REGULAR BOARD MEETING DECEMBER 23, 1985
MINUTES
The meeting was called to order at 5:30 p.m. by President Glenn
R. Lightfoot. Sandy Shepherd led the flag salute.
ROLL CALL:
PRESENT: Glenn R. Lightfoot, President; Vice President
Disch; Directors Stoops, Johnson, Rusher
ABSENT: None

MINUTES OF DECEMBER 9. 1985 MEETING
It was noted that the December 9, 1985 minutes should reflect
that the meeting was adjourned in memory of Mr. Jerry Dibble.
M /S /C (Stoops - Disch) that the Minutes of the December 9,
1985 meeting be approved as corrected.
LIENS FOR DELINQUENT ACCOUNTS
M /S /C (Stoops- Disch) that the liens be approved for
processing.
LIEN FOR 6776 DWIGHT WAY
M /S /C (Stoops - Disch) ) that the lien for 6776 Dwight Way be
deleted from the delinquency list.

SEWER CHARGES was presented for approval.
M /S /C (Stoops - Disch) that Resolution 1985.67 be approved.

GENERAL MANAGERS REQUEST FOR VACATION
M /S /C (Stoops - Disch) that the General Manager be authorized
5 days vacation over the Christmas holidays.

CORRESPONDENCE REGARDING THE RE- ORGANIZATION TO INCLUDE MULTIPLE
ANNEXATIONS TO THE EVWD
The San Bernardino County Board of Supervisors approved the
District's re- organization to include all lands east of Boulder
Avenue on November 25, 1985. Information only.
SUIT FOR PAYMENT FOR 6926 BROWNING ROAD
Pending litigation regarding 6926 Browning Road was reviewed.
It was decided that this item be deferred and brought back at a
later date after staff has researched this suit.
M /S /C (Stoops - Disch) that the Board move into executive
session at 5:36 p.m. pursuant to Government Code Section
54956.9(c).
RETURN TO REGULAR SESSION
M /S /C (Stoops- Disch) that the Board return to regular
session at 6:30 p.m.
LAWSUIT AGAINST THE SAN BERNARDINO VALLEY MUNICIPAL WATER
DISTRICT
No file (Johnson - Disch) that the East Valley Water District
file a lawsuit against the San Bernardino valley Municipal Water
District requesting that the Municipal Water District be required
to prepare and file an EIR on the two Superwells.
Director Rusher voted no.
President Lightfoot voted no.
PRESIDENT LIGHTFOOT LEFT AT 6:35 P.M.
VICE PRESIDENT DISCH ASSUMES CHAIR
M /S /C (Stoops- Johnson) that Vice President Disch assume the
Chair in the absence of President Lightfoot.
General Fund Disbursements #116334 to #116710 in the amount of
$89,794.94 and Payroll Fund Disbursements #11030 to #11082 in
the amount of $28,917.35 totalling $118,712.29 were presented
for approval.
M /S /C (Johnson- Stoops) that the disbursements be approved.
CUSTOMER DEPOSIT REFUNDS
U0 The Board reviewed a summary of customer deposit refunds using the

DAVID CLARK FRANK VS EAST VALLEY WATER DISTRICT COUNTY OF SAN
BERNARXCDINO. AND SOUTHERN CALIFORNIA WATER COMPANY
The Board discussed a summons served on the District regarding a
previously denied claim. No action taken.
CORRESPONDENCE FROM THE FORUM INSURANCE COMPANY
Correspondence received from the Forum Insurance Company in which
they are cancelling the District's Public Officials Liability
Insurance coverage effective January 20, 1986 was discussed.

FINANCIAL REPORTS FOR OCTOBER
Financial reports for October were reviewed. Information only.
SUMMARY OF INVESTED FUNDS
The summary of invested funds for the period ending November 30,
1985 was reviewed. Information only.
OPERATIONS REPORTS FOR NOVEMBER
Operations reports for November were reviewed. Information only.
SEWER TREATMENT CAPACITY RIGHTS
As of November 30, 1985 the District has sold 414.34 capacity
rights leaving a balance of 385.66 capacity rights.
WATER DELIVERIES BETWEEN THE CITY OF SAN BERNARDINO AND THE EVWD
Water deliveries between the City of San Bernardino and the East
VGalley Water District were reviewed. Information only.
CORRESPONDENCE FROM GEORGE E. BROWN JR. REGARDING HR 3113
Correpondence from George E. Brown, Jr. concerning H.R. 3113 was
reviewed. Information only.
SB COUNTY SPECIAL DISTRICTS ELECTION
Correspondence has been received from SB County Special Districts
regarding voting representatives from the District. President
Lightfoot will be the voting member with Vice President Disch as
the alternate.
The meeting adjourned at 6:50 pm.
