REGULAR BOARD MEETING JULY 8, 1985
MINUTES
The meeting was called to order at 5:30 p.m. by President Glenn
R. Lightfoot. Director Beightler led the flag salute.
ROLL CALL:
PRESENT: Glenn R. Lightfoot, President; Steven Beightler,
Vice President; Directors Disch, Stoops, Johnson
ABSENT: None

MINUTES OF JUNE 24, 1985 BOARD MEETING
M /S /C (Beightler- Johnson) that the minutes of June 24,
1985 Board Meeting be approved.
Director Stoops abstained.
PUBLIC INFORMATION STAFFING
The Ad Hoc Committee recommended that action on this item be
deferred until early 1986.
BASIN MANAGEMENT
The General Manager reviewed recent developments of the Basin
Management Task Force. The San Bernardino Valley Municipal
Water District has disbanded the Task Force. Ira Pace, General
Manager of the West SB County Water District was present to
discuss a letter the Board of Directors of the West San
Bernardino County Water District is sending to Senator Ayala
stating that proposed amendments to SB 148 were totally
unacceptable.
M /S /C (Stoops- Disch) that the General Manager be authorized
to continue the development of a Basin Management Task Force
under guidelines presented by the General Manager.

authorized to address a letter to Senator Ayala setting forth

objections to amendments of Senate Bill 148 as outlined in the
letter from West San Bernardino County Water District and any
other objections the Board may have; that this letter be signed
by the Board President.
DIRECTORS FEES AND EXPENSES FOR JUNE
The following fees and expenses were presented for approval:
Director Disch $450; Director Stoops $719.95; Director Johnson
$316.53; Vice President Beightler $300; President Lightfoot $405.
M /S /C (Disch - Beightler) that the Directors fees and expenses
be approved as submitted.
CLAIM FOR DAMAGES
The District has received a claim for damages from Mr. Patrick
Weber. Mr. Weber was riding his bicycle in the area of Pacific
Street near Olive, ran over a gate valve cover which had sunk
two to three inches below the top of the pavement.
M /S /C (Johnson- Stoops) that this claim be denied, referred
to District legal counsel and insurance carrier.
DISBURSEMENTS
General Fund disbursements #114719 to #114780 in the amount of MW
$406,685.94; Payroll Fund disbursements #10442 to #10484 in
the amount of $27,259.78; and customer service deposits #115214
to #115244 in the amount of $1,594.43 totaling $435,540.15 were
presented for approval.
M /S /C (Disch - Beightler) that the disbursements be approved.
Directors Stoops & Johnson abstained.
CORRESPONDENCE FROM MRS. ALICE FAGAN
Correspondence has been received from Mrs. Alice Fagan in which
she expressed her appreciation for the manner in which the
General Manager explained the new billing procedure to her.

PROPOSAL FOR ENGINEERING SERVICES AT PLANT 59
The General Manager reviewed a proposal from Boyle Engineering
for the design of a 0.8 MG steel reservoir, the preparation of a
negative declaration and the boundary survey for the proposed
tank site at Plant 59.
M /S /C ( Beightler- Stoops) that the proposal from Boyle
Engineering be accepted. ...

PERS CREDIT FOR UNUSED SICK LEAVE
The PERS office has been contacted regarding amending our
contract to allow credit for unused sick leave toward retirement.
M /S /C (Disch - Beightler) that the Auditor be authorized to
request the actuarial valuation from PERS.
AWWA LEGISLATIVE ALERT
Information only.
1985 WATERPOWER CONFERENCE - LAS VEGAS, SEPTEMBER 25 -27
M /S /C (Disch- Stoops) that the General Manager and any
Director be authorized to attend the 1985 Waterpower Conference
September 25 -27 in Las Vegas, Nevada with the stipulation that
hotel reservations be made at a hotel with rates lower than the
MGM.

AWWA CONFERENCE - WASHINGTON, DC
Director Disch and Director Stoops gave a report on the 1985 AWWA
Conference held in Washington DC this year. Information only.
PEAK DAY DEMAND
The General Manager briefed the Board on peak demands placed upon
the District's water system during the hot weather of the
previous week. This was the greatest demand the District has
experienced in recent years. Information only.
WATER EDUCATION FOUNDATION MEETING
The Water Education Foundation meeting will be held on July 10,
1985 at the Red Lion Inn in Ontario. The General Manager
indicated that one staff member would be attending and that any
Director desiring to attend should notify Sandy Shepherd.
DISNEYLAND UTILITY SYSTEM TOUR
The General Manager informed
