Director Rusher led the flag salute. ROLL CALL: PRESENT: Glenn R. Lightfoot, President; Philip A. Disch, Vice President; Directors Stoops, Rusher, Johnson ABSENT: None r STAFF: Larry W. Rowe, General Manager /Secretary; Sandra Shepherd, Recording Secretary; Donna Spears, Treasurer APPROVAL OF MARCH 24, 1986 MINUTES M /S /C (Stoops- Rusher) that the minutes of the March 24, 1986 meeting be approved. APPROVAL OF MARCH 31, 1986 REGULAR ADJOURNED BOARD MEETING M /S /C (Stoops- Rusher) that the minutes of the March 31, 1986 regular adjourned board meeting be approved. APPROVAL OF APRIL 7, 1986 REGULAR ADJOURNED BOARD MEETING M /S /C (Stoops- Rusher) that the minutes of the April 7, 1986 regular adjourned board meeting be approved. LIENS FOR DELINQUENT WATER AND SEWER ACCOUNTS M /S /C (Stoops- Rusher) that the liens for delinquent water and sewer accounts be approved for processing. RESOLUTION 1986.26 - NOTICE OF COMPLETION FOR TRACT 10358 was presented for approval. M /S /C (Stoops- Rusher) that Resolution 1986.26 be approved. ROLL CALL: AYES: Directors Disch, Stoops, Rusher, Johnson, Lightfoot NOES: None ABSENT: None No RESOLUTION 1986.27 - RELEASE OF LIEN FOR DELINQUENT CHARGES was presented to the Board for approval. 1 EAST VALLEY WATER DISTRICT M /S /C (Stoops- Rusher) that Resolution 1986.27 be approved. ROLL CALL: AYES: Directors Disch, Stoops, Rusher, Johnson, Lightfoot NOES: None ABSENT: None 1986 WATER EDUCATION FOUNDATION CONTRIBUTION M /S /C (Stoops - Disch) that the District continue it's support of the Water Education Foundation; that the dues of $115 be approved for payment. CLAIM FOR DAMAGES A claim for damages from Mr. Steaks Restaurant on Highland Avenue was reviewed. M /S /C (Stoops - Disch) that the claim be denied and referred to the District's legal counsel and insurance carrier. SUPPORT FOR GRANT FUNDING APPLICATIONS FOR A GROUNDWATER BIOLOGICAL DENITRIFICATION PILOT DEMONSTRATION PROJECT Three Valleys Municipal Water District is seeking support for their grant funding application for a Groundwater Biological Denitrification Pilot Demonstration Project. M /S /C (Stoops - Disch) that staff be authorized to draft a letter in support of the grant funding to be signed by the Board President. DIRECTORS FEES AND EXPENSES FOR MARCH The following fees and expenses were reported by the Directors for the month of March: Director Disch $625; Director Stoops $610; Director Rusher $600; Director Johnson $400; Director Lightfoot $637.50. M /S /C (Rusher- Johnson) that the Directors fees and expenses for March be approved. SB COUNTY SPECIAL DISTRICTS ASSOCIATION MEETING APRIL 21 1986 JOSHUA TREE Information only. NOTICE OF SPECIAL MEETING OF THE SPECIAL DISTRICTS SELECTION COMMISSION The Special Districts Selection Committee will meet on May 19, 1986 to select one Special Districts member to serve on the Local Agency Formation Commission. M /S /C (Johnson- Stoops) that the Board President be 2 196b authorized to cast votes for candidates to the LAFC Board; that in the absence of the President the Vice President be authorized to cast the vote. M /S /C (Stoops - Disch) that the President be authorized to vote for the candidate who in his opinion is best qualified. General Fund disbursements #118333 to #118696 in the amount of $996,724.57 and Payroll Fund disbursements #11388 to #11426 in the amount of $26,757.71 and #11427 and #11468 in the amount of $24,006.31 totaling $1,047.488.59 were presented for approval. M /S /C (Johnson - Disch) that the disbursements be approved. Director Stoops abstained. SECOND ANNUAL "MINI CONFERENCE" FOR INDEPENDENT SPECIAL DISTRICTS Independent Special Districts of Orange County are sponsoring a "mini conference" on May 17, 1986. M /S /C ( Disch- Rusher) that any Director and General Manager be authorized to attend this conference. DIRECTORS AND OFFICERS LIABILITY INSURANCE ow Information General Manager reviewed the District's liability insurance. Information only. SOUTHERN CALIFORNIA WATER COMPANY The acquisition of Southern California Water Company was discussed. Information only. CLAIM FOR DAMAGES FOR INJURIES TO M. BARIBINO ON GUTHRIE STREET The General Manager informed the Board of a summons regarding the claim for damages to M. Baribino on Guthrie Street. This summons has been sent to District Legal Counsel and District insurance carrier. WRIT OF MANDATE FOR SUPER WELL PROJECT The General Manager informed the Board of the progress on the writ of mandate for the super well project. Information only. SETTLEMENT NEGOTIATIONS Director Rusher indicated that the SB Valley Municipal Water District Board of Directors are interested in a meeting with agencies involved in the Super Well lawsuit. so 3 APR. 1 4 1980 WATER FOR CALIFORNIA POLITICAL ACTION COMMITTEE President Lightfoot read a letter which requests support for legislators who assist water agencies on local water issues.
