NOTICE OF CONTINUANCE OF MEETING
The Regular Meeting of August 12, 1974, of the Board of
Directors of the East San Bernardino County Water District was
adjourned to be continued August 19, 1974, at 4:30 p.m., at the
District Office, 1155 Del Rosa Avenue, San Bernardino, California,
in accordance with Government Code Section 54995.1.

HAROLD G. RICKERT, being first duly sworn, deposes and says:
That he is, and at all times herein mentioned was, the
duly qualified Secretary of the Board of Directors of the East San
Bernardino County Water District, San Bernardino County, California;
and that he caused to be posted on or near the door of the meeting
place of the Board of Directors a copy of the Notice of Continuance
of Meeting of the Board of Directors of said District.
Said posting was commenced on August 13, 1974, at 9:00
a.m. and remained posted to the time of meeting (4:30 p.m. August 19,
1974.

REGULAR ADJOURNED MEETING AUGUST 19, 1974
MINUTES
CALL TO ORDER The meeting was called to order by Acting President Norman Forrest~ at 4:30 p.m.
ROLL CALL Directors Present: Forrest, Wall, Littleton, and Stallwood
Directors Absent: Disch
Others Present: Recording Secretary Yorgesen.
SALARY INCREASES Director Wall, Chairman of the Personnel Com-

study of salaries of various other agencies
similar to this District. After much study and
consideration on the matter, he stated the Com-
mittee recommended that the General Manager's
salary be increased to $24,000.00 per year and
the Auditor's salary be increased to $21,000.00
per year, to be effective August 5, 1974.
MOTION Upon motion of Director Wall, duly seconded
by Director Littleton and carried unanimously
by those Directors present, authorization was
made to increase General Manager Rickert's
salary to $24,000.00 per year and Auditor
Hendrick's salary to $21,000.00 per year, effect-
ive August 5, 1974.
ORDINANCE 280 - Director Wall indicated to the Board that the
BASIC SALARY SCHEDULE Personnel Committee had developed a revised
REVISION Basic Salary Schedule which reflected a 5%
increase for each step increase, which extends
up to nineteen years of service. He stressed
the fact that these increases were not to be
automatic, they were merit increases for employ-
ees who earned them through meritorious service.
Director Wall also stated that the Personnel
Committee had reviewed all employees salary
records and those on the "F" step which had
not had an increase in salary for at least two
years they were recommending that their salaries
be adjusted according to the new Basic Salary
Schedule. After considerable discussion by
the Board regarding this recommendation,
MOTION Upon motion of Director Stallwood, duly seconded
by Director Wall and carried unanimously by
those Directors present, authorization was
granted to adopt Ordinance 280, Basic Salary
Schedule, with the salaries of the following
employees, presently on the "F" step being
increased to comply with the revised Basic
Salary Schedule as recommended by the Personnel
Committee, effective August 5, 1974:
Harry Blackman, Inspector, from 30F $~5 per
month to 30G $893 per month;
Mat Davis, Utility Crewman III, from 29F $816
per month to 29G $851 per month;

Herb Deese, Production Operator, from 29F
$816 per month to 29G $851 per month;
Jack Dickson, Meter Reader, from 27F
$741 per month to 27G $773 per month;
Kath~yn Foltz, Account Clerk II, from 23F
$607 per month to 23G $637 per month;
Jim Karp, Production Operator, 30F $855
per month to 30G $893 per month;
Phyllis Needham, Account Clerk III, from
26F $703 per month to 26G $736 per month;
Duncan Parkes, Engineer Aide II, from 32F
