EVWD Strategic Planning — March 2011
Strategic Planning
Board of Directors
Facilitator: Dr. Bill Mathis March 10, 2011, Boardroom, 1:oopm
Strategic Planning: As a process that incorporates mission, vision and
values critical to the execution of a business plan that meets one to five year
objectives.
Comments:
i. The Board's responsibility is to align the mission, vision and values to the
objectives and work plan of staff.
2. Current work plans are internally driven vs. Board driven. General Manager and
Staff will greatly benefit from hearing your new direction.
g. Because of the volatile economic climate, the initial Strategic Planning effort may
be called a Business Plan for 2011.
4. It is recommended that the Board select 4 -5 Strategic Vision Statements that best
contain the elements of the District's of the District's mission and obligation to
the Community it serves.
5. Examples: Key Elements
• Water Resources
• Organizational Capacity
• Infrastructural /CIP
• Legislative Activity (i.e., plus grants)
• Financial Stewardship and Viability
• Community Communication and Outreach
• Conservation and Energy Management

Next Steps for EVWD
Strategic Vision Implementation: Translating Vision into Execution
We are challenged with the responsibility of implementing strategy, developing
organizational leadership, creating team and organizations( alignment around goals,
ensuring accountability and achieving results. The process we will use at EVWD to
accomplish this will include conducting Department assessments, Focus groups, and the
Development of specific goals in support of the Board's Strategic Vision. With these
goals, we will develop Department Work Plans that include specific goals and objectives
for each division of all Departments.
