I would like to offer the following recommendations regarding the Board appointment process for the
Special Meeting scheduled for Monday, September 14, 2009:
1) All public comments regarding any applicant be heard at the start of the Special Board
Meeting (Agenda Item #1).
2) The Board should review the procedural aspects of the selection process and have its legal
counsel provide a brief summary.
3) The applicants will each be asked to make their individual presentations. Each applicant
will be asked to provide a five- minute oral summary of their qualifications and background.
The order of the applicant presentations has been selected at random. The Board President
shall request all applicants leave the room until each applicant can be called in individually
to make their presentations.
4) Following each presentation, Board members will be allowed to ask the applicant any
pertinew questions regarding their qualifications.
5) After the presentation and question periods have been concluded, the Board shall select no
more than three finalists from among those who have applied. Each Board member may
vote for tip to two applicants. The results shall be announced, itemizing each Board
members votes. The applicants receiving the largest number of votes will be chosen as
finalists. Any ties will be broken by subsequent votes among; only the applicants tied for a
remaining finalist(s) position(s). The votes of each Board member shall be announced after
each round of balloting.
6) A second hearing may be held on September 29w. Each of the finalists shall have up to ten
minutes to make oral presentations. After the applicant presentations, the Board President
shall allow each Board member to ask questions of the applicants. At the conclusion of the
question period, the Board shall vote for one of the finalists to fill the un- expired term.
7) Once an applicant receives a majority of the votes, he or she shall be sworn into office.

In the past year I have learned more of the Water Districts business and challenges the
board faces. I find the issues very interesting and feel I can contribute. Therefore, it
would be an honor to serve on the Board of Directors of the East Valley Water District
(District) and to serve the community of Highland.
I firmly beliede in progress and planning towards a water system that will not only sustain
current demand but to help plan and prepare for the growth of the community and
support innovation that will help the District.
I am not only aware of the tough environmental challenges and the issues the District
already has to deal with (plant 134, 150, and 152) but, will be knowledgeable of any forth
coming issues. The detailed knowledge of these issues will be of service when having
to address the public for Board decisions.
As a Chemical Engineer, I have not only worked on technical issues and have had to
learn in detail new subjects but, have also prepared public documents and have made
public statements which call for reasoning. I am a person to make: tough decisions and
understand the consequences of making any decision one way or the other.
I have all intention to devote the time necessary to make myself more knowledgeable
and willing to deal with urgent decisions when required. Having to devote nights, days,
or weekends will only remind me of college. It will be with enthusiasm that I would be
devoting the time.
Finally, I have included a letter of recommendation, my resume, and last year's letter of
interest as a reminder as to what I have worked on or currently working on and will be
happy to update the Board on the progress of any of my projects.

My interest in being a Board Member is foremost to help my community, to see progress

Water'District.
I have worked directly with the public, local, state, and federal agencies regarding water
quality issues. I understand how important water is as a resource: and for the growth of a
city. I have come to accept the financial difficulties in trying to accomplish a goal or
authoritstive demands.
I have worked on Total Maximum Daily Load (TMDL) issues with the City of Newport
and managed contracts for them and for the Metropolitan Water District of Orange
County, ,anal worked as an inspector for our Dairy Program.
Being fluent in Spanish has put me in a position to educate myself on other important
issues such as the Perchlorate issue with the city of Rialto and the Septic Tank
Prohibition in the City of Quail Valley.
I am currently Project Manager for the Nutrient and Mercury TMDLs within the Big Bear
Lake watershed, and Contract Manager for two State Contracts totaling 2.6 million.
I have attended several of Our Board meetings and feel that I too can help bring sound
decisions that could benefit the District. With my degree in Chemical Engineering and
seven years working for the California Water Quality Control Board I hope to help be

LARRY ROGER MALMBERG, owner LARRY MALMBERG INVESTIGATIONS and

Born: October 5, 1945 Fontana, California
EDUC:A'rION
Graduated Fontana High School 1963. Attended Chaffey College 1963 -1964, Police
Science Major. Attended Valley College 1967 -1969, Physical Education major,
assistant instructor, SCUBA diving course. Certified electrician 1969, Kaiser Steel
Corporation, Fontana Basic Steel Plant. Graduated San Bernardino County Sheriffs
Academy, 22nd Session, 1970. Attended Chapman College 1977 -1978, Psychology
major. Continued education in law enforcement. Basic, Intermediate and Advanced
Peace Officer Standard of Training (POST) Certificates. Continuing Education in the
Private Investigative and Private Patrol professions.
EMPLOYMENT HISTORY
I started full time employment in 1965 at Kaiser Steel Corporation, Fontana. In 1969
1 was laid off in a work force reduction and had attained the position of electrician in the
Electric Field crew.
1970 1 was hired by the San Bernardino County Sheriffs Department. Attended and
graduated from the Basic Academy. 1970 -1972 assigned to custodial duties. 1972-
1977 assigned to patrol functions at the Fontana Station. Investigated misdemeanor
and felony crimes as reported, drafted and executed search warrants, testified in
Superior and Municipal Court's on criminal and civil matters, conducted surveillances. I
was involved in many intricate criminal investigations one of which involved the Hell's
Angles and resulted in three members of that outlaw motorcycle group being sent to
State Prison for gang rape..
1977 promoted to Sheriffs Detective and assigned to the Victorviile Station.
Investigated all felony crimes occurring in the Victorviile area, including but not limited
to, crimes against the person and against property. I was involved in several "high
profile" criminal investigations while in Victorviile. I became a representative to the
Sheriff's Employees Benefit Association for the Victorviile station reporting to the
membership the activities of the Association and polling membership regarding issues
that had come up with the Association.

1978 assigned to the Forgery/Fraud Division in San Bernardino. Investigated fraud
cases including insurance fraud, land fraud and forged documents. I was also intrical
in a rather unique case involving Gypsies while assigned to the Forgery Fraud division.
1978 transferred to the Homicide Division. Investigated crimes against the person,
suspicious deaths, murders, officer involved shootings.
Currently there: are three individuals on death row in the State of California that are a
product of rases that I worked on. One individual, William Bonnin "The Freeway Killer"
has been executed. I was also involved in several high profile cases which entailed
working with other agencies, coordinated information, developed flow charts, analysis of
forensic evidence and the application to these cases.
1983 ran for and was elected President of the San Bernardino County Sheriff's
Employees' Benefit Association (SEBA). Duties included contract negotiations, day to
day representation of rank and file and management bargaining units and
administration of benefits provided by the association. The position required full time
efforts and I was released from duty by the Sheriffs Department to fill the position with
no loss in sala ry or benefits. Also administered the budget, developed budgets for the
Associations general operations and political action funds. Worked in liaison with the
County Supervisors, Sheriff, Marshall and District Attorney regarding wages, hours and
working conditions of those represented by the association. Implemented new and
innovative programs for member maintenance, development, insurances etc. I was
instrumental in the development of the "Cheryl Bess Trust Fund ", Cheryl was a young
girl kidnapped from Waterman Gardens in San Bernardino, sexually assaulted and had
acid poured over her head leaving her blind and disfigured.
1986 1 ran for and was elected President of the Peace Officers Research
Association of California ( PORAC). Again, the position required full time attention and I
was released by the Sheriffs Department. As the PORAC President I was accountable
to over 35,000 F'eace Officers in over 500 Associations in the State of California.
During my four year presidency I was directly involved in the development of the Peace
Officers Research Association of Nevada and liaison with them. I supervised three full
time lobbyists, developed legislative programs, drafted legislation and lobbied members
of the Assembly and Senate in CA and NV. I had intricate dealings with Governors
Dukemejian and Wilson, Attorney General John Van De Kamp, Lt. Governor Leo
McCarthy as Nvell as the Speaker of the House and President Fro Tern of the Senate. I
also developed and implemented a very affirmative Political Action program for both CA
and NV. I senved as a trustee for three years on the PORAC Legal Defense Fund an
Employee Retirement Income Security Act (ERISA) Trust.. We) were never over budget
at PORAC and my personal budget as PORAC President was always under budget.

1991, January, service retired from the San Bernardino County Sheriff's
Department.
1991 -1992 enjoyed retirement, improved golf game and decided on alternate
career.
1992 started Larry Malmberg Investigations. I first started my business working from
home and escalated to a full time office. Currently located in the City of San Bernardino
I have had the pleasure of being an employer and at various times as many as 10
employees. I have coordinated and been responsible for payroll, benefits, taxes,
wages, hours and working conditions as an employer.

Larry Malmberg, whom I have known for many, many years, is and outstanding

I understand that Mr. Larry Malmberg has applied to fill the remaining term of Mr. Donald
Goodin.
I have known Larry Malmberg for more than thirty years. In the mid 1970s, we served
together as homicide detectives for the San Bernardino County Sheriffs Department.
Larry went on to become president of the local Sheriffs Employees Benefit Association
and, later, president of the Peace Officers Research Association of California,
representing California peace officers from all over the state. After his retirement, he
formed a successful private investigation agency that he continues to manage today.
Over the past three decades, I have found Larry to be consistently honest, reasonable,

I am writing my strongest recommendation on behalf of Larry MaImberg who is seeking
appointment to the Board of Directors of the East Valley Water District.
I have known. Larry Malmberg well for the past 35 years, both in asocial and in a
professional capacity. I first met Larry when he was a Deputy Sheriff assigned to patrol
duty at the Fontana station, and I was a new Deputy District Attorney going on ride -along
programs. NV'e became fast friends and have remained great friends over the years. Larry
was a homicide: investigator on many of my prosecutions, and appeared in my courtroom.
He assisted me in my political career as a Superior Court Judge. He was my neighbor for
the 12 years I lived on the East Highlands Ranch.
Larry is a man of integrity and a man of his word. He is bright and hard- working. He has
always kept the interests of his community and San Bernardino Coturty above all else. He
has made significant improvements to his community and his profession, and is a loyal
and trustworthy friend.
I have no doubt that Larry Malmberg would make a significant positive contribution to
the citizens of the East Valley Water District. He has my highest recommendation.

I am writing to recommend Larry Malmberg who has applied :For appointment to the
vacancy on the .East Valley Water District Board of Directors.
Larry and I worked together for a number of years. From 1982 through 1988, I was
responsible for the administration of a statewide law enforcement legal services program for
35,000 member association which provided representation services in criminal, civil and
administrative actions. Larry sat on the program's board of directors and as such was responsible
for fiscal integrity of the fund, the recruitment and retention of membership and overseeing all
administrative functions of the program. As part of their duties, the board was required to hear
appeals concerning the denial or termination of coverage. These were often complex and
sensitive matters requiring board members to analyze the evidence presented, debate the
attorney's on the merits of the appeal and lastly, make a sound decision that most often was
difficult and/or unpopular. At all times, Larry performed these functions in a professional
manner, exercising good judgment and the ability to articulate the reasoning for his decisions.
Larry has strong interpersonal skills. Furthermore, I don't know of anyone who is more
dependable than Larry.
For all of the foregoing reasons I recommend Larry highly for your Board of Directors
and would be happy to discuss his qualifications in more detail.

I was born and raised in the San Bernardino area and have known Larry for
over 25 years. I retired from the San Bernardino County Sheriff s
Department after 34 years of service and worked along side of Larry from
about 1974 through 1984 while on Patrol and as detectives in the Homicide
Division. His work ethic is beyond reproach and every task is as important
as the last.
Larry was active in the Safety Employees Benefit Association and in fact
was elected president and served at least two terms that I can recall. He was
also elected as President of P.O.R.A.C. a state entity that sets standards for
Police Officers in the State of California.
Needless to say it takes a tremendous amount of tact and diplomacy to over
see such organizations not to mention the ability to work with budgets,
personal problems and achievements, etc. As a Board you are aware of how
important Team Work is and Larry is very much a Team Player.
I'm not going to turn this into a novel but I must mention. that Larry is a
successful business man as he has maintained a successfid business for some
years now. As a successful business man he knows how important
community involvement is. I know that he stays active with Foot Printer
activities and donates his time to worthy causes such as Cancer Research
fimding activities.
Suffice to say that Larry would be as ASSET to any effort he participates in
and would certainly be an ASSET to the East Valley Water District.

I have know Larry since 1971, at that time we where both working as patrol
deputies tout of the Fontana Sheriff's Station. I always found him to
trustworthy and dependable in his duties and demeanor, those where lean
days with only two or sometime three deputies on a shift. I could depend on
Larry to be there for me when the need was great and the danger even
greater..
Larry went on to work the homicide unit at the Sheriff's Department and I
took a different path into administration, sometime later Larry became
President of the Deputy Sheriff's Association (SEBA). lie was then call
upon to bi-, president of the state wide association known as Peace Officer
Research Association of California (PORAC) this association represents
over 45,000 peace officers in the state. He served in this capacity till the
time of his retirement from the San Bernardino County Sheriff's
Department.
He has been in the private sector since the time of his retirement, and has
gained the business knowledge to be successful, while still serving the needs
of the legal community.
If Larry is appoint to your board he will bring a lifetime of social
networking, in both the public and private sector. This coupled with his
understanding of the complexity involved in delivering services to thousands

interests. He cares about his community where he resides and has high
moral standards, great leadership qualities and a quick grasp of any board
making decision.

In response to your notice of August 12, 2009, of a vacancy on the East Valley Water District Board of
Directors, I ani hereby submitting my letter of interest for an appointment to the remaining term for this
seat.
As a long -time resident and successful businessman in the area, I believe I am uniquely qualified to sit
on the EVWD Board to assist in planning and administering the District's services. In this important
time for our region, the District is to be commended for the Plant 150 improvements that are in the
design phase with expected completion by 2011 to treat well water from nearby wells, and Plant 134
improvements that are expected to be completed by 2010 to increase needed capacity from 4 million to
8 million gallons per day. Also, with the EVWD's dual purpose of supplying domestic water service as
well as providing a modern sewer system to District's approximately 65,000 residents, I feel it is more
important than ever that the EVWD Board remain in close communication with and involved in the day
to day community concerns and needs. It is my belief that the EVWD is a sparkling jewel in this region
that can be polished to an even more lustrous shine.
My wife and I have been Highland homeowners for many years and, over the past 15 years, I have built
a highly successful insurance business in the area. Previously, I had 20 years of successful management
experience in the f6od industry, also in the immediate area. This past year, I served as president of the
San Bernardino North Rotary Club and am highly involved in a wide variety of community service
programs. I am also an active member of the St. Bemardine's Medical Center Planned Giving
(;ommittee as well as a number of other community organizations.
