The Regular Meeting of February ll, 1974, of the Board of
Directors of the East San Bernardino County Water District was
adjourned to be continued February 19, 1974, at 5:30 p.m. at the
District Office, 1155 Del Rosa Avenue, San Bernardino, California,
in accordance with Government Code Section 54995.1.

That he is, and at all times mentioned was, the
duly qualified secretary of the Board of Directors of the East San
Bernardino County Water District, San Bernardino County, California;
and that he caused to be posted on or near the door of the meeting
place of the Board of Directors a copy of the Notice of Continuance
of Meeting of the Board of Directors of said District.
Said posting was commenced on February 2,1974, at 9:00
a.m. and remained posted to the time of meeting (5:30 p.m., February
19, 1974).

CONTINUANCE OF REGULAR ADJOURNED MEETING FEBRUARY 19, 1974
MINUTES
CALL TO ORDER The meeting was called to order at 7:00 p.m. by
President Philip A. Disch.
PLEDGE OF ALLEGIANCE All those in attendance Joined in the Pledge of
Allegiance to the Flag~ of the United States of
America.
ROLL CALL Directors Present: Disch, Forrest, Littleton,
and Wall
Director Stallwood: Arrived at 7:12 p.m.
Others Present: General Manager-Secretary
Rickert; Asst. General Manager Hendricks,
Consulting Engineer Rowe, and Temporary
Recording Secretary Dorr.
PERSONNEL COMMITTEE The General Manager, reporting for the Personnel
REPORT RE RESIGNATION Committee, presented a letter of resignation
OF MADELYN DEENY tendered by Madelyn Deeny, Recording Secretary
RECORDING SECRETARY which resignation will take effect on February
17, 1974
MOTION Motion was made by Director Forrest, duly seconded
by Director Wall and carried unanimously to
accept the resignation of Madelyn Deeny.
WATER CHARGES CITY OF The General Manager stated that Mayor Holcomb's
SAN BDNO MINI-PARK letter to the District of October 9,1973 had
STERLING AVE.& LYNWOOD been discussed at the October 23, 1973 Board
DRIVE Meeting with no action taken and it was necessary
to secure a determination from theBoard re water
charges for the City of San Bernardino ~ini-Park
at Sterling Ave. and Lynwood Drive. The Gen-
eral Manager stated this amount of water for
a period of one year was 17:9 ac.ft.for both ~
meters and the monthly average charge to the
City of San Bernardino was $120.00. He also
pointed out how many feet the water was lifted
to serve the Mini-Park and the approximate cost
of energy involved for supplying the City at a
cost of $4.00/hundred foot of lift.
Several members of the Board discussed the
water charges to the City of San Bernardino
as comparable to the situation with the State
of California, Division of Highways.
Director Forrest, Chairman and Director Stallwood
member of the Water Committee stated that each
and every case of selling water for this type of
operation was to be separately considered, based
on escalating or de-escalating costs.
MOTION After considerable discussion, motion made by
Director Forrest, duly seconded by Director
Littleton and carried unanimously that the
District go along with the same method of
charge for the City of San Bernardino as the
District allowed the State of California.

DISTRICT WATER A report by Staff and Water Committee regarding
RATE ADJUSTMENT District Water Rate Adjustment with Staff member
Auditor Hendricks being requested to open the
discussion and give a briefing of the Water Rate
Study - 1974 (5-yr period) prepared by Staff and
Consulting Engineer Rowe copies previously dis-
tributed to the Board of Directors for review,
Points covered by Auditor Hendricks were the
recent drastic Cost of Living fluctuation; the
fact that there has been no notable increase in
the number of employees within the District for
the past ten years; also, the fact that increas-
ing power costs represent one-quarter (1/4) of
the District's costs and possibly could go to
mm~ one-third (1/3).
Consulting Engineer Rowe, at this point elaborated
on the power cost elimination and put up a chart
demonstrating projected expense and revenue for
the East San Bernardino County Water District over
a 5-yr period which was quite revealing as to
possible increased "cost of doing business"
After lengthy discussion on the Water Rate Study
1974 of information and char~s presented by
Auditor Hendricks and Consulting Engineer Rowe --
MOTION Director Forrest motioned, duly seconded by
Director Wall and carried unanimously that East
San Bernardino County Water District adopt
Schedule #3 of the Water Rate Study - 1974
setting the District Water Rate at 24~ per C.Cu.
Ft. to become effective March 1, 1974 including
Fire Service Charge from $1.20 to $2.40 per inch
diameter with proper notification to District

DISTRICTS AB 1426 Districts presented for Board action a letter
RESOLUTION 1974-11 dated February 15, 1974 received from Glenn M~
Reiter, Secretary CSDA enclosing copy of letter
dated February ll, 1974 from Public Cemetery
District No. 1 of Kern County (Ruben Siemens,
Suprv.) requesting "All Districts" assistance
in support of AB 1426. A recommendation was made
that the District support this important request.
· m~ MOTION Upon motion by Director Wall, duly seconded by
Director Littleton, and carried unanimously, the
Staff was authorized to draw up a Resolution No.
1974-11 supporting AB 1426 "Cemetery Districts
Association" with notification of action to

AWWA CALIFORNIA Director Forrest announced that the California
SECTION SPRING Section of American Water Works Association
CONFERENCE had announced a Spring Conference at Reno, Nev.
April 18 and 19, 1974.
MOTION Upon motion of Director Forrest, duly seconded
by Director Littleton, and carried unanimously
any Board Member, the General Manager, or any
Staff Member designated by the General Manager
were authorized to attend.
DISTRICT OFFICE The General Manager announced that due to recent
LOCKS CHANGED circumstances of changes in personnel, it was
deemed necessary to have all District Office
locks changed - accomplished February 20, 1974.

ADJOURNMENT Upon motion by Director Wall, duly seconded by
Director Stallwood and carried unanimously,
there being no further business to come before
the Board, the meeting was adjourned at 8:40 P.M.
