University graduating with credentials in primary school teacher and administration. In June 11, 2009, 1 decided to retire with twenty -six years of service in the field of education. I find the issues very interesting and feel I can contribute. Therefore, it would be an honor to serve on the Board of Directors of the East Valley Water District (District) and to serve the community of Highland. I firmly believe in progress and planning towards a water system that will not only sustain current demand but to help plan and prepare for the growth of the community and support innovation that will help the District. I am not only aware of the tough environmental challenges and the issues the District already has to deal with (plant 134, 150, and 152) but, will be knowledgeable of any forth coming issues. The detailed knowledge of these issues will be of service when having to address the public for Board decisions. Pis a Chemical Engineer, I have not only worked on technical issues and have had to learn in detail new subjects but, have also prepared public documents and have made public statements which call for reasoning. I am a person to make tough decisions and understand the consequences of making any decision one way or the other. I have all intention to devote the time necessary to make myself more knowledgeable and willing to deal with urgent decisions when required. Having to devote nights, days, or weekends will only remind me of college. It will be with enthusiasm that 1 would be devoting the tirne. Investigated misdemeanor and felony crimes as reported, drafted and executed search warrants, testified in Superior and Municipal Court's on criminal and civil matters, conducted surveillances. I was involved in many intricate criminal investigations one of which involved the Hell's Angles and resulted in three members of that outlaw motorcycle group being sent to State Prison for gang rape.. 1977 promoted to Sheriffs Detective and assigned to the Victorville Station. Investigated all felony crimes occurring in the Victorville area, including but not limited to, crimes against the person and against property. I was involved in several "high profile" criminal investigations while in Victorville. I became a representative to the Sheriff's Employees Benefit Association for the Victorville station reporting to the membership the activities of the Association and polling membership regarding issues that had come up with the Association. PAGE TWO 1978 assigned to the Forgery/Fraud Division in San Bernardino. Investigated fraud cases including insurance fraud, land fraud and forged documents. I was also intrical in a rather unique: case involving Gypsies while assigned to the Forgery Fraud division. 1978 transferred to the Homicide Division. Investigated crimes against the person, suspicious deaths, murders, officer involved shootings. Currently there are three individuals on death row in the State of California that are a product of cases that I worked on. One individual, William Bonnin "The Freeway Killer" has been executed. I was also involved in several high profile cases which entailed working with other agencies, coordinated information, developed flow charts, analysis of forensic evidence and the application to these cases. 1983 ran for and was elected President of the San Bernardino County Sheriffs Employees' Benefit Association (SEBA). Duties included contract negotiations, day to day representation of rank and file and management bargaining units and administration of benefits provided by the association. The position required full time efforts and I was released from duty by the Sheriffs Department to fill the position with no loss in salary or benefits. Also administered the budget, developed budgets for the Associations general operations and political action funds. Worked in liaison with the County Supervisors, Sheriff, Marshall and District Attorney regarding wages, hours and working conditions of those represented by the association. Implemented new and innovative programs for member maintenance, development, insurances etc. I was instrumental in the development of the "Cheryl Bess Trust Fund ", Cheryl was a young girl kidnapped from Waterman Gardens in San Bernardino, sexually assaulted and had acid poured over her head leaving her blind and disfigured. 1986 1 ran for and was elected President of the Peace Officers Research Association of California ( PORAC). Again, the position required full time attention and I was released by the Sheriffs Department. As the PORAC President I was accountable to over 35,000 Peace Officers in over 500 Associations in the State of California. During my four year presidency I was directly involved in the development of the Peace Officers Research Association of Nevada and liaison with them. I supervised three full time lobbyists, developed legislative programs, drafted legislation and lobbied members of the Assembly and Senate in CA and NV. I had intricate dealings with Governors Dukemejian and Wilson, Attorney General John Van De Kamp, Lt. Governor Leo McCarthy as well as the Speaker of the House and President Pro Tern of the Senate. I also developed and implemented a very affirmative Political Action program for both CA and NV. I served as a trustee for three years on the PORAC Legal Defense Fund an Employee Retirement Income Security Act (ERISA) Trust.. We were never over budget at PORAC and my personal budget as PORAC President was always under budget. Also important is that I own a second residential property on Holly Vista Avenue in unincorporated San Bernardino, the water bill for which comes from and is paid to EVWD. So, at least from the geographical aspect, I do indeed meet the legal residency requirements. Of equal if.' not greater importance is my background relevant to water delivery service issues. While it is true that I do not own a well, water company, engineering degree or contracting business, I have still come to learn a lot about these matters over the past twentyfive (25) years. This stems from my longtime involvement in local politics, and particularly with my involvement in the first, and successful, election campaign in 1984 of George A. Aguilar to the San. Bernardino Valley Municipal Water District Board of Directors. I did almost all of the precinct walking /voter contact/literature distribution for him in Colton and San Bernardino. I worked on this through William C. "Bill" Greenburg, Muni's long time public relations consultant, who took over from Richard Rodriguez. I had worked with Richard on George's election campaign. I also worked with him time and again on other non - water - related issues and campaigns. 2. In March and April, 1997, Muni conceived the idea of a Lakes & Streams improvement /development project, for storing excess high groundwater and removing blight from a large area of downtown San Bernardino. The project and design would be similar in many ways to the Riverwalk in San Antonio, TX. A walking survey needed to be done, to ascertain how many properties were situated in the area from Mt.View Avenue west to the I215N Freeway, and north from 6th Street to Base Line. In other and more particular words: how many residences, vacant lots, businesses; how many occupied, vacant, abandoned, for sale, and if for sale , then by whom. This took about one (1) month. The compilation of raw data was presented, with questions asked and answered to Muni's Directors at an open Board meeting. George Aguilar told me that my information was at least six (6) months ahead of information available fom any of the area's title insurance companies.. I also later public hearings that were separate from the Board meetings. I was seriously considered by director Patrick Milligan, a noted area trial lawyer, to staff a proposed storefront office in downtown San Bernardino where design displays, maps, news articles, brochures, etcetera, would be available to an interested public. I would have answered questions as well. The office never opened, because the City as a member of the Joint Powers Authority did not approve it. 3. As part of my own education as to both the Lakes & Streams project as to Muni's operations, facilities, and geography, I attended several public tours of same. One such tour included Spring Valley Lake in the High Desert, a community successfully built around a lake. I learned much about pumping stations, treatment plants, reservoirs, aquifers, spreading ponds, pipelines, feeders, wells, etcetera. 4. I have made the good acquaintances of many people within and without.. SBVMWD, EVWD, private owners /operators, engineers,a.nd politicians. I have observed the interplay of neighboring water districts, all of which has given me the clearer and larger picture than what the general public sees. In attending Muni's doings, I have been an unofficial photographer; I have also donated sets of those pictures. 5. I fully anticipate participating in another "walking survey" scheduled to start in October, 2009. This one would involve crews or teams going door -to -door in all neighborhoods served by a given water district, educating them about the need for water conservation and also asking them what they are doing for their part. Everything that I have said here could be said to stem from my larger occupational /career background as a general paralegal..
