President O.A. Wall led those in attendance in the flag salute.

President Wall stated the meeting could not be called to order,
due to lack of a quorum. The next meeting will be held on the
regular meeting date, July 10, 1978. No business was conducted.

MINUTES
The meeting was called to order at 4:00 p.m. President O.A. Wall
led the flag salute.

M/S/C (Johnson-Forrest) that the Minutes of June 19, 1978 be
approved as submitted.
AWWA CONFERENCE REPORT
Director Forrest gave a report on the AWWA Conference held in Atlantic
City. He indicated it was a very successful conference with very gOod
topics and excellent speakers.
CITY WATER COMMISSION MEETING
The Auditor indicated he had attended a City Water Commission Meeting
at which time it was proposed that the water and sewer rates be in- ~
creased. He reviewed the proposed rate increases with the Board. In-
formation only.
ACWA BOARD MEETING MINUTES AND RESULTS OF ACWA SAFETY CONTEST
The Board received copies of the ACWA Board Minutes and the results of
the ACWA Safety Contest for their review. Information only.
CSDA NEWSLETTERS
Copies of the CSDA Newsletter for May, June-July was presented to the
Board for their review and information. Information only.
CORRESPONDENCE FROM B. MALIN RE DISTRICT NAME
A copy of a letter received from B. Malin re the District's long name
was presented to the Board for their information. A discussion ensued
regarding the use of a shorter name for referring to the District. It
was noted by Attorney Farrell that legally the name cannot be changed.
CORRESPONDENCE AND COPIES OF SENATE BILLS 154, 1571, 2212 and 2227
Copies of Senate Bills 154, 1571, 2212 and 2227 were given to Directors
for their review and information. No action taken.
JERRY J. MOFFATT, 3749 HEMLOCK DRIVE DAMAGE CLAIM
Jerry J. Moffatt, 3749 Hemlock Drive, had submitted a claim to the
District in the amount of $33.95. He claimed that due to the water
being shut off at his residence, it had caused his refrigerator to
malfunction. After discussing the matter, it was
M/S/C (Johnson-Forrest) that a claim in the amount of $33.95 as
submitted by Jerry J. Moffatt be denied.

LETTER TO PROPERTY OWNERS RE ANNEXATION BY THE CITY OF SAN BERNARDINO
The General Manager indicated that in view of the fact that several
proposed annexations by the City are presently in an inquiry stage,
he felt it would be more appropriate to wait until the annexations
are presented to the City Council before notifyihg the property owners.
He pointed out it may be several months before action is taken.
CITY COUNCIL MINUTES AND AGENDAS
The Board requested that City Council Minutes and Agendas be requested
from the City.
BEAR VALLEYiSTOCK, CONGREGATIONAL CHURCH
The Auditor reported that the Congregational Church had sold their
Bear Valley Stock to someone within their church for $12.00 per share.

I.C.W.A. MEETING, BEAUMONT, JULY 14, 1978
A brochure announcing the I.C.W.A. Meeting in Beaumont on July 14,
1978, was presented to the Board for their information.
SPECIAL DISTRICTS MEETING, JULY 17, 1978
Information was presented to the Directors relative to the Special
Districts Meeting, July 17, 1978 in Running Springs. The speaker will
be Ray Robinson from Kaiser Steel. No action taken.
PUBLIC SAFETY AUTHORITY REPORT
A copy of the San Bernardino Public Safety Authority Report Was pro-
vided to the Board for their review and information. A discussion
ensued relative to the report. In view of monies having been expended
for projects other than those intended under the terms of the bond,
it was
M/S/C (Johnson-Forrest) that staff and Attorney Farrell draft a
letter to be reviewed by the Board, such letter to state that in the
event this Board does not receive satisfaction within 45 days, the
matter will be referred to the Grand Jury; a copy of the letter shall
be sent to all parties concerned with the P.S.A. report.
FINANCIAL STATEMENTS FOR MAY
The financial statements for May 1978 were presented to the Board for
review. No action taken.
CORRECTION OF EXPENSES - NORMAN W. FORREST
The Auditor stated a correction should be made re the May expenses
of Director Forrest. Mr. Forrest should be reimbursed $59.46, due to
a miscalculation.
M/S/C (Johnson-Wall) that Director Forrest be reimbursed $59.46
for underpayment of expenses.
DISTRICT WELDING MACHINE
The Auditor indicated the District had purchased a new welding machine,
therefore, he requested authorization to sell the old one.
M/S/C (Johnson-Forrest) that the old welder be put up for bid; that
the sale be published in the newspaper with an established minimum bid.
DEFERENCE AGREEMENT REQUEST - RONALD HAMAMURA, 28214 THIRD STREET
The General Manager indicated Ronald Hamamura, 28214 Third Street, had
requested a one acre deference agreement on his property. The property
will have the required 150 foot frontage.
M/S/C (Johnson-Forrest) that the Board authorize a deference agree-
ment with Ronald Hamamura.

DIRECTOR'S FEES AND EXPENSES FOR JUNE
The following fees and expenses were reported by Directors:
Johnson - $100; Wall'- $100; Forrest $286.01; Stoops - $134.67
M/S/C (Johnson-Forrest) that the Director's fees and expenses
be approved as reported.
WATER RIGHTS SYMPOSIUM, AUGUST 30, 1978
Information was p~esented to the Board relative to a Water Rights
Legislative Symposium on recommendations of the Governor's Commission.
Recommendations to update California's Water Rights Laws will be
revealed and discussed. The Symposium will be held August 30, 1978,
at the Woodlake Inn in Sacramento.
M/S/C (Forrest-Johnson) that authorization be made for any Director,
the General Manager, or anyone designated by him, to attend the Water
Rights Symposium on August 30, 1978 in Sacramento.
CITY OF SAN BERNARDINO ANNEXATION - N/HIGHLaND BETWEEN PALM & ORANGE
The General Manager indicated an annexation had been initiated for
the reorganization of uninhabited territory by the City and the District
located N/Highland, between Palm & Orange. Information only.
CITY OF SAN BERNARDINO PROPOSED ANNEXATION -N/HIGHLAND AVENUE, WEST/
VICTORIA AVENUE
Information had been received re an annexation proposed by the City of
San Bernardino located N/Highland Avenu~ and W/Victoria Avenue.
Information only. No action taken.
DISTRICT PURCHASE OF BACKHOE
The General Manager indicated District crews had requested various
modifications in the backhoe purchase. Bids will be requested for
purchase of the backhoe and presented to the Board.
DISTRICT PHYSICAL EXAMINATION FOR NEW EMPLOYEES
Director Forrest indicated the Chino Basin Municipal Water District
has added two tests to their required physical examination for new
employees, a Cholesterol level and triglyceride level. After dis-
cussing the tests, it was

physical examinations for new employees of the District.
