Lightfoot. Vice President Beightler led the flag salute. ROLL CALL: PRESENT: Glenn R. Lightfoot, President; Steven E. Jay, Auditor /Treasurer; Sandra Shepherd, Recording Secretary CONSULTANTS: Bill Brunick & Peg Battersby, Legal Counsel GUESTS: Charlie Hand, Foothill Journal MINUTES OF AUGUST 26, 1985 MEETING M /S /C (Stoops - Disch) that the Minutes of the August 26, 1985 meeting be approved. LIENS FOR DELINQUENT WATER & SEWER CHARGES M /S /C (Stoops - Disch) that the liens submitted be approved for processing. RESOLUTION 1985.52 - RELEASE OF LIEN FOR DELINQUENT SEWER CHARGES AT 26788 BRUCE STREET, HIGHLAND was presented for approval. M /S /C (Stoops - Disch) that Resolution 1985.52 be approved. ROLL CALL: AYES: Directors Disch, Stoops, Beightler, Johnson, Lightfoot NOES: None ABSENT: None EXECUTIVE SESSION TO DISCUSS POSSIBLE LITIGATION An executive session was called pursuant to Government Code 54956.9 (b) for the purpose of deciding whether the District faces exposure to litigation due to the circumstances described MW 1 in the memorandum from Legal Counsel as required by California Open Meeting Law (Brown Act). M /S /C (Stoops - Disch) that an executive session be called at 5:34 p.m. to discuss possible litigation. RETURN TO REGULAR SESSION M /S /C (Stoops - Disch) that the Board return to regular session at 5:51 p.m. EPA PROJECT SUMMARY - RISK ASSESSMENT OF WASTEWATER DISINFECTION Wastewater disinfection alternatives were discussed. The process of ozonation as an alternative means of disinfection for the proposed Santa Ana Filtration Plant was discussed. Information only. HIGHLAND DAYS, OCTOBE 12. 1985 The Highland Chamber of Commerce is holding their annual Highland Days Saturday, October 12th of this year. M /S /C (Disch - Beightler) that the District participate in the Highland Chamber of Commerce annual Highland Days. SUMMARY REPORT ON FOOTHILL PIPELINE INTER -TIE FACILITIES fto A draft report prepared for the San Bernardino Valley Municipal Water District on inter -tie facilities to provide maximum use of existing pipelines to transport Santa Ana River Water from the vicinity of the Santa Ana Power Station No. 3 to Devil Canyon for connection to either the Lytle Creek Pipeline or the DWR Santa Ana Valley Pipeline was discussed. The Board requested that the water and sewer committee meet and develop questions relative to this project, submit them to the SB Valley Municipal Water District in writing and request that the Municipal Water District respond in writing to each question. NORTON AIR FORCE BASE IRP MEETING The General Manager and Director Disch reported on the meeting they attended at Norton Air Force Base on August 28 regarding the Installation Restoration Program. Information only. DISBURSEMENTS General Fund Disbursements #114917 to #114919 in the amount of $2,705.21 and #115573 to #115663 in the amount of $344,542.66; payroll fund disbursements #10660 to #10702 in the amount of $27,828.54 totaling $375,076.41 were presented for approval. i.r M /S /C ( Beightler- Stoops) that the disbursements be approved. qiq las DIRECTORS FEES AND EXPENSES FOR AUGUST The following fees and expenses were reported by the Directors: Director Disch $450; Director Stoops $200; Vice President Beightler $200; Director Johnson $100; President Lightfoot $400. M /S /C (Johnson - Beightler) that the Directors fees and expenses for August be approved. AWWA FALL CONFERENCE, OCTOBER 22 -25, 1985 The 1985 AWWA fall conference will be held October 22 -25 in San Diego, CA. M /S /C (Stoops - Disch) that the General Manager, one staff member designated by the General Manager and any Board member wishing to, be authorized to attend the 1985 AWWA Fall Conference. SAN BERNARDINO COUNTY SPECIAL DISTRICT ASSOCIATION MEETING, SEPTEMBER 16, 1985, BIG BEAR Information only. SANTA CLARA VALLEY WATER DISTRICT TOUR OF WATER FACILITIES The Board President reported on a tour of the Santa Clara Valley Water District's water facilities.
