EASTWOOD, being first duly sworn, deposes and says: That she is, and at all times herein mentioned was, the duly qualified Secretary of the East San Bernardino County Water District, San Bernardino County, California;and that she caused to be posted on or near the door of the meeting place of the Board of Directors of said District at 1155 Del Rosa Avenue, San Bernar- dino, California, a copy of Notice of Continuance of Meeting of the Board of Directors of said District. Said posting was commenced on March 29, 1977 at 10:00 a.m. and remained posted to the time of meeting on March 31, 1977. Bonnie R. ROLL CALL: PRESENT: Philip A. Disch, President; Directors Norman W. Forrest, Gerald W. Stoops; O.A. Wall ABSENT: Director Dennis Johnson CONSULTANTS PRESENT: None STAFF PRESENT: Duncan Parkes, Engineering Dept.; Lee Roebke, Office Manager, Harold M. Fortes, General Manager; Ken Sorensen, Auditor-Treasurer; Bonnie R. Eastwood, Secretary MINUTES Re the Environmental Assessment for Reservoir 101, it was stated geological hazards had been found, but mitigated. M/S/C (Forrest Stoops) that the Minutes of March 28, 1977 be approv- ed as corrected. AWARDING BID FOR WATER MAINS & APPURTENANCES WITHIN TRACT 9059 The General Manager indicated after reviewing the site and the bid submitted for construction of water mains and appurtenances within Tract 9059, it was his recommendation that the bid be awarded to Witon Construction Company, as submitted at the March 28, 1977 Board Meeting. M/S/C (Forrest - Wall) that the bid be awarded to Witon Construction Company. ROLL CALL VOTE: AYES: Directors Forrest, Stoops, Wall NOES: Director Disch ABSENT: Director Johnson DISCUSSION ON ANNEXATION PROCEDURES After reviewing the annexation procedures and talking with Larry Hendon of LAFC, it was recommended by staff that Resolution 1977.24 be approved as submitted at the March 28, 1977 Board ~eeting. M/S/C (Forrest - Stoops) that Resolution 1977.24 be removed from the table and approved as submitted. SEWER REQUEST - WILLIS SEVERSON - 2255 NO. ORANGE ST., HIGHLAND The ~General Manager stated he had talked with Mr. Severson and explained the costs involved in for his property at 2255 No. Orange St. to receive District sewer service. Mr. Severson indicated he preferred to withdraw from the annexation procedures at this time. It was stated by the General Manager that in the event Mr. Severson does withdraw, it will cost him approximately $360 for the sewer lateral, which has already been install- ed, $840 for connection fees and $350 for annexation fees should he request sewer service at a later time. The General Manager will write a letter to Mr. Severson outlining the alternatives. The matter will remain tabled until the next Board Meeting. -1- 3/31/77 Ok,'?04 NEWSPAPER COVERAGE The General Manager indicated Mr. Nevin Miller of the Sun Telegram had offered his services to formulate a public information program. Mr. Miller would like to meet with the President of the Board and the Public Relations Committee to discuss various ideas with them. A tentative date was set for Monday, April llth at 8 a.m. CONFLICT OF INTEREST CODE STATEMENTS The General Manager stated the County Attorney had determined the Conflict of Interest Code statements do not have to be submitted until 30 days after the Board of Supervisors have approved the District's Code.
