The meeting was called to order at 2:00 p.m. by President Wilson. Mr. Mathis led the flag
salute.
PRESENT: Directors: LeVesque, Malmberg, Morales, Sturgeon, Wilson
ABSENT: None
STAFF: Robert Martin, General Manager
LEGAL COUNSEL: Steve Kennedy
GUEST (S): Dr. Bill Mathis (Mathis Consulting)
PUBLIC PARTICIPATION
President Wilson declared the public participation section of the meeting open at 2:01 pm.
There being no verbal or written comments the public participation section was closed.

The Board entered into Closed Session at 2:01 p.m. as provided for in the California

A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE EAST VALLEY WATER DISTRICT
DISPOSING OF SURPLUS PROPERTY
WHEREAS, the East Valley Water District (hereinafter referred to as "the District ") is a
county water district organized and operating pursuant to California Water Code Section 30000 et
seq.;
WHEREAS, the District is the owner of approximately 56,041 square feet of vacant land
located on the south side of Greenspot Road and west of Santa Ana Canyon Road in the City of
Highland, County of San Bernardino, State of California, which is more particularly described as
Assessors Parcel Numbers 0297 - 061 -22 and 0297 - 061 -23, and is further described and depicted in
Exhibit "A" attached hereto and incorporated herein by this reference (hereinafter referred to as "the
Property");
WHEREAS, the District's Board of Directors has tentatively determined that the Property
is no longer necessary for use by the District; and
WHEREAS, the District's Board of Directors presently desires to sell the Property.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the East Valley
Water District as follows:
1. The Property is hereby declared to be surplus land; however, the District's Board of
Directors reserves the right to reverse said declaration, which is hereby rendered without prejudice
to the ability of the District's Board of Directors to rescind this Resolution any time prior to any
decision to sell or otherwise dispose of the Property.
2. The District's General Manager is hereby directed to send written offers to sell the
Property to all entities entitled to receive such notice pursuant to the applicable provisions of
Government Code Section 54220 et seq.
3. The District's General Manager is also hereby directed to comply with all applicable
provisions of Government Code Section 54220 et seq. in negotiating the sale of the Property.
4. The terms of any sale and/or disposal of the Property are subject to subsequent
acceptance and final approval by the District's Board of Directors.

ORDINANCE OF THE
EAST VALLEY WATER DISTRICT
SETTING COMPENSATION FOR
THE BOARD OF DIRECTORS
WHEREAS, the Board of Directors of the East Valley Water District ( "the District ") finds as
follows:
A. Pursuant to Ordinance No 361 adopted by the Board of Directors of the District on
May 22, 2000, each director is entitled to receive compensation in the amount of $125.00 for each
day's service rendered on behalf of the District, not exceeding a total of ten (10) days in any calendar
month.
\ B. Pursuant to Water Code Section 20202, said compensation may be increased by an
amount not to exceed five percent (5 %) for each calendar year following the operative date of the last
adjustment.
C. The District has not made any adjustment in the amount of compensation paid to a
director since the adoption of Ordinance No 361 referenced above.
THEREFORE, THE BOARD OF DIRECTORS of the District does hereby adopt and ordain
as follows:
Each director of the District shall be entitled to receive compensation in the amount of'
$175.00 for each day's service (as that term is defined in Section 1.2 of Resolution No. 2008.03 as
may be amended from time to time) rendered on behalf of the District, not exceeding a total of ten
(10) days in any calendar month, after the effective date of this Ordinance.
