As you aware a vacant position on the Board exists due to the resignation of
Donald D. Goodin on August 11, 2009.
The Board declared their intent to appoint a new director and directed staff to post
the appropriate "Notices" for the vacant position. The notice stated that all
interested applicants for the vacancy should submit their letter of interest no Iater
than close of business on Friday, September 4, 2009 (in compliance with the 15
day Notice Period).
The Board scheduled a Special Board Meeting on Monday, September 14, 2009
(2:00 pm) for the purpose of appointing a new Board Member.
If needed, a second meeting could be held on Tuesday, September 29, 2009 to
appoint a new Board Member. The appointment must be made by the close of
business on Friday, October 9, 2009 to comply with the 60 -day provision
mandated by State law.
As of the close of business on Friday, September 4`h, we received letters of

Subject: Board Appointment
I would like to offer the following recommendations regarding the Board appointment process for the
Special Meeting scheduled for Monday, September 14, 2009:
1) All public; comments regarding any applicant be heard at the start of the Special Board
Meeting (Agenda Item #1).
2) The Board should review the procedural aspects of the selection process and have its legal
counsel provide a brief summary.
3) The applicants will each be asked to make their individual presentations. Each applicant
will be asked to provide a five- minute oral summary of their qualifications and background.
The order of the applicant presentations has been selected at random. The Board President
shall request all applicants leave the room until each applicant can be called in individually
to make their presentations.
4) Following each presentation, Board members will be allowed to ask the applicant any
pertinent questions regarding their qualifications.
5) After the presentation and question periods have been concluded, the Board shall select no
more than three finalists from among those who have applied. Each Board member may
vote for up to two applicants. The results shall be announced, itemizing each Board
members votes. The applicants receiving the largest number of votes will be chosen as
finalists. Any ties will be broken by subsequent votes among only the applicants tied for a
remaining finalist(s) position(s). The votes of each Board member shall be announced after
each round of balloting.
6) A second hearing may be held on September 29"'. Each of the finalists shall have up to ten
minutes to make oral presentations. After the applicant presentations, the Board President
shall allow each Board member to ask questions of the applicants. At the conclusion of the
question }period, the Board shall vote for one of the finalists to fill the un- expired term.
7) Once an applicant receives a majority of the votes, he or she shall be sworn into office.

I Hilario Contreras a resident of the city of Highland, California wish to be
considered for the vacant position as board member for the East Valley Water
District.
My educational background consists of graduating from Cal Poly San Luis Obispo
with a business degree. Afterward, I returned to my alma mater graduating with a
Masters Degree, Pupil Personnel Credential and college counseling. After a few
years, I decided to return to the world of academia La Sierra University graduating
with a credential as school psychologist. While working for San Bernardino City
Unified School District, I returned to National University graduating with
credentials in primary school teacher and administration. In June 11, 2009, 1
decided to retire with twenty -six years of service in the field of education.
In closing, I desire to serve my community as board member for the remainder of
the term and seek future terms.

Dear Board Members:
In the past year 1 have learned more of the Water Districts business and challenges the
board faces. I find the issues very interesting and feel I can contribute. Therefore, it
would be an honor to serve on the Board of Directors of the East Valley Water District
(District) and to serve the community of Highland.
I firmly believe in progress and planning towards a water system that will not only sustain
current demand but to help plan and prepare for the growth of the community and
support innovation that will help the District.
I am not only aware of the tough environmental challenges and the issues the District
already has to deal with (plant 134, 150, and 152) but, will be knowledgeable of any forth
coming issues. The detailed knowledge of these issues will be of service when having
to address the public for Board decisions.
Pis a Chemical Engineer, I have not only worked on technical issues and have had to
learn in detail new subjects but, have also prepared public documents and have made
public statements which call for reasoning. I am a person to make tough decisions and
understand the consequences of making any decision one way or the other.
I have all intention to devote the time necessary to make myself more knowledgeable
and willing to deal with urgent decisions when required. Having to devote nights, days,
or weekends will only remind me of college. It will be with enthusiasm that 1 would be
devoting the tirne.

interest as a reminder as to what I have worked on or currently working on and will be

My interest in being a Board Member is foremost to help my community, to see progress

plan and prepare for growth, and to support innovation that will help the East Valley

I have worked directly with the public, local, state, and federal agencies regarding water
quality issues. I understand how important water is as a resource and for the growth of a
city. I have come to accept the financial difficulties in trying to accomplish a goal or
authoritative demands.
I have worked on Total Maximum Daily Load (TMDL) issues with the City of Newport
and managed contracts for them and for the Metropolitan Water District of Orange
County, and worked as an inspector for our Dairy Program.
Being fluent in Spanish has put me in a position to educate myself on other important
issues such as the Perchlorate issue with the city of Rialto and the Septic Tank
Prohibition in the City of Quail Valley.
I am currently Project Manager for the Nutrient and Mercury TMDLs within the Big Bear
Lake watershed, and Contract Manager for two State Contracts totaling 2.6 million.
I have attended several of Our Board meetings and feel that I too can help bring sound
decisions that could benefit the District. With my degree in Chemical Engineering and
seven years, working for the California Water Quality Control Board I hope to help be
and asset to the East Valley Water District Board.

Dear Mr. Martin:
Please consider this a letter of interest for the current vacancy on the East Valley
Municipal Water District Board. As you can see by the attached resume I have public works
experience in both the private and public sectors. I am currently the Director of Redevelopment
and Transportation for the Inland Valley Development Agency /San Bernardino International
Airport, overseeing the construction of over $160 million of capital improvements projects over
the past 16 years. Currently in design or under construction are the following projects:
F Mountain View Avenue Project from Palm Meadows Drive to I -10 — Under design. This
project includes a 78 inch and 16 inch water distribution lines under the new bridge over
the Santa Ana River. This will help San Bernardino Municipal Water Department and
San Bernardino Valley Municipal Water District the ability to service their customers on
the south side of the river.
Lena Road from Central Avenue to Orange Show Road — Project begins on September 8,
2009. This includes a 12 inch water distribution line for the San Bernardino Municipal
Water Department.
Past water projects include:

41 Completion of the water integration agreement and transfer of the water system from the
IVDA to the San Bernardino Municipal Water Department.

• Supervised a staff of three and managed a two million dollar budget.
Responsibilities as Project Manager included design supervision, public
agency processing, private client coordination, proposal and contract
preparation. The following is a summary of projects that were under my
area of responsibility:
• City of Temecula — Prepared and processed Tentative Tract Maps for the
Walker Basin Project that included approximately 1,300 residential units,
open spaces, and recreational units.
• City of Loma Linda — Prepared and processed, through LAFCO, the
formation of a County Service Area. The CSA was formed to provide
lighting and landscape maintenance service for approximately 590 acres.
Division Manager, The Lusk Company, Inland Empire Division, Riverside 1986 -1989
Responsibilities included the operation of the Inland Empire Division and
the supervision of 12 employees, the preparation of pro - formas, feasibility
studies, budgets, implementation and construction of all projects within
the division.
Riverside - Highlander — As Project Manager, duties included processing a
Specific Plan, Environmental Impact Report, Tentative Tract Maps and
Development Agreement. This $45 million, 411 -acre project included
1,400 residential units, a community park site, elementary school site, and
a commercial site. Responsibilities included the supervision of architects,
land planners, engineers, utility consultants, marketing consultants,
financial consultants.
Vice President, Kicak and Associates, Inc., Grand Terrace 1980 -1986
As Planning Director Consultant to the City of Grand Terrace,
responsibilities included being in charge of the operation of the Planning
Department. Other duties included grant applications and project
management for all Community Development and State funded park
projects, and all grant processing for the City of Lake Elsinore Water
District.
Development Representative, County of Riverside, Riverside 1973 -1980
Entry level position with the Road Department as an Engineering Aide for
the County of Riverside then promoted to the Community Development
Department. Responsibilities included all HUD - Community Development
projects within the First Supervisorial District. Duties also included
working in conjunction with the Housing Authority to provide low -
income housing in target areas within the Country.

Bernardino. Recently, Mr. Estrada moved back to the Highland area in December of 2006 and he

to the Board, being that he has worked in both the private and public sectors for over 31 years.

Mr. Estrada currently serves as the Director of Redevelopment and Transportation for the Inland

Mr. Estrada is a native of San Bernardino, having attended schools in the local area. He is a graduate
of Pacific High School; San Bernardino Valley College; California State University, Los Angeles with his
BA degree in Urban Studies and his Masters in Public Administration from California State University, San
Bernardino. Recently, Mr. Estrada moved back to the Highland area in December of 2006, and has remained
a fervent supporter of regional infrastructure improvements and would like to have an more opportunity to
give back to the community. Mr. Estrada has the potential to bring a new perspective to the Board, as he has
worked in both the private and public sectors for over 31 years.

EDUCATION
Graduated Fontana High School 1963. Attended Chaffey College 1963 -1964, Police
Science Major. Attended Valley College 1967 -1969, Physical Education major,
assistant instructor, SCUBA diving course. Certified electrician 1969, Kaiser Steel
Corporation, Fontana Basic Steel Plant. Graduated San Bernardino County Sheriff's
Academy, 22nd Session, 1970. Attended Chapman College 1977 -1978, Psychology
major. Continued education in law enforcement. Basic, Intermediate and Advanced
Peace Officer Standard of Training (POST) Certificates. Continuing Education in the
Private Investigative and Private Patrol professions.
EMPLOYMENT HISTORY
I started full time employment in 1965 at Kaiser Steel Corporation, Fontana. In 1969
1 was laid off in a work force reduction and had attained the position of electrician in the
Electric Field crew.
1970 1 was hired by the San Bernardino County Sheriffs Department. Attended and
graduated from the Basic Academy. 1970 -1972 assigned to custodial duties. 1972-
1977 assigned to patrol functions at the Fontana Station. Investigated misdemeanor
and felony crimes as reported, drafted and executed search warrants, testified in
Superior and Municipal Court's on criminal and civil matters, conducted surveillances. I
was involved in many intricate criminal investigations one of which involved the Hell's
Angles and resulted in three members of that outlaw motorcycle group being sent to
State Prison for gang rape..
1977 promoted to Sheriffs Detective and assigned to the Victorville Station.
Investigated all felony crimes occurring in the Victorville area, including but not limited
to, crimes against the person and against property. I was involved in several "high
profile" criminal investigations while in Victorville. I became a representative to the
Sheriff's Employees Benefit Association for the Victorville station reporting to the
membership the activities of the Association and polling membership regarding issues
that had come up with the Association.

1978 assigned to the Forgery/Fraud Division in San Bernardino. Investigated fraud
cases including insurance fraud, land fraud and forged documents. I was also intrical
in a rather unique: case involving Gypsies while assigned to the Forgery Fraud division.
1978 transferred to the Homicide Division. Investigated crimes against the person,
suspicious deaths, murders, officer involved shootings.
Currently there are three individuals on death row in the State of California that are a
product of cases that I worked on. One individual, William Bonnin "The Freeway Killer"
has been executed. I was also involved in several high profile cases which entailed
working with other agencies, coordinated information, developed flow charts, analysis of
forensic evidence and the application to these cases.
1983 ran for and was elected President of the San Bernardino County Sheriffs
Employees' Benefit Association (SEBA). Duties included contract negotiations, day to
day representation of rank and file and management bargaining units and
administration of benefits provided by the association. The position required full time
efforts and I was released from duty by the Sheriffs Department to fill the position with
no loss in salary or benefits. Also administered the budget, developed budgets for the
Associations general operations and political action funds. Worked in liaison with the
County Supervisors, Sheriff, Marshall and District Attorney regarding wages, hours and
working conditions of those represented by the association. Implemented new and
innovative programs for member maintenance, development, insurances etc. I was
instrumental in the development of the "Cheryl Bess Trust Fund ", Cheryl was a young
girl kidnapped from Waterman Gardens in San Bernardino, sexually assaulted and had
acid poured over her head leaving her blind and disfigured.
1986 1 ran for and was elected President of the Peace Officers Research
Association of California ( PORAC). Again, the position required full time attention and I
was released by the Sheriffs Department. As the PORAC President I was accountable
to over 35,000 Peace Officers in over 500 Associations in the State of California.
During my four year presidency I was directly involved in the development of the Peace
Officers Research Association of Nevada and liaison with them. I supervised three full
time lobbyists, developed legislative programs, drafted legislation and lobbied members
of the Assembly and Senate in CA and NV. I had intricate dealings with Governors
Dukemejian and Wilson, Attorney General John Van De Kamp, Lt. Governor Leo
McCarthy as well as the Speaker of the House and President Pro Tern of the Senate. I
also developed and implemented a very affirmative Political Action program for both CA
and NV. I served as a trustee for three years on the PORAC Legal Defense Fund an
Employee Retirement Income Security Act (ERISA) Trust.. We were never over budget
at PORAC and my personal budget as PORAC President was always under budget.

1991, January, service retired from the San Bernardino County Sheriff's
Department.
1991 -1992 enjoyed retirement, improved golf game and decided on alternate
career.
1992 started Larry Malmberg Investigations. I first started my business working from
home and escalated to a full time office. Currently located in the City of San Bernardino
I have had the pleasure of being an employer and at various times as many as 10
employees. I have coordinated and been responsible for payroll, benefits, taxes,
wages, hours and working conditions as an employer.

I have known Larry Malmberg well for the past 35 years, both in a social and in a
professional capacity. I first met Larry when he was a Deputy Sheriff assigned to patrol
duty at the Fontana station, and I was a new Deputy District Attorney going on ride -along
programs. We became fast friends and have remained great friends over the years. Larry
was a homicide investigator on many of my prosecutions, and appeared in my courtroom.
He assisted me in my political career as a Superior Court Judge. He was my neighbor for
the 12 years I lived on the East Highlands Ranch.
Larry is a man of integrity and a man of his word. He is bright and hard - working. He has
always kept the interests of his community and San Bernardino County above all else. He
has made significant improvements to his community and his profession, and is a loyal
and trustworthy friend.
I have no doubt that Larry Malmberg would make a significant positive contribution to

Larry and I worked together for a number of years. From 1982 through 1988, I was
responsible for the administration of a statewide law enforcement legal services program for
35,000 member association which provided representation services in criminal, civil and
administrative actions. Larry sat on the program's board of directors and as such was responsible
for fiscal integrity of the fund, the recruitment and retention of membership and overseeing all
administrative functions of the program. As part of their duties, the board was required to hear
appeals concerning the denial or termination of coverage. These were often complex and
sensitive matters requiring board members to analyze the evidence presented, debate the
attorney's on the merits of the appeal and lastly, make a sound decision that most often was
difficult and /or unpopular. At all times, Larry performed these functions in a professional
manner, exercising good judgment and the ability to articulate the reasoning for his decisions.
Larry has strong interpersonal skills. Furthermore, I don't know of anyone who is more
dependable than Larry.
For all of the foregoing reasons I recommend Larry highly for your Board of Directors
and would be happy to discuss his qualifications in more detail.

I was born and raised in the San Bernardino area and have known Larry for
over 25 years. I retired from the San Bernardino County Sheriff's
Department after 34 years of service and worked along side of Larry from
about 1974 through 1984 while on Patrol and as detectives in the Homicide
Division. His work ethic is beyond reproach and every task is as important
as the last.
Larry was active in the Safety Employees Benefit Association and in fact
was elected president and served at least two terms that I can recall. He was
also elected as President of P.O.R.A.C. a state entity that sets standards for
Police Officers in the State of California.
Needless to say it takes a tremendous amount of tact and diplomacy to over
see such organizations not to mention the ability to work with budgets,
personal problems and achievements, etc. As a Board you are aware of how
important Team Work is and Larry is very much a Team Player.
I'm not going to turn this into a novel but I must mention that Larry is a
successful business man as he has maintained a successful business for some
years now. As a successful business man he knows how important
community involvement is. I know that he stays active with Foot Printer
activities and donates his time to worthy causes such as Cancer Research
funding activities.
Suffice to say that Larry would be as ASSET to any effort he participates in
and would certainly be an ASSET to the East Valley Water District.

I have know Larry since 1971, at that time we where both working as patrol
deputies out of the Fontana Sheriff s Station. I always found him to
trustworthy and dependable in his duties and demeanor, those where lean
days with only two or sometime three deputies on a shift. I could depend on
Larry to be there for me when the need was great and the danger even
greater.
Larry went on to work the homicide unit at the Sheriff's Department and I
took a different path into administration, sometime later Larry became
President of the Deputy Sheriff's Association (SEBA). He was then call
upon to be president of the state wide association known as Peace Officer
Research Association of California (PORAC) this association represents
over 45,000 peace officers in the state. He served in this capacity till the
time of his retirement from the San Bernardino County Sheriff's
Department.
He has been in the private sector since the time of his retirement, and has
gained the business knowledge to be successful, while still serving the needs
of the legal community.
If Larry is appoint to your board he will bring a lifetime of social
networking, in both the public and private sector. This coupled with his

at SERA, Larry held both positions, never falling short of his commitment
to both memberships. Larry help write and implement Assembly Bills to
the State affecting the wages, hours, working conditions and benefits to
peace officers which he firmly believed in that are still in effect today.
After his retirement in 1991, Larry and I remained personal friends. He has
always demonstrated his passion to help others and make a difference.

I have attached my resume, which details my uncommonly thorough
background in public relations, business communications, and service to
my community. What my resume doesn't describe is my character. I'm
a conceptual thinker, a generator of creative ideas and a self - starter.
My over 22 years of experience in management and being actively
involved in, and the company representative to, many civic groups and
functions has help me gain a reputation for getting things done. Building

This letter is to serve as my declaration of interest in and
intent to pursue the vacancy on your EVWD Board of Directors
created by the resignation of your Vice President, Don
Goodin. With this, I submit all contact information, and a
statement of qualifications which I will verbally deliver to
EVWD on 09/14/09 and its meeting to consider applicants.
I, Michael Lee Zlaket, am a lifetime resident of the Inland
Empire. I was born in Riverside, CA, on August 18, 1946, and
moved to Sian Bernardino, CA, in February, 1961, where I have
been at one address ever since. The Registrar of Voters
confirms that I live within the boundaries of EVWD, even
though I pay my residential water bill to the city of San
Bernardino. The reason is that East 26th Street, off Golden
Avenue in San Bernardino's Del Rosa area, is surrounded by
unincorporated county "islands" served by EVWD; your
operations personnel are in the area frequently. I receive
the EVWD newsletter regularly. Also important is that I own
a second residential property on Holly Vista Avenue in
unincorporated San Bernardino, the water bill for which
comes from and is paid to EVWD. So, at least from the
geographical aspect, I do indeed meet the legal residency
requirements.
Of equal if.' not greater importance is my background relevant
to water delivery service issues. While it is true that I do
not own a well, water company, engineering degree or
contracting business, I have still come to learn a lot about
these matters over the past twentyfive (25) years. This
stems from my longtime involvement in local politics, and
particularly with my involvement in the first, and
successful, election campaign in 1984 of George A. Aguilar
to the San. Bernardino Valley Municipal Water District Board
of Directors. I did almost all of the precinct walking /voter
contact/literature distribution for him in Colton and San
Bernardino. Since his election to that office, I have
attended countless board meetings, seminars and
workshops. Over time, I have done things for them, such as:
1.The distribution of fold -out "tent tables" to every
restaurant in San Bernardino, reminding patrons that water
would be served only on request in order to conserve water;
it was not rationed but still in short supply at that time,
spring 1991. I worked on this through William C. "Bill"
Greenburg, Muni's long time public relations consultant, who
took over from Richard Rodriguez. I had worked with Richard
on George's election campaign. I also worked with him time
and again on other non - water - related issues and campaigns.
2. In March and April, 1997, Muni conceived the idea of a
Lakes & Streams improvement /development project, for storing
excess high groundwater and removing blight from a large
area of downtown San Bernardino. The project and design
would be similar in many ways to the Riverwalk in San
Antonio, TX. A walking survey needed to be done, to
ascertain how many properties were situated in the area from
Mt.View Avenue west to the I215N Freeway, and north from
6th Street to Base Line. In other and more particular words:
how many residences, vacant lots, businesses; how many
occupied, vacant, abandoned, for sale, and if for sale ,
then by whom. This took about one (1) month. The compilation
of raw data was presented, with questions asked and answered
to Muni's Directors at an open Board meeting. George Aguilar
told me that my information was at least six (6) months
ahead of information available fom any of the area's title
insurance companies.. I also later public hearings that were
separate from the Board meetings. I was seriously considered
by director Patrick Milligan, a noted area trial lawyer, to
staff a proposed storefront office in downtown San
Bernardino where design displays, maps, news articles,
brochures, etcetera, would be available to an interested
public. I would have answered questions as well. The office
never opened, because the City as a member of the Joint
Powers Authority did not approve it.
3. As part of my own education as to both the Lakes &
Streams project as to Muni's operations, facilities, and
geography, I attended several public tours of same. One such
tour included Spring Valley Lake in the High Desert, a
community successfully built around a lake. I learned much
about pumping stations, treatment plants, reservoirs,
aquifers, spreading ponds, pipelines, feeders, wells,
etcetera.
4. I have made the good acquaintances of many people within
and without.. SBVMWD, EVWD, private owners /operators,
engineers,a.nd politicians. I have observed the interplay of
neighboring water districts, all of which has given me the
clearer and larger picture than what the general public
sees. In attending Muni's doings, I have been an unofficial
photographer; I have also donated sets of those pictures.
5. I fully anticipate participating in another "walking
survey" scheduled to start in October, 2009. This one would
involve crews or teams going door -to -door in all
neighborhoods served by a given water district, educating
them about the need for water conservation and also asking
them what they are doing for their part.
Everything that I have said here could be said to stem from
my larger occupational /career background as a general
paralegal.. The attached resume details my various work
experiences: law office paralegal, business
:reporter /document researcher & recorder, title industry
clerk, census data processing clerk, and even security
guard. All of these could be called paralegal of one kind or
;mother. I feel it all stems from my inclination and ability
to research everything. I like to know not just how things
work, but also why they are the way they are. This does not
mean that I challenge everything I am told or learn, but
that I both need and want as much information as possible
before committing to any course of action. Too much good
effort would otherwise be wasted without all the essentials
lined up first.
None of the foregoing is to espouse the attitude of "Been
there, done that ", which is by means either accurate or
right. It is, moreover, to say that I possess, with all my
education, career background, and water experience, an
intellect and knowledge that could be put to positive use

Iri response to your notice of August 12, 2009, of a vacancy on the East Valley Water District Board of
Directors, I am hereby submitting my letter of interest for an appointment to the remaining term for this
seat.
As a long -time resident and successful businessman in the area, I believe I am uniquely qualified to sit
on the EVWD Board to assist in planning and administering the District's services. In this important
time for our region, the District is to be commended for the Plant 150 improvements that are in the
design phase with expected completion by 2011 to treat well water from nearby wells, and Plant 134
improvements that are expected to be completed by 2010 to increase needed capacity from 4 million to
8 million gallons per (lay. Also, with the EVWD's dual purpose of supplying domestic water service as
well as providing a modern sewer system to District's approximately 65,000 residents, l feel it is more
important than ever that the EV WD Board remain in close communication with and involved in the day
to day community concerns and needs. It is my belief that the EVWD is a sparkling jewel in this region
that can be polished to an even more lustrous shine.
My wife and I have been Highland homeowners for many years and, over the past 15 years, I have built
a highly successful insurance business in the area. Previously, I had 20 years of successful management
experience in the food industry, also in the immediate area. This past year, I served as president of the
San Bernardino North Rotary Club and am highly involved in a wide variety of community service
programs. I am also arc active member of the St. Bernardine's Medical Center Planned Giving

• During my employment at CDM, I was an active member at the local chapter of
the American Society of Civil Engineers (ASCE).

• My wife Rekha Vora and I have been married for 19 years. She has a Bachelor
Degree in Medical Technology and is currently employed at the Riverside
Medical Hospital.
• We have two children: Neil �15) who is a junior at Redlands East Valley High
School. Hannah (10) is in 5 grade at the Cram Elementary School in Highland.
She in her fifth year at the Redlands YMCA — Circus program. She plays softball
at the Redlands Baseball/Softball for Youth. Both of my children are members of
the 4H -East Valley Club.

I am pleased to recommend the appointment of Firoz "Frank" Vora, P.E., to the vacant
Board of Directors position at the District. I have known Frank since 1991 and find him
to possess the knowledge and character necessary to be an excellent Board Member.
As Frank's former supervisor at Camp Dresser & McKee (CDM), I have direct
knowledge of his technical experience, professionalism, and dedication. While at CDM,
Frank evaluated complex technical problems, identified solutions, and prepared designs
for those solutions. His experience provided direct knowledge of water and wastewater
issues including treatment, water storage and distribution, and wastewater collection.
Frank's work required extensive contact with local communities, public agencies serving
those communities and public officials. Ile consistently demonstrated excellent
communication skills.
Since leaving CDM, Frank has become an owner and operator of two local restaurants.
He understands the complexities of operating a successful local business including
customer and employee relations and financial management in the highly competitive
food service business.
Perhaps more importantly, 1 have found Frank to be highly dedicated to his family, work,
and community. I'm confident this dedication would be reflected in his service on the
